    DEPARTMENT OF HEALTH SERVICES:
    The Los Angeles County Department of Health Services (DHS) is the second largest health system in the nation, providing compassionate, quality care through its integrated system of hospitals and community-based clinics. DHS annually cares for about 600,000 unique patients, employs over 22,000 staff and has an annual operating budget of $4.3 billion. DHS leads the county's effort to provide health services to the resident of Los Angeles County, of which approximately two million are uninsured. DHS hospitals also conduct post-graduate medical education through university affiliations for interns, residents and fellows to train the physician workforce for tomorrow.

    DEFINITION:

    Incumbents in these positions are licensed physicians that have immediate charge of a small medical section within a larger medical unit of a medical facility or a small program of a medical facility.
    SPECIAL SALARY INFORMATION:

    Department of Health Services (DHS) Correctional Health Services (CHS) unit works with the Sheriff's Department to oversee the provisions of coordinated medical, behavioral health and substance abuse services to inmates in the county jail system.
    Physician in Family Practice or Internal Medicine - General/Endocrinology, who is continuously assigned to work in a County jail health facility, during such assignment, shall receive additional compensation equal to 5.5 percent of the step on the appropriate E Schedule to which the Physician is assigned.

    All other persons appointed to the position of Senior Physician (Item No. 5456) who have obtained certification by the appropriate American Medical Specialty Board in the specialty to which he/she is assigned, shall receive an additional compensation of a flat-rate monthly bonus equal to 5.5 percent of the step on the appropriate E Schedule to which they are entitled based upon experience. Such bonus shall only be given for certification in one specialty.

    Due to Manpower shortage recruitment, incumbents and appointees in the medical specialties of Family Practice and Internal Medicine-Endocrinology shall be compensated at Step 10. Manpower Shortage Recruitment established in the Los Angeles County Code Personnel, Salaries & Salary Schedules, and Chapter 6.10.050. Physician Plan E Schedule through June 30, 2020.

    Essential Job Functions

    • Performs administrative duties such as preparing budgets for the section, determining equipment and supply needs, addressing personnel-related issues, developing and revising work procedures for expediting workload or improving levels of service, and screening work.
    • Formulates policies and plans and directs the programs and medical work of the section or assists in such activities for a division of a medical department.
    • Examines, diagnoses, and prescribes treatment for patients and reviews the care prescribed by staff physicians, resident physicians, and interns.
    • Participates in the training of interns and resident physicians.
    • Coordinates the work of the section with that of other medical and paramedical services.
    • Confers with consultants regarding care of patients and medical and diagnostic work performed, and coordinates the work of consulting physicians with the work of the section.
    • Supervises the maintenance of records and the compilation and preparation of reports.


    Requirements

    SELECTION REQUIREMENTS:
    Completion of a residency approved by an American Specialty Board in one or more designated specialties* or equivalent training** -AND- One year of experience in medical practice, post graduate training, teaching or investigative work.

    LICENSE:
    California State Physician and Surgeon's Certificate authorized by the Board of Medical Examiners of the State of California.


    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS III:
    Moderate: Includes standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching; includes working on irregular surfaces, occasionally lifting objects weighting over 25 pounds, and frequent lifting of 10-25 pounds.


    SPECIAL REQUIREMENTS:

    **Equivalent training is defined as that training which the appropriate American Certifying Board formally recognizes in writing as being equivalent.

    WITHHOLD INFORMATION:
    Applicants who do not possess a California State Physician and Surgeon's Certificate at the time of filing may compete in this examination; however, the names of such candidates will be withheld from the certification for employment until the required certificate is presented. Applicants must have a valid and unrestricted license to practice as a physician and surgeon as issued by the state in which they currently practice and/or reside. At the time of appointment, the successful candidate must have a California State Physician and Surgeon's Certification authorized by the Board of Medical Examiners of the State of California.

    Additional Information

    EXAMINATION CONTENT:
    This examination will consist of a self-assessment based on Supplemental Questionnaire weighted 100 %, covering experience, professional development, collaboration, leadership and management skills.


    Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.

    ELIGIBILITY INFORMATION:
    Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

    The names of candidates receiving a passing grade on the examination will be added to the Eligible Register without indication of relative standing in the examination. Successful candidates will remain on the register for a period of twelve (12) months following the date of eligibility.

    No person may compete in this examination more than once every twelve (12) months.

    The resulting eligible register will be used to fill vacancies throughout the Integrated Correctional Health Services (ICHS), as they occur.
