THE PUBLIC WORKS & ENGINEERING DEPARTMENT
The Public Works Department is dedicated to supporting quality of life by maintaining the city’s public works infrastructure. This is accomplished by providing exemplary service through the collective efforts of the administrative, professional, and field operations divisions of the department. The department includes Administration, Facilities, Fleet, Streets, Drainage, Traffic, Solid Waste, Water, Wastewater, and Environmental divisions.
The Traffic Division supports the city’s network of 222 miles of streets including over 4,000 traffic signs, 16 signalized intersections, pedestrian crossings, pavement markings, and school zones. The City of Burleson may additionally be adding signal maintenance and operations responsibility for 27 intersections from the Texas Department of Transportation over the coming months under the leadership of the next City Traffic Engineer.
THE POSITION
The City Traffic Engineer is a deputy director-level position responsible for managing and coordinating the staffing (currently a team of six direct reports) and operational activities of the Traffic Division of the Public Works Department. Reporting to the Director of Public Works, the City Traffic Engineer will be directly involved with the implementation (construction pending) and subsequent operation of the Traffic Management Center (TMC), and provides recommendations for improvements to traffic signal timing, speed limits, pavement striping, and signage. Primary responsibilities include managing multiple aspects of traffic projects, including citizen inquiries, the relocation of utilities, investigations of field problems, and price negotiations for additional services; identifying short and long-term goals and developing a plan of action for improving traffic signal performance, repair, maintenance, and installation; participating in budget development and monitoring; and providing technical leadership and recommendations related to transportation engineering, streetlights, traffic safety, signage, pavement markings, and traffic impact analyses for new development projects.
The ideal candidate will possess experience as a traffic engineer, preferably in a municipal, county, or state position; experience with the establishment and integration of Intelligent Traffic Systems (ITS); experience with overseeing the establishment of a Traffic Management Center and its operation; a deep understanding of traffic signal operations and traffic impact studies, along with experience in high growth communities; and strong communication skills, both written and verbal, are needed for the role.
SALARY AND BENEFITS
The salary range for the City Traffic Engineer is $117,044 - $175,567 , with placement dependent upon qualifications and experience. The City offers an excellent benefit package including retirement provided by the Texas Municipal Retirement System (TMRS) with a 7% employee contribution and a 2:1 match by the City of Burleson. Burleson also participates in Social Security and has a 457(k) deferred compensation option currently available through VOYA Financial. The City provides excellent insurance benefits for employees including two health plan options, and dental and vision coverage. Additionally, life insurance, long-term disability, short-term disability and an Employee Assistance Program are provided by the City. THE CAPITAL ENGINEERING DEPARTMENT
The Director will oversee a department made up of a Deputy Director, four (4) engineers, a Construction Manager, four (4) inspectors, and an engineering coordinator who provides administrative support to the department. The Capital Engineering Department provides technical engineering and project management to ensure the capital projects in Burleson are delivered consistent with City Council and City Manager expectations.
THE POSITION
The Director of Capital Engineering serves as a member of the executive leadership team to implement city-wide capital engineering goals as stipulated by the City Council, City Manager, and the Deputy City Manager. This newly created position will serve a critical role in managing Burleson’s current 5-year, $264 million Capital Project Plan. Reporting to the ACM, the Director will oversee the Capital Engineering Department and assume responsibility for management of the Capital Engineering functions. Primary responsibilities include coordinating the preparation of project designs, economic analysis, cost estimation, engineering and ergonomics for capital projects; planning, prioritizing, coordinating, and aligning work activities to ensure that effective project engineering services are delivered; partnering with Operations, Maintenance, Superintendents and other members of the executive leadership team to establish and align project priorities; communicating accurate and timely project information; and monitoring and responding to project metrics.
The ideal candidate will have knowledge of civil engineering principles and practices, particularly in public works capital projects and infrastructure development; experience with vertical construction capital projects; experience in a growing city of similar or larger size with a robust CIP; TxDOT coordination experience; strong project management skills; and the ability to communicate complex engineering matters to stakeholders in an understandable, straightforward manner.
