Hobby Airport opened an international concourse and welcomed back international service in October 2015, serving destinations in Latin American and the Caribbean.

    GENERAL SUMMARY

    DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS
    This role falls under OBO’s Contract Compliance Division. The primary objective of the Contract Compliance Division is to ensure that certified Minority, Women, and Small Business Enterprise (MWSDBE) are meaningfully participating on City of Houston contracts in the construction, professional and non-professional services, and purchasing areas of contracting.
      ◦ Monitor compliance on City of Houston contracts with MWSDBE participation goals and program requirements, fair labor standards, and equal employment opportunity rules and regulations.
      ◦ Monitor utilization and payments to MWSDBEs on construction, professional services, goods, and non-professional service contracts.
      ◦ Ensure that all contractors are performing work germane to the contract and verifies that they are appropriately certified.
      ◦ Monitor prevailing wage and fair labor standards laws, including auditing payrolls, conducting site visits, observing worker performance, and investigating wage violations.
      ◦ Conduct investigations and assess technical reports and factual data in accordance with regulatory and statutory standards.
      ◦ Coordinate with supervisor on any MWBE vendor compliance issues relating to compliance and certification eligibility.
      ◦ Review and recommend final clearance / approval for contracts.
      ◦ Serve as a subject matter expert and liaison to various City departments for contract compliance purposes.
      ◦ Participate in pre-bid and pre- construction conferences / meetings to address contract compliance requirements for RFP’s, RFQ’s and Bids.
      ◦ Develop collaborative business relationships with MWBE prime/subcontractors.
      ◦ Manage caseloads effectively and in accordance with department priorities.
      ◦ Perform special projects, as needed, and other duties as assigned by supervisor.
    Driving is an essential function of this position.

    WORKING CONDITIONS
    This position may require frequent visits to construction sites, in addition, to work in the office environment. Driving is an essential function of this position.

    MINIMUM REQUIREMENTS

    EDUCATION REQUIREMENTS
    Requires a Bachelor's Degree in Business Administration, Public Administration, Liberal Arts or a related field.

    EXPERIENCE REQUIREMENTS
    One year of responsible, professional administrative experience is required.

    Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

    LICENSE REQUIREMENTS
    Driving is an essential function of this position, as the selected candidate must have a Valid Driver's License and be compliant with the City of Houston policy on driving (AP 2-2).

      ◦ Work under deadlines and coordinate several concurrent assignments.
      ◦ Detail oriented.
      ◦ Understanding of and experience interpreting codes, statutes, laws, ordinances, and/or agreements related to construction, labor compliance, and contracting generally.
      ◦ Understanding of federal, state, and local government contracts and the procurement process.
      ◦ Excellent interpersonal skills, including relationship building and “roll-up the sleeves” type of collaboration within a diverse, cross-functional team.
      ◦ Strong computer skills, with an ability to be trained to use new programs and systems.
      ◦ An ability to work productively, always projecting a positive outlook.
