    Job Description

    The Job

    Arrowhead Regional Medical Center (ARMC) is recruiting for Business Development & Strategy Analyst to support hospital-wide business planning and strategic initiatives. Under general supervision, this position plays a key role in advancing ARMC’s long-term goals by leveraging data-driven insights and cross-departmental collaboration.

    The analyst will be responsible for conducting research, analyzing financial and healthcare utilization data, perform financial modeling, and prepare clear reports to support informed decision-making. Key responsibilities include evaluating healthcare contract terms and helping develop strong business cases to maximize return on investment, increase revenue, and support hospital payor contracts.

    Primary duties include but are not limited to:
    • Perform high-level research, financial modeling and data analysis to support business planning, budgeting and strategic initiatives.
    • Analyze large data sets, including trend and utilization data, to identify insights that inform decision-making and operational improvements.
    • Review and interpret contract terms, especially healthcare payor and payor and professional services contracting, to support negotiations and ensure alignment with strategic goals.
    • Coordinate special projects related to facilities planning, capital improvements and organizational development.
    • Assist in the development of business cases to inform organizational growth and capital planning.
    • Present findings and insights to support leadership decision-making and performance improvement.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Prior to appointment, applicants must pass a background investigation which includes verification of employment history and education, fingerprinting, physical exam, and drug screening.

    Sponsorship: San Bernardino County is not able to consider candidates who will require Visa sponsorship at the time of application or in the future. Candidates must be able to present their legal right to work in the United States at the time of employment.

    Minimum Requirements

    Candidates must meet both the Education and Experience requirements:

    REQUIRED EXPERIENCE Option 1
    Two (2) years of full-time professional experience performing research and analytical work. Qualifying experience must include one or more of the following areas: conducting healthcare-related research, planning projects, or data analysis for operational improvements (Qualifying environments include academic medical centers, complex hospitals or health systems, or public hospitals)
    Option 2 One (1) year of experience as a Staff Analyst II Trainee in San Bernardino County, which must have included significant responsibilities in one or more of the following areas: conducting healthcare-related research, planning projects, or data analysis for operational improvements. REQUIRED EDUCATION Option 1 A completed Bachelor's degree in Public/Business Administration, Healthcare Management, Behavioral/Social Science, or other relevant field of study. Option 2
    Associate’s degree in public/business administration, behavioral/social science, accounting/finance or other closely related field of study AND two (2) years of experience*supporting management or professional level administrative services staff in any of the following areas: budget preparation/monitoring, fiscal/accounting functions ; contracts, bid/proposal, or grant management; research and analytical studies; organizational studies ; data/ statistical analysis and reporting ; organizational/operational/staffing analysis; and/or personnel management.

    * The 2 years of experience used to qualify under Education Option 2 will be treated as a substitution for the Bachelor’s degree and will not count towards either of the two options under the Required Experience.

    Important Notes Regarding Qualifying Education and Experience: Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Required Documentation: If qualifying under Option 2 , a list of completed coursework or copies of transcripts MUST be submitted with the application unless the applicant possesses an associate's degree (or is within 90 days of degree completion) in one of the specified areas listed above. General office/clerical, retail sales, eligibility worker, employment services, child support services and other similar experience is not considered qualifying.

    This candidate will possess the following:
    • Strong analytical skills with experience in evaluating financial, utilization, and healthcare contract data
    • Proficient in conducting research and developing data-driven business cases to support strategic planning and growth
    • Skilled in preparing reports, dashboards, and executive summaries that inform operational and leadership decisions
    • Experience supporting forecasting and trend analysis related to patient demand and service utilization
    • Exceptional attention to detail
    • Excellent interpersonal and time management skills
