    THE ORGANIZATION The San Mateo County Office of Education (SMCOE) provides leadership, coordination,and a variety of instructional, business and consulting services to the County’s 23 public school districts, charter schools and the community college district, thus enhancing their ability to provide quality educational programs. THE MERIT SYSTEM AND THE PERSONNEL COMMISSION The San Mateo County Office of Education has utilized the Merit System since 1966 to ensure that classified employees are selected, promoted and retained without favoritism or prejudice. The Personnel Commission oversees a Civil Service (Merit) System of personnel management for San Mateo County Office of Education employees. The Merit System is a method of personnel management which is designed to promote the efficiency and economy of the workforce and the good of the public by providing for the selection and retention of employees, promotional opportunities, in-service training, and other related matters on the basis of merit, fitness, and the principle of “like pay for like work.” The fundamental purposes of the Merit System are: (1) to ensure that employees are selected, promoted, and retained on the basis of merit and fitness; and (2) to provide employees protection against arbitrary dismissal through rights of appeal to a Personnel Commission. PERSONNEL COMMISSION MISSION To recruit, select and promote highly qualified employees using valid and innovative skills assessment examinations and selection procedures; to compensate classified employees based on the Merit System principle of equal pay for equal work;  to provide exceptional customer service; and to implement personnel management  programs that align with and support the mission and goals of the Personnel  Commission and the San Mateo County Office of Education.     Requirements / Qualifications

    MINIMUM QUALIFICATIONS:
    Any combination of education and experience providing the job knowledge, skills, and ability for successful job performance will be considered for positions in this classification. Typical qualifications would be equivalent to:

    EDUCATION:
    Bachelor’s degree in early learning and child development, early elementary, education, human services or a related field; and

    EXPERIENCE:
    Three years of directly related experience in early literacy and/or PreK-3 teaching, training, programming, and project management; and one year of coach and trainer experience or similar roles (preferred)

    LICENSES AND OTHER REQUIREMENTS:
    A CTC Child Development Program Directors Permit and/or Teaching Credential (optional) Note: This position is both STRS and PERS eligible

    WORKING CONDITIONS/ENVIRONMENT:
    Office environment Driving a vehicle to conduct work

    PHYSICAL DEMANDS:
    Dexterity of hands and fingers to operate a computer keyboard Seeing to read a variety of materials Sitting or standing for extended periods of time Hearing and speaking to exchange information and make presentations.

    EXAMINATION PROCESS:
    The examination process for this classification may consist of: 1. A supplemental review (Tentative Date: August 29, 2025); and2. An oral board examination conducted virtually (Tentative Date: September 8, 2025).

    BENEFITS:
    Total Compensation Package: Placement on salary schedule. If a medical plan is selected, the employee will receive a contribution of $1,300.00/month toward the selected medical plan (through CalPERS), Delta Dental, and Life Insurance. The employee pays the balance of their health premiums from their gross earnings on a pre-tax basis. If a medical plan is not selected, employees will receive a contribution of $300.00/month toward single coverage for Delta Dental, and Life Insurance. A vision plan (VSP) is also available. Employees pay the worker contribution to the Public Employees Retirement System (PERS).
