During the peak of our operating season (May through September) the permanent staff is supplemented by several thousand seasonal employees who work to ensure that our patrons have a positive and safe experience when visiting our sites.

    Duties Description

    Under the direction of the Regional Director or designee, the incumbent will serve as the Natural Resources Operations Manager for the Allegany Region. Duties will include, but are not limited to:
    • Provide management and field supervision for the Natural Resources Operations Department (formerly the Forestry department) under the guidance of the Regional Director.
    • Under the direction of the Regional Director, and in coordination with stewardship district staff as appropriate, support the Allegany region’s programs related to the operational management of natural resources to promote public safety, protect infrastructure, maintain managed natural areas and features, and support the public’s pursuit of hunting and fishing activities.
    • Oversee the region’s Hazard Tree Crew and assist facility managers with implementation and maintenance of the region’s Hazard Tree Program.
    • Assist with regional emergency response functions as assigned. Assist with the coordination, deployment, and supervision of sawyer crews and tree damage-related storm cleanup efforts.
    • Become a certified chainsaw operation trainer and conduct staff training sessions on chainsaw use to develop new sawyers.
    • In coordination with Park Managers, Regional Maintenance Managers, and stewardship district or capital district staff, manage and maintain vistas and viewsheds; remove woody vegetation from earthen dams, embankments, rock revetments, communication tower sites, etc.
    • Assist with, or directly undertake as directed, propagation and care of trees and shrubs in within parks.
    • Assume a central leadership role in Allegany State Park’s nuisance black bear program, the goal of which is to minimize negative human-bear interactions through public education, control measures, and compliance inspections.
    • Undertake nuisance wildlife mitigation measures.
    • Assist the Regional Director with real property projects and issues by completing field inspections, conducting research, and preparing forms.
    • Maintain and secure the department's specialized equipment and vehicles, including ensuring they are in safe working order and facilitating repairs and replacements as needed.
    • Directly supervise, train, and evaluate seasonal and permanent staff to ensure assigned tasks are completed correctly, safely and promptly.
    • Responsible for managing assigned budgets.

    Minimum Qualifications

    NY HELPS Qualifications:
    This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**

    To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

    Either 1. six years of experience working in a park, recreational facility, or campus** in any two of these functional areas: administration (business, personnel, finance); capital or operational planning; recreational programming; public relations/visitor services; maintenance; or environmental education/interpretation. This experience must have included two years of supervisory experience;

    Or 2. a bachelor's or higher-level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND two years of supervisory experience working in a park, recreational facility, or campus* as described in any of the functional areas listed in option 1 above.

    Examples of non-qualifying experience include but are not limited to working at a gym, ski area/resort, and sport stadiums.

    Examples of non-qualifying degrees include but are not limited to accounting, anthropology, archaeology, biology (all majors), business, history, hospitality, physical education, recreation therapy and sports management.

    *A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming. You must clearly list this information on your application.

    If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

    Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

    Transfer Opportunity: Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.

    ***Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.

    Additional Comments

    OPERATING NEEDS:
    • Must be available to work weekends, evenings, and call-ins, as needed.
    • Must possess and maintain and a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
    • Must obtain and maintain First Aid/CPR training.
    • Must possess Hazardous Tree assessment certification or be able to obtain certification within the probationary period.
    • Must be proficient in the use of chainsaws and have the ability to train staff in proper chainsaw operation.
    • Must be proficient with Microsoft Applications such as Outlook, Word, and Excel.

    PREFERRED EXPERIENCE:
    • Degree in Natural Resource Conservation, Forestry, Environmental Science, Ecology, or closely related field is preferred.

    **For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

    At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
