    DEFINITION:
    Works in collaboration with physicians and within written guidelines to provide complete physical examinations, diagnosis, and treatment of both chronic and episodic disorders.

    Essential Job Functions

    Under established Department of Mental Health protocols, reviews and analyzes patient records in order to evaluate the usage of psychotropic drugs and the quality and appropriateness of the care of mental health patients.

    Assumes ongoing responsibility for each patient from discovery of the disorder to recovery and discharge.

    Performs psychiatric and physical assessments, including interviewing patients to obtain complete medical histories as well as ordering, interpreting and evaluating diagnostic tests and examinations.

    Establishes and documents the mental health service plan and prognosis, maintains records of each case that are detailed and complete.

    Under established Department of Mental Health protocols, initiates drug therapy, assumes responsibility for appropriate dosage, indications, contraindications, side effects and other reactions as well as for therapy when performed prior to consultation with a physician.

    Participates in policy, procedure and protocol formulation and updates for the Psychiatric-Mental Health Nurse Practitioner role in collaboration with the Department of Mental Health Chief of Nursing and Chief of Psychiatry or designee.

    Assumes preceptor roles and other supervision responsibilities for Nurse Practitioner students, Mental Health Counselor, RNs and Psychiatric-Mental Health nursing students as requested.

    Requirements

    SELECTION REQUIREMENTS:
    Completion of an approved Master's level Psychiatric Mental Health Nurse Practitioner's Program issued by an accredited* college or university.

    LICENSES/CERTIFICATIONS REQUIRED :
    APPLICANTS MUST POSSESS ALL OF THE LICENSES BELOW AT THE TIME OF APPLICATION SUBMISSION.
    • An active and current license to practice as a Registered Nurse issued by the California Board of Registered Nursing.
    • An active and current Nurse Practitioner license issued by the State of California Board of Registered Nursing.
    • An active and current Nurse Practitioner medication furnishing number issued by the State of California Board of Registered Nursing.
    • An active and current Controlled Substance Registration certificate issued by the United States Department of Justice Drug Enforcement Administration (DEA)**
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    SPECIAL REQUIREMENT INFORMATION:

    The required licenses and certificates MUST be current and unrestricted: a provisional, conditional, probationary, temporary, expired, or restricted license and certificate will NOT be accepted.

    ** Applicant may still be hired even if applicant does not have DEA certificate at time of submission. In such situations, DEA certificate must be obtained within 60 days of employment. Failure to obtain the DEA certificate within the 60 days of employment will result in termination.

    *In order to receive credit for any college or university course, or any type of college or university degree, you must include a legible copy of the official diploma or official transcripts from the accredited institution which shows the area of specialization with your application at the time of filing or within 15 calendar days of filing to exams@dmh.lacounty.gov

    Official Transcript is defined as a transcript that bears the college seal and states "official and/or copy" issued by the school's Registrar Office. A printout of the transcripts from the school's website is NOT considered official and; therefore, will NOT be accepted and may result in your application being incomplete or rejected.

    The legible copy of official Master's level certificate in Psychiatric Mental Health Nurse Practitioner's Program. Candidates whose educational certificate does not show the specialty must provide a written statement from their educational institution indicating the educational specialty on the university/college letterhead signed by an authorized university/school official.

    *ACCREDITATION: Accredited institutions are those listed in the publications of regional, national or international accrediting agencies which are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators, Inc. (AICE).

    PHYSICAL CLASS:
    2 - Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

    DESIRABLE QUALIFICATIONS:
    • An active and current certification as a Psychiatric-Mental Health Nurse Practitioner (PMHNP-BC) issued by the American Nurses Credentialing Center (ANCC).
    • Experience working as a licensed Nurse Practitioner providing mental health care services to patients in a psychiatric setting.

    SPECIAL INFORMATION:

    Past and present mental health clients and their family members who meet the selection requirements are encouraged to apply.

    SHIFT: DAY
    Appointees may also be required to work any shift, including evenings, nights, weekends, or holidays.

    Additional Information

    EXAMINATION CONTENT:
    This examination will consist of an evaluation of education and experience based on information listed on the online application and the Supplemental Questionnaire at the time of filing weighted 100%. Each candidate's background will be evaluated on the basis of information provided on his/her County of Los Angeles Employment Application and Supplemental Questionnaire that pertain to the areas of Selection Requirements and Desirable Qualifications.

    CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER TO BE PLACED ON THE ELIGIBLE REGISTER.

    ELIGIBILITY INFORMATION:
    Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

    The names of candidates receiving a passing grade on this examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.

    No person may compete in this examination more than once every twelve months.

    The resulting eligible register for this examination will be used to fill vacancies within the Los Angeles County Department of Mental Health.

Work experience section must include job title, employer name and address, name of work area/facility, actual payroll title held and not the working and/or functional titles, from/to dates of employment including month, day and year, total number of months, total number of hours worked per week - not a range of hours (full or part-time), and complete detailed description of related job duties. If range of hours is provided, experience will be prorated based on the lowest number of hours worked per week. List separately each job experience to be evaluated.
