POSITION DESCRIPTION: Under basic supervision, patrols, investigates, responds to calls for service, enforces laws, prevents crimes, and assists the general public for the Waco Police Department (WPD); conducts surveillance, monitors traffic, arrests suspects, and maintains order in the City. Performs crime investigation and analysis; secures crime scenes and interviews and interrogates suspects and witnesses; preserves, analyzes and evaluates evidence; takes measurements and draws diagrams of crime and accident scenes; searches scene of crimes for clues; arrests persons involved in crimes and misconduct; prepares cases for court proceedings and testifies in court. Performs specialized functions in areas of expertise, including general and specialized training, K-9, SWAT, community outreach, crime prevention, event security, warrant service, computer systems, armory and other special enforcement, assessment, surveillance, intervention, investigative and inter-agency teams. Cross-trains in a wide variety of law enforcement skills and disciplines. Prepares accurate and detailed reports and required paperwork. Maintains the integrity, professionalism, values and goals of the Police Department by assuring that all rules and regulations are followed, and that accountability and public trust are preserved. Licenses and Certifications: Texas Driver's License Upon Hire required Position Description: Under the general direction of the department director, this individual plans and manages compliance monitoring, planning, and reporting activities for local, state, and federal grants received by the City. Essential Functions: Oversees compliance monitoring; develops monitoring calendar, analyzes results of monitoring activities to determine the applicability of regulations, reviews and approves monitoring letters, advises staff and sub-recipients/contractors on methods to resolve compliance findings or concerns. Supervises staff, assigns, and prioritizes work for staff, ensures staff is well trained and follows policies and procedures, makes decisions and/or recommendations on hiring, termination, and discipline, and conducts performance evaluations. Analyzes information, evaluates trends and assures issues are properly addressed and resolved. Drafts policies and procedures to guide compliance and planning activities, particularly in response to changes in program regulations; reads and researches regulations and regulatory changes to determine applicability to programs, anticipates possible consequences of new regulations that may affect the ability of the City to comply, and makes recommendations to management for policies or procedures to enhance ongoing compliance. Responds to inquiries and provides compliance guidance to staff members regarding grant regulatory compliance and planning and reporting requirements; solves problems related to grant planning and reporting; acts as the Department’s primary resource for all regulatory compliance issues. Develops written documents or spreadsheets as tools to assist in the compliance and monitoring processes, guides lower-level staff, and ensures consistency and continuity of processes. Coordinates with external or internal customers regarding compliance problems to resolve audit findings (Internal Audit, sub-recipient agencies), implement solutions and/or make recommendations for solutions to compliance problems. Consults with local, state, and federal agency representatives regarding regulatory interpretation and applicability of program requirements to specific situations. Oversees planning and reporting for local, state, and federal grants received from various agencies, such as HUD, EPA, or ARPA; reviews action plans, grant applications and final performance reports for quality, accuracy, and completeness to comply with regulatory requirements; develops calendar and task list for preparation of these plans and reports. Administers various databases, such as the Integrated Disbursement and Information System (IDIS) or other grant management systems, as required to help manage financial compliance requirements for grant funds. Reviews development activities for compliance with all federal, state, and local regulations, such as project underwriting analysis, subsidy layering analysis, market study creation and evaluation.
