    The City of Monroe is currently recruiting for a Civil Plans Examiner in our Public Works Department. The Public Works Plan Examiner is responsible for reviewing and evaluating complex civil engineering designs, construction plans, and technical reports to ensure compliance with federal, state, and local regulations, including Monroe Municipal Code and engineering standards. This role requires independent judgment in applying engineering principles, interpreting codes, and coordinating with internal departments, utility providers, and regulatory agencies to facilitate development projects.     Job Description

    Job Responsibilities :

    • Independently reviews land use and construction plans, land surveys, and technical reports prepared by professional engineers for conformance with federal, state, and local municipal codes.?

    • Applies engineering standards and municipal codes to evaluate project feasibility and ensure public infrastructure integrity.

    • Exercises professional judgment to recommend modifications, resolve conflicts, and coordinate technical solutions between stakeholders.

    • Conducts field assessments to support inspections, clarify project requirements, and address construction challenges.

    • Coordinates the review, comment, and revisions of the civil/construction plans with the project planner, applicant other city divisions and departments, and partner agencies including local jurisdictions, Washington State Department of Transportation, Department of Ecology, Snohomish County Fire District, Puget Sound Energy, and Snohomish County Public Utility District.

    • Participates in pre-application and technical review meetings, including making site visits as required or requested.

    • Provides technical support to construction inspectors when requested, including review of changes proposed during construction, clarification of plan information, and problem-solving assistance that may be encountered during construction.

    • Provides information to engineers, surveyors, and the public regarding code compliance and plan corrections; responds to internal department, applicant, public and contractor questions.

    • Serves as a liaison with other departments and/or divisions as necessary regarding code compliance as it relates to civil construction issues.

    • Conducts research, prepares written correspondence and reports.

    • Documents decisions, maintains records in the city’s permit tracking system, and ensures transparency in regulatory processes.

    • Implements and explains ordinances, codes, and regulations; communicates with fire, law enforcement, and other community and government agencies in the performance of duties.

    • Maintains regular and reliable attendance.

    • Perform other tasks as directed.

    Job Requirements

    Minimum Qualifications:

    • High School diploma or GED.

    • Two years minimum work experience completing civil plan review or preparing and submitting civil plans for review and conformance with applicable codes and standards. 

    • Bachelor's degree in engineering, with civil engineering emphasis preferred

    • Must possess a valid Washington State driver’s license with an acceptable driving record.

    • Ability to obtain Certified Erosion and Sediment Control Lead (CESCL) certification within one year of employment, or prior to the end of the probationary period.

     

    Any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities will be considered.
