    OUR HISTORY Regional Government Services Authority (RGS) is a Joint Powers Authority (JPA) serving the needs of cities, counties, special districts, joint powers authorities, and other governmental entities since 2002. RGS works exclusively for the benefit of public agencies, providing a ready source of support and consulting services to meet the needs of its partner agencies in a broad range of disciplines and to help local governments meet three challenges: Decreasing revenues Increasing demands (and costs) for services, and Loss of experienced staff. Local government leaders knew that these challenges were likely to continue, so agencies would have to work together – uniting not only their voices but their resources to advocate and become more efficient. The idea behind the creation of RGS was to form an agency that would help local governments share expertise and improve efficiencies. This was an emerging need. It did not require that each agency hire full-time staff. With the creation of this JPA, agencies could, in effect, share expertise through a third-party. WHO WE ARE Today, RGS is governed by several member agencies, all with the common goal expressed in the JPA’s MISSION STATEMENT: To provide quality, innovative, cost-effective services exclusively to public agencies. In November 2020, the 5-year Strategic Plan was adopted. Current member agency representation can be found on the Board of Directors page of this website. RGS developed a highly flexible platform of administrative support, benefit plans and programs that could serve the diverse needs of cities, special districts, counties and other joint powers authorities. Flexibility was vital because the needs of partner agencies varied and because RGS services were 100 percent fee-based. Thus, RGS costs have always been able to ramp up or down quickly, as demand changed. Regional Government Services Authority was formed under Section 6500, for the purpose of providing local governments with administrative, staffing and advisory services.  RGS has now served over 300 cities, special districts, joint powers authorities and other local governments and non-profits that support local governments.

    If so, the Citrus Heights Water District (District) is looking for a Public Affairs Analyst!

    Regional Government Services (RGS) and its staff are conducting the recruitment on behalf of the District.

    The Position

    Individuals hired into this role will perform professional, administrative, and technical duties in the development, administration, and implementation of District communications and public engagement, including public information, community outreach, education, marketing, and communications programs.

    About the Citrus Heights Water District (CHWD)

    Founded in 1920, CHWD, an irrigation district operating under the State of California Water Code, is a leading independent water service provider. We take pride in continuing our work to deliver a safe, dependable, and healthy supply of water to our customers. CHWD provides drinking water to an estimated population of 67,000 customers via approximately 21,000 water service connections, made up of a service area consisting of 12.8 square miles within portions of Citrus Heights, Fair Oaks, Orangevale, Carmichael, and Roseville in the Greater Sacramento Region.

    The CHWD has thirty-eight full-time dedicated staff, over one-third of whom have post-secondary degrees, who operate and maintain a conjunctive use surface water and groundwater system. CHWD also has many value-added programs for its customers. CHWD’s team focuses on providing high quality water and great customer service.

    The District operates under a governing body of three elected members who serve on a Board of Directors with an appointed General Manager.

    It is the mission of CHWD to furnish a dependable supply of safe, quality water delivered in an efficient, responsive, and affordable manner.     Typical Qualifications

    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

    Education:

    Equivalent to a bachelor’s degree from an accredited college or university with major course work in public relations, communications, journalism, public administration, or a related field

    Experience:

    Two years of increasingly responsible experience in public relations or public affairs, preferably in a utility or similar government setting

    Licenses and Certifications:

    Possession of a valid California Class C Driver License may be required at the time of appointment. Failure to obtain or maintain such required license(s) may be cause for disciplinary action. Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis.

    Possession and proof of a good driving record free from multiple or serious traffic violations or accidents for at least two (2) years duration is required. The driving record shall not contribute to an increase in the District's automobile insurance rates.

    Salary and Benefits

    The starting salary and salary range will be commensurate with experience, qualifications, and skills of the successful candidate.

    $7,332.00 - $9,902.53 monthly (Salary range is subject to 3.5% Cost-of-living-adjustment 01/2025 pending Board approval)

    A comprehensive benefits package includes:
    • Flexible 4/40 Work Schedule: The District observes a 4/40 work schedule.
    • Retirement: The District offers CalPERS with Social Security. Benefit is 2% @ 55 for classic members and 2% @ 62 for new members as defined by PEPRA, subject to the limitations set by PERS. Employee pays the employee portion.
    • Deferred Compensation Plan: The District offers optional enrollment in a pre-tax payroll-deducted 457 plan (MissionSquare Retirement formerly known as ICMA- RC). The District offers 3% employer match based on annual limits established by the Internal Revenue Service.
    • Health Insurance - Medical: The District provides health insurance plan options for employees and dependents; offers a $400 monthly medical stipend to employees who do not enroll into the District's health plan.
    • Dental/ Vision Insurance: The District provides dental and vision coverage to employees and dependents through Principal Insurance Group.
    • Health Reimbursement, Flexible Spending and Dependent Care: The District also provides account options that cover some or all co-pays, deductibles, and out-of-pocket medical costs.
    • Life Insurance: The District pays $250100,000 of employee life insurance. Additional supplemental life is available to employees at their own expense.
    • Social Security: The District has contracted to continue employee participation in the US Social Security (SSA) Old-Age Survivors and Disability Insurance (OASDI) program.
    • Vacation Leave/Sick Leave: The District offers generous vacation and sick leave benefits beginning at monthly accruals of eight hours and eight hours, respectively. In addition, employees are offered ten hours of floating holidays per year. Employees may be eligible to cash out leave hours annually.
