    Job Description

    CAREER DESCRIPTION

    TECHNOLOGY SERVICES MANAGER, SENIOR

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    OPEN TO THE PUBLIC
    This recruitment is being held to establish an open eligible list to fill current and future Technology Services Manager, Senior vacancies in the Orange County Sheriff's Department. This recruitment may also be used to fill position in similar and/or lower level classifications throughout the County of Orange.

    THE DIVISION

    The Orange County Sheriff's Department - Technology Division consists of approximately 150 personnel organized in five bureaus that specialize in specific technologies and services, including Operations, 800MHz Radio Communications, Applications, Infrastructure, and Security. Each section maintains a staff of Managers, Engineers, Technicians, and support staff to provide a high level of operational and technical expertise to various public safety functions including Law Enforcement, Fire Services, Emergency Medical Services, Lifeguard, Park Rangers, Public Works, Local Government, Courts, County and City jails, and Probation facilities. The Division supports all information technologies for approximately 4,000 Department employees and more than 320 law enforcement applications. OCSD Technology maintains a closed, wide area data network only accessible by law-enforcement, and has direct connections with more than 50 Orange County law enforcement agencies for information sharing. The Technology Division’s functions include application development and support, help desk support, desktop support, body-worn camera, mobile, and MDC support, storage and server support, network and CCTV support, network security operations, and the management of the 800MHz Countywide Coordinated Communications System. OCSD Technology is committed to fully supporting all Divisions of the Sheriff’s Department and all Orange County, mutual aid, and federal partners with the honest delivery of high-quality IT systems and excellent customer service.

    THE OPPORTUNITY

    The Orange County Sheriff’s Department is seeking two highly skilled and experienced Technology Services Manager, Senior, to oversee the IT infrastructure operations unit and the IT Desktop/Helpdesk unit. These positions will ensure secure, reliable, and efficient technology services for the Sheriff’s department.

    The Technology Services Manager, Senior overseeing the IT Infrastructure unit is a leadership role responsible for managing IT supervisors and teams in Network Services, IT Security, and Server/Storage Infrastructure. They will also be responsible to ensure seamless operations, regulatory compliance, and strategic planning. The ideal candidate will possess strong leadership skills, technical expertise, and the ability to drive innovation to enhance the Sheriff’s IT environment.

    The Technology Services Manager, Senior overseeing the IT Desktop/Helpdesk unit is a leadership role responsible for managing IT supervisors and teams in mobile support, desktop, and helpdesk operations. This position will oversee more than 40 professionals in a wide variety of specialized positions that require knowledge in all areas related to secure, reliable, safe, and productive infrastructure. A strong component of these teams is customer service and the Technology Services Manager, Senior, must be well versed working in a customer service-oriented environment.

    MINIMUM QUALIFICATIONS

    Education and Experience

    One (1) year of experience as a Technology Services Manager or two (2) years of experience as a Technology Services Administrator or its equivalent with the County of Orange.

    Or

    Five (5) years of professional information technology programs and project operations experience related to assignment; must include two (2) years of lead/supervisory experience.

    A Bachelor’s degree in computer science, information technology, or related field may substitute for one (1) years of the required experience.

    A Master’s degree or higher in computer science, information technology, or related field may substitute for two (2) years of the required experience.

    License: Possession of a valid California Driver's License, Class C or higher is required by date of appointment.

    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

    Orange County Sheriff’s Department seeks candidates with at least seven years of Information Technology experience with three of those years in a supervisory or management role. Candidates’ experience in managing large-scale IT infrastructure, network, security, and helpdesk is highly desirable. Although not required, the desirable candidate will possess government or public-sector IT experience and a Bachelor’s degree in Information Technology, Computer Science, or a related field.
    In addition to the minimum qualifications, ideal candidates will demonstrate experience in the following competencies:

    IT INFRASTRUCTURE

    Technical Expertise:
    • Proficiency in cybersecurity operations, including threat management, incident response, and compliance.
    • Experience with security frameworks and standards such as NIST, ISO 27001, and PCI-DSS.
    • Knowledge of endpoint security solutions and practices.
    • Ability to implement and manage security policies, procedures, and controls.
    • Experience with firewall management, including configuration, monitoring, and maintenance.

    Leadership & Team Management:
    • Supervise and provide leadership to IT supervisors managing the Network, Security, and Server/Storage teams.
    • Oversee day-to-day IT operations, ensuring efficiency, security, and reliability.
    • Foster a collaborative and high-performance culture within the Technology Division and technical teams.
    • Conduct performance evaluations, staff development, and mentorship for IT supervisors.
    • Develop and implement long-term IT strategies to support Sheriff’s operations.

    IT Operations & Infrastructure Oversight:

    Ensure optimal performance, security, and scalability of Sheriff’s IT infrastructure.

    Oversee the design, implementation, and maintenance of:
    • Network infrastructure (LAN/WAN, wireless, VPN, VoIP, SD-WAN).
    • Cybersecurity operations (threat management, incident response, compliance).
    • Server and storage environments (virtualization, cloud services, backup & disaster recovery).
    • Manage IT service requests, ensuring timely issue resolution and minimal downtime.
    • Collaborate with cross-functional teams and external agencies to optimize IT services.

    Strategic Planning & Project Management:
    • Develop technology roadmaps to align IT operations with county goals.
    • Lead IT infrastructure upgrades, migrations, and security enhancements.
    • Evaluate and recommend new technologies to improve efficiency and service delivery.
    • Coordinate budget planning and resource allocation for IT initiatives.

    Compliance, Risk Management & Security:
    • Ensure adherence to federal, state, and local IT regulations, including:
    • NIST, ISO 27001, HIPAA, CJIS, PCI-DSS compliance frameworks.
    • Implement and maintain disaster recovery (DR) and business continuity (BC) plans.
    • Collaborate with cybersecurity teams to enhance security posture and risk mitigation strategies.

    Certifications (Preferred but Not Required):
    • Project Management Professional (PMP)
    • Certified Information Systems Security Professional (CISSP)
    • Cisco Certified Network Professional (CCNP)
    • VMware Certified Professional (VCP)
    • ITIL Foundation Certification
    • MAC OS/JAMF/ ServiceNow

    Key Skills & Competencies:
    • Strong leadership and team management experience.
    • Expertise in networking, cybersecurity, and IT infrastructure management.
    • Ability to develop IT strategies and implement innovative solutions.
    • Experience in budgeting, procurement, and vendor management.
    • Strong problem-solving, decision-making, and communication skills.


    IT DESKTOP/HELPDESK

    Technical Expertise:
    • Strong understanding of help desk operations, ticketing systems, and IT support workflows.
    • Proficiency in desktop management, operating systems (Windows, macOS, Linux), and endpoint security solutions.
    • Experience managing enterprise-wide IT support services, including remote and on-site troubleshooting.
    • Knowledge of software deployment, patch management, and asset management.
    • Familiarity with automation tools and scripting for desktop administration (e.g., PowerShell, SCCM, JAMF, Intune).
    • Experience integrating IT support services with Active Directory, identity management, and user authentication systems.

    Leadership & Management Skills:
    • Proven ability to lead and mentor IT support teams, ensuring high-quality service delivery.
    • Experience in developing and implementing IT support policies, procedures, and service level agreements (SLAs).
    • Ability to manage IT support escalations, ensuring timely and effective resolution of issues.
    • Strong focus on customer service and user experience improvement.
    • Experience with IT procurement, vendor management, and budgeting related to IT support infrastructure.

    Communication & Interpersonal Skills:
    • Strong ability to communicate technical concepts clearly to non-technical users.
    • Demonstrated experience in end-user training, support documentation, and knowledge base management.
    • Ability to foster collaboration between IT teams and business units to align support services with organizational needs.
    • Skilled in conflict resolution and problem-solving in high-pressure situations.

    Certifications (Preferred but Not Required):
    • ITIL Foundation Certification
    • Microsoft Modern Desktop Administrator (MD-100, MD-101)
    • CompTIA A+ or Network+

    SPECIAL REQUIREMENTS
    Applicants must not have been convicted of a felony or be on any form of probation and must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner.

    Background screening includes completing of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credentials Services (N.A.C.E.S.).
