    Under general supervision, the Employee Relations Analyst performs responsible professional and technical duties in support of the Employee Relations Division, including but not limited to classification & compensation, labor relations, employee relations, Equal Employment Opportunity (EEO) and Americans with Disabilities Act (ADA) administration, and employee leaves of absence with City departments and outside agencies while providing professional staff assistance to management staff.

    This position may be eligible for a hybrid work schedule upon successful completion of the probationary period and with Director approval. It offers an exciting opportunity for career growth, including the potential to rotate through and gain experience in various areas of Employee Relations.

    Essential Functions Include But Are Not Limited To

    • Performs responsible professional and technical duties in support of the Employee Relations Division, including but not limited to labor relations, employee relations, classification & compensation, EEO/ADA, and employee leaves of absence.
    • Assists in developing and implementing City rules, programs, policies, and procedures; conducts surveys, research, and analysis; prepares written reports; identifies and recommends process improvements; reviews findings with management staff; and assists in implementing improvements.
    • Provides assistance to department managers on employee performance, discipline, and related issues; consults with managers and employees regarding the interpretation of personnel practices, policies, and procedures, including related laws and regulations; and assists with investigations and disciplinary procedures.
    • Coordinates the City's leave of absence program; prepares, reviews, approves, and monitors requests for leaves of absence; ensure Citywide consistency of program application; and ensures compliance with applicable rules, regulations, and policies.
    • Coordinates the City's Short-Term Disability and Long-Term Disability programs; prepares, reviews, and monitors disability claim filings; tracks payments; and ensures Citywide consistency of program application.
    • Conducts classification & compensation studies and position audits; prepares and revises job class specifications; ensures compliance with classification & compensation rules, regulations, practices, and procedures; and assists with and prepares related reports and documentation.
    • Assists with labor negotiations, union inquiries, and meet and confer activities by gathering and analyzing data and preparing findings reports; and interprets, implements, and assists in ensuring adherence with labor agreement provisions.
    • Assists in the administration, investigation, and/or resolution of EEO complaints and ADA matters; and prepares related reports and documents.
    • Assists with the preparation and administration of requests for proposals and contracts for a variety of professional and contract services; may participate in the vendor selection processes; assists with submission of reports required for City Council approval; and administers and tracks approved contracts.
    • Provides information and assistance to City staff, the public, and outside agencies and organizations regarding Human Resources Department programs, rules, policies, and procedures.
    • Provides professional staff assistance to management staff; participates on a variety of committees and boards; prepares staff reports and other correspondence; and presents data.
    • May assist in the administration of Personnel Board proceedings and/or other professional boards and commissions.
    • May assign, monitor, and review the work of technical and clerical staff.
    • Performs other duties as assigned.


    Minimum Qualifications

    EXPERIENCE AND EDUCATION

    Two (2) years of progressively responsible professional experience in human resources administration, including one (1) year of employee and labor relations experience, supplemented by a Bachelor’s degree from an accredited college or university with major course work in Human Resources, Public Administration, Business Administration, or a related field. Minimum qualifications may be met via an equivalent combination of experience and education sufficient to perform the essential job functions. Experience, education, and training must provide the knowledge, skills, and abilities listed below.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of: Public sector human resources administration; employee relations; labor relations; negotiation processes; progressive discipline; EEO and ADA administration; classification & compensation; leave administration; principles of supervision, training, and performance evaluation; methods and techniques of research, statistical analysis, and applicable quantitative methods; municipal government administration; business letter writing and report preparation; office procedures, methods, and equipment, including computers and office software applications; pertinent federal, state, and local public sector labor and employment laws, codes, and regulations; and wage and salary administration.

    Ability to: Perform professional, technical, and analytical human resources and employee relations work; assist with and help facilitate labor negotiations; provide advice and counsel on grievance and disciplinary matters; recommend, implement, and evaluate goals, objectives, programs, projects, policies, and procedures; understand, interpret, and apply Citywide and departmental codes, policies, and procedures, and applicable federal, state, and local policies, laws, and regulations; maintain confidentiality of private or sensitive information; plan and organize work to meet changing priorities and deadlines; prepare clear and concise technical staff reports, correspondence, policies, procedures, and other written materials; conduct research projects; organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; maintain appropriate and effective recordkeeping; operate office equipment, including computer equipment and office software applications; communicate tactfully, clearly, and concisely, both orally and in writing; and establish and maintain effective working relationships with department management, City employees, employee organizations, elected and appointed City officials, and the public.

    SPECIAL REQUIREMENTS

    Possession and retention of a valid California Class “C” Driver’s License is a condition of continued employment in this classification.

    HIGHLY DESIRABLE

    Possession of a Master’s degree from an accredited college or university with major course work in Human Resources, Public Administration, Business Administration, or a related field is highly desirable.

    Possession of IPMA-HR Certified Professional (IPMA-CP) certification is highly desirable.

    Environmental Conditions: Work is generally performed in a standard office setting. Occasional travel to different sites is required. Physical Conditions: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, twist, and walk; to lift and carry up to twenty (20) pounds; push and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination, including the use of a computer keyboard; and to utilize sight, hearing, speaking, reading, writing, and math ability to exchange information.

    Applications will be reviewed by the Human Resources Department. Those applicants possessing the most pertinent qualifications will be invited to continue in the selection process, which will include:

    Writing Skills Examination ( Tentatively scheduled for Friday, May 30, 2025 ) : (Qualifying) will evaluate the candidate's analytical and writing aptitude. The areas that will be evaluated may include: analytical thought process and proper English and grammar usage, clarity, conciseness, organization, content, and logical progression from one idea to the next. Candidates need a minimum passing score in order to continue in the selection process.

    Oral Interview Examination (Tentatively scheduled for the week of June 6 , 2025 ) : (Weight of 100%) will evaluate the candidates' experience and training, communication, education, and abilities in relation to those factors which are essential for successful performance on the job. Candidates need a minimum passing score in order to be placed on the eligible list.
    Candidates must achieve a passing score in every component of the selection process in order to be placed on the eligible list.

    The Human Resources Department may waive one or more examination components. When one weighted examination component is waived, the remaining section will receive a weight of 100%.
