Governance and Organization Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge. The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.     Job Description

    Summary

    Minimum Starting Salary: $47,283.55 (Depending on Qualifications)
    This is a Grant Funded Position

    The City of Waco Seeks:

    The City of Waco is seeking a detail-oriented and client-focused Housing Loan Coordinator to join our team.

    Minimum Qualifications;
    • Associate’s Degree in Accounting, Business, Public Administration, or a related field and 3 years’ experience with U.S. Department of Housing & Urban Development grants such as CDBG/HOME, other federal grants, and/or Homebuyer and/or home rehabilitation loan program(s) required or an equivalent combination of education and experience.
    • Texas Driver’s License required.

    Position Description:

    Supervises origination, processing, closing, and compliance post-closing of Department of Housing and Urban Development (HUD) grant program loans for the Housing & Community Development (HCD) Department.

    Essential Functions:
    • Coordinates the day-to-day operation of the rehabilitation. lead abatement and down payment assistance programs.
    • Reviews all files for eligibility, accuracy, and completeness, and ensures that all issues have been rectified prior to processing applications for assistance.
    • Ensures application for assistance are complete and accurate.
    • Determines client’s eligibility (income, availability of funds, etc.).
    • Computes the amount of assistance available to client.
    • Prepares all documents required to issue commitment and schedules appointment for execution of documents, taking into consideration contractor workload, availability of funds, etc.
    • Explains conditions of assistance and program to applicants at commitment.
    • Prepares contractor partial payment requests and maintains an accurate ledger sheet on each file listing all disbursements.
    • Prepares legal documents for closing and ensures that all documents and follow up is complete before releasing funds for closing.
    • Responsible for maintaining related logs and records and preparing necessary reports.
    • Orders site specific environmental assessments and lead based paint testing, when necessary.
    • Provides prospective applicants with technical guidance to become a first-time home buyer.
    • Maintains required logs and records.
    • Provides excellent customer service to homeowners applying for housing programs.
    • Provides customer service and training on HUD programs and HCD procedures.
    • Provides underwriting for the loan portfolio.
    • Responsible for the accuracy of all financial information in loan software.
    • May be required to respond after-hours, including holidays and weekends, in the event of a departmental or City-wide emergency.
    • Performs other related duties as assigned.
    • Complies with all policies and standards.
    • Supports the relationship between the City of Waco and the general public by demonstrating courteous and cooperative behavior when interacting with residents, visitors, and City staff, maintains confidentiality of work-related issues and City information
