Job Description JOB SUMMARY The Maintenance Inspector is responsible for providing oversight of contractors performing lawn maintenance, landscaping and tree trimming at SAWS property sites. This position ensures the contractual work is complete and accurate according to the terms of the contract. ESSENTIAL FUNCTIONS Monitors oversight of lawn maintenance contractors for over 300 plus property sites and other related contractual activities. Supervises, selects, develops, trains, mentors, evaluates, and determines compensation of personnel. • Applies technical, managerial, and negotiation skills to ensure the successful implementation of the AMP; applies and interprets engineering principles and practices as they relate to the management of assets for water, wastewater, recycled, and chilled water systems; applies accepted business management and public administration principles and practices. • Prepares and provides reports and presentations to Senior SAWS Staff, Executive Management, SAWS Board of Trustees, and stakeholders on asset management related topics including program progress, policies, and procedures. • Develops and monitors measures to analyze processes and based on interpreted results acts to refine the processes to improve department’s and/ or SAWS’ initiatives overall efficiency. • Oversees, directs, and supervises the development and implementation of a high-performing utilities Asset Management Program (AMP), which will incorporate a computerized maintenance management system (CMMS). • Guides the integration, coordination and communication of AMP strategies, policies, and procedures. • Collaborates with staff and external parties to clearly identify and communicate the AMP goals, expectations, and objectives. • Provides management and technical knowledge of asset management programs and practices, and asset management software. • Assists in guiding the operation and utilization of the CMMS for planning, scheduling, and documenting work activities of field staff with respect to priorities identified by the AMP. • Prepares asset management plans to include identifying asset inventory and condition, evaluating business risk, determining asset net present value and life cycle costs, and developing alternatives for cost-effective operation and maintenance and long-term investment. • Supports condition assessment of existing assets and improve and enhance capital improvement planning and budgeting. • Assists in the development of engineering standards and operational methods that will contribute to the reduction of asset life cycle costs. • Works with staff to compile the asset inventory and condition data into a standard format to allow for engineering analysis of life-cycle costs and business risk evaluation. • Develops Asset Performance reporting, including the recommendation and tracking of Key Performance Indicators (KPI’s), life cycle analysis, asset performance analysis for capital and Operation and Maintenance funding and other analysis required for Operations. • Provides data analysis and reporting to support modeling studies, cost estimates, presentations, evaluation of project needs, Board reports, and work plan creation. • Develops water, wastewater, recycled, and chilled water infrastructure rehabilitation and replacement strategies and programs in consultation with Engineering, Maintenance, and Field Operations staff. • Reviews data collection and management practices to identify opportunities for improvements by analyzing current system performance against industry benchmarks to ensure programs align with asset management program objectives. • Performs other duties as assigned. PREFERRED QUALIFICATIONS • Master’s Degree in appropriate field. • Knowledge of modern principles, practices, and applications of asset management with specific emphasis on industrial/utility assets. • Five (5) years of progressively responsible professional experience in the delivery of asset management programs for utilities or the equivalent project management experience. • Certification from the Institute of Asset Management (IAM) or equivalent. • Knowledge and understanding of Computerized Maintenance Management Systems (CMMS). Job Description JOB SUMMARY The Foreperson - Industrial HVAC-District Cooling System (DCS) operates the centralized DCS production system ensuring adequate and reliable thermal services to major City, Government and private facilities. This working Foreperson position is responsible for scheduling, coordinating, and supervising DCS staff and managing equipment, materials, repairs, maintenance, and special projects for 24/7 operations. The Foreperson must possess the skill sets necessary to communicate instructions to technicians, contractors, and managers; and ensure all work is delivered safely, on time, and within budget. ESSENTIAL FUNCTIONS Trains, mentors, supervises, and evaluates crew members by checking their work for efficiency and quality. Initiates corrective action as necessary. Maintains, operates, and performs major repairs and overhauls on industrial HVAC chillers and distribution systems including all auxiliary support equipment. Performs and applies advanced mechanical and basic maintenance on industrial chillers, controls, and auxiliary components. Reads and interprets mechanical, piping, and electrical drawings, blueprints and diagrams. Applies advanced heating & cooling principles, practices, and theories such as refrigerant cycles, heat transfer laws, test and balance and fluid hydronics. Maintains, monitors, and controls the cooling tower water system’s chemical treatment equipment. Tests, records, interprets, and adjusts system feed rates to maintain required chemical treatment parameters. Operates aerial man lifts, refrigerant recovery equipment, overhead cranes, hoists, power tools, electrical testing instruments, oxy-acetylene equipment, pipe threading machines, and other equipment used in the industrial DCS HVAC trade. Monitors and reports maintenance of systems to assist with life cycle costs analysis. Maintains a strong presence and working relationship with staff, vendors, user groups, and customers while supporting a 24/7 operation. Performs other duties as assigned. DECISION MAKING This position is responsible for supervising 5 to 8 employees. Job assignments are planned and scheduled by the Director/Manager. The Foreperson - Industrial HVAC-DCS works under limited supervision using discretion and latitude, with the awareness that all work is checked and inspected upon completion. The Foreperson - Industrial HVAC-DCS uses considerable discretion and latitude to properly maintain thermal energy production services when performing operation duties on assigned shift. MINIMUM REQUIREMENTS High School Diploma or GED. Five years’ experience in the operation, maintenance, troubleshooting, repair, installation, and inspection of industrial HVAC equipment, auxiliary components, and distribution systems. Two years’ experience working closely with vendors on projects and repairs that require knowledge of specialized industrial HVAC parts and equipment. Certified as a Universal Refrigerant Handling and Recovery Technician. Valid Class “C” Texas Driver’s License. Ability to report to work on time, maintain a good attendance record, and work all designated shifts. PREFERRED QUALIFICATIONS HVAC trade school certification. SENIOR UTILITY TECHNICIAN Starting Hourly Rate: $21.60. The rate of pay depends on qualifications. Responsibilities include design and review of security controls, monitoring of internal/external access controls and security safeguards to protect the confidentiality, integrity and availability of information systems assets. This role will be the subject matter expert in the domain of information security as it relates to servers/workstations, networks, web applications, IT processes and regulatory compliance. Evaluates, selects, implements, and monitors administration of information system security tools across enterprise. Assist in developing and implementing policy and control frameworks, and promoting security awareness and compliance throughout the organization. Leads a staff of two or more security engineers. ESSENTIAL FUNCTIONS Researches, designs and advocates new technologies, architectures, and security products that will support business security requirements for the enterprise. Conducts threat and vulnerability risk assessments to determine security requirements and proactively fix security flaws and vulnerabilities. Plays a lead role in the identification, analysis, evaluation, deployment and optimization of security technologies. Maintains oversight of the design, implementation and testing of IT systems to ensure appropriate and effective security controls are built from the start. Works closely with other groups, including System Administrators, Network Engineering, Applications, SCADA/I&C and other information system staff to ensure adequate security solutions are in place for all IT systems and platforms to sufficiently mitigate identified risks and meet business objectives. Leads projects and initiatives to design and verify implementation of various information security controls. Governs security design and architecture during project delivery by enforcing the use of established standards and evolving solutions and patterns. Supports information security leadership team in strategic planning and development. Provides security design, consultancy, and assessment services; and introduces improvements in technical security standards and security implementation patterns and designs. Conducts analysis of security requirements and controls to identify gaps and provides recommendations of industry best practices, trends, and technology products. Detects, investigates and manages recovery efforts from security incidents, and assists with incident response plans. Increases company-wide security awareness and monitors information security related web sites and newsletters to stay up to date on current attacks and trends. Analyzes potential impact of new threats and exploits and communicates risks to relevant business units. Designs technical solutions and coordinates with the staff to ensure timely and accurate implementation. Performs other duties as assigned. DECISION MAKING This position works under limited supervision. This position serves as a technical lead, providing guidance and mentorship to network security engineers. MINIMUM REQUIREMENTS FOR ALL SPECIALTIES Bachelor's Degree in Information Technology, Computer Science or related field of study required. Six years of relevant IT work experience, to include five years in information security field, preferably in an environment certified and compliant with a globally recognized Security Framework / Information Security Management System (NIST SP 800-53, ISO27001, HIPAA, SOX, PCI). At least one professional information security certification required (CCNP-Security, CISSP, CISM, CRISC, and/or SANS GIAC). Valid Class "C" Texas Driver's License. PREFERRED QUALIFICATIONS Master's Degree in Cybersecurity and Information Assurance. CISSP, CISM, & CCNP Certifications. Knowledge of SCADA/ICS security controls and best practices. Knowledge of Linux/Unix and other open source software to include BIND and Nessus. Programming skills in one or more languages (Python, Ruby, Bash, PHP, Perl, Java). Experience with Cisco and Palo Alto enterprise grade products to include: Nexus 7000, 4500, ISR G2, Firewalls, Sourcefire, Web Proxy, TACACS+, DMVPN, ISE, etc. JOB DIMENSIONS Knowledge of network security, security-related systems and applications as well as security protocols and related tools, including tcpdump, Wireshark, Splunk, AccelOps, and Nessus Security Center. Knowledge of Metaspoit, Nessus, digital Forensics tools. Demonstrated ability to identify security requirements and validate implementation of applicable controls into a robust architecture that sufficiently repels most malicious attacks. Regular contact with internal and external customers and contractor representatives involved with LAN/WAN design, network implementation, and network management. PHYSICAL DEMANDS AND WORKING CONDITIONS Working conditions are primarily inside an office environment with travel to various locations on an occasional basis. Physical requirements include occasional lifting/carrying of 70 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching, walking, twisting, and kneeling to perform the essential functions. May be required to work hours other than regular schedule such as nights, weekends and holidays.
