    NATURE OF WORK

    Under limited supervision, leads and coordinates assigned accounting functions for the Lewis County Public Works Department; performs a variety of technical accounting duties; prepares, reviews, and processes various types of accounting documents; responds to accounting inquiries from County departments; supervises the financial services operations and assigned personnel; and performs other related duties as assigned. ESSENTIAL FUNCTIONS:

    The following duties are the fundamental, crucial job duties performed by this position. This is not a comprehensive list of all tasks that may be assigned. Incumbent may be required to perform other duties as assigned and appropriate for the position.

    • Assist in the coordination, preparation and monitoring of multi-funded budgets, divisions, ensuring the correct classification and distribution of revenue and expenditures per legal requirements on accounts in

    accordance with Budgeting Accounting Reporting Systems (BARS), county procedures, and program

    needs.

    • Plans, organizes, and manages the activities related to utility billing and accounting, including supervising employees, providing technical and customer service support for daily operations, and accurate billing

    and maintenance of utility billing records.

    • Prepares and maintains full accrual job costing, processing information, developing procedures, and answer requests from management and staff.

    • Develops and compiles complete financial data and reports for interim, monthly, quarterly and annual reports to include County Road construction project progress billings to the Washington State

    Transportation Improvement Board (TIB), local, state, and federal requirements for grant

    reimbursements, and to the County Road Administration Board (CRAB).

    • Supervises financial operations in a multi-fund environment, including accounts payable, accounts receivable, payroll, and general ledger accounting.

    • Assists the Financial Services Manager in developing and maintaining department and division goals and procedures within the Public Works Department.

    • Travel for training, conferences and local warrant pick-ups, when required. • Support inventory management processes, including tracking of material purchases and usage by project.

    • Supports internal service fund management, including reconciliation of fleet-related costs and contributions, and the development of replacement planning and cost recovery models for County

    vehicles and equipment.

    • Supervises the monitoring, tracking and reporting of capital and non-capital projects, programs and grants.

    • Assist with the County's Annual Comprehensive Financial Report and the Annual County Road Administration Board (CRAB) reporting for funding and standard of good practices for County Engineers.

    • Supervise subordinates; prioritize, assigns and monitors work; evaluate performance; select and train staff, recommend and implement decisions regarding employee selection and discipline; ensure resources are available for operations and train and/or cross-train staff.

    WORKING ENVIRONMENT / PHYSICAL DEMANDS:

    Work is performed in a standard office environment and involves light physical demands and frequent use of personal computers.

    QUALIFICATIONS:

    REQUIRED: Education, experience, certifications, etc. • Bachelor's degree in accounting, finance or closely related field; and • Five years of professional experience in government accounting, finance, and budget; • One year of supervisory experience; or • Any equivalent combination of experience and education that provides the applicant with the desired

    knowledge, skills and ability required to perform the work. • A valid Driver's License.

    PREFERRED: Education, experience, certifications, etc. • Managing multiple contracts for construction of capital assets in a public environment. • Experience in accounting and reporting for public works infrastructure, such as transportation,

    airports, wastewater treatment, fleet, and stormwater management, is highly desired. • Public Sector or government accounting experience preferred. • Experience managing accounts payable, accounts receivable, grant reporting, cash receipting, and

    payroll. • Experience using WinCAMS or other project accounting software and Enterprise ERP Software.

    COMPETENCIES (Knowledge, Skills, Abilities, and Behaviors): Knowledge of: • Professional accounting principles, theories, concepts, practices and terminology. Government

    accounting principles, Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS) and procedures.

    • Federal, State and local laws, regulations and ordinances pertaining to public fiscal affairs in relation to governmental and proprietary (Business-type) Funds.

    • Automated data processing principles and accounting applications to include WinCAMS and Enterprise ERP Software.

    • Modern leadership, personnel, and supervisory principles and practices, including office practices and procedures.

    • Budget, finance, payroll, grant and contract administration systems, requirements, theories and best practices.

    • Proficiency in Microsoft Excel and document management tools

    contracts, funding, grant requirements, timekeeping and accounts payable/receivable. • Utilizing financial management systems. • Analyze, interpret and prepare accounting reports and financial statements. • Analyze and solve a variety of difficult and complex problems in financial areas. • Work independently without regular direction and troubleshoot problems in assigned area of

    responsibility.
