    Manpower Shortage Recruitment

    New appointments and current incumbents shall be compensated at Step 3 of the applicable salary range. This is in effect until June 30, 2025, or until it is determined that a shortage no longer exists, whichever is sooner.

    Correctional Health Services - 20% Recruitment and Retention Bonus
    The County of Los Angeles is currently offering a 20% bonus for full-time Supervising Clinical Laboratory Scientist I hired by Correctional Health Services and working on-site in a designated facility to meet critical healthcare needs for the uniquely underserved jail population.

    The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. DHS operates as an integrated health system, operating 26 health centers and four acute care hospitals, in addition to providing health care to youth in the juvenile justice system and inmates in the LA County jails. Across the network of DHS' directly operated clinical sites and through partnerships with community-based clinics, DHS cares for about 600,000 unique patients each year, employs over 23,000 staff, and has an annual operating budget of 6.5 billion.     Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings, to supportive housing.

    We currently have 4 acute hospitals, 25 health centers, $6.9 billion dollar budget and 23,000 employees.

    DEFINITION
    Provides technical and administrative supervision for a single shift of an in-hospital or ambulatory care facility clinical laboratory unit performing standardized tests within a specialty or across specialty lines.

    Essential Job Functions

    Plans and organizes the work of a laboratory unit in a hospital or an ambulatory care facility for a single shift to assure that all physician requested test procedures are expeditiously processed in line with established time limits.

    Schedules and assigns personnel to work stations within the unit on the basis of actual workload, the number of employees available, their qualifications, the extent of their training in the procedures involved, legal requirements and other such factors.

    Orients new employees and licensed trainees to the overall operations of the laboratory unit, and trains or supervises their training in the specific procedures which the unit is responsible for performing safely and accurately.

    Evaluates the work of all personnel assigned to the unit and counsels them on steps they may need to take to improve their performance.

    Effectively recommends or initiates disciplinary action and the adjustment of employee grievances.

    Maintains a quality standards program by monitoring and surveying laboratories for the annual competency evaluation of technical staff in compliance with federal Clinical Laboratory Improvement Amendments (CLIA) regulations.

    Requirements

    SELECTION REQUIREMENTS:

    OPTION I: Two years of experience as a Clinical Laboratory Scientist I* in the service of Los Angeles County.

    OPTION II:
    One year of experience at the level of a Clinical Laboratory Scientist II** assisting a supervising clinical laboratory scientist in the operation of a clinical laboratory unit resolving technical problems and developing recommendations on new or alternative equipment, methods, or materials in addition to performing regular clinical laboratory scientist duties, or assigning, training, reviewing and participating in the work of a group of clinical laboratory scientists engaged in the performance of a variety of standardized clinical laboratory tests in a specialized laboratory***.

    LICENSE:
    Clinical Laboratory Scientist's license issued by the California State Department of Health Services.

    PHYSICAL CLASS II - Light:
    Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.
    SPECIAL REQUIREMENT INFORMATION:
    *Applicants who expect to qualify through Option I must have held the actual Los Angeles County payroll title for the required time. No out-of-class experience will be accepted.

    **Experience at the level of Clinical Laboratory Scientist II in the County of Los Angeles is defined as: Assists a supervising clinical laboratory scientist in the operation of a clinical laboratory unit by resolving technical problems and developing recommendations on new or alternative equipment, methods, or materials in addition to performing regular clinical laboratory scientist duties -OR- Assigns, trains, reviews and participates in the work of a group of clinical laboratory scientists engaged in the performance of a variety of standardized clinical laboratory tests.
    All required licenses and certifications must be active and unrestricted, or your application will not be accepted.

    ***Specialized requirements may include:
    • Biochemistry: Including one (1) year in a biochemistry laboratory.
    • Hematology: Including one (1) year in a hematology laboratory.
    • Immunology: Including one (1) year in an immunology laboratory.
    • Blood Bank: Including one (1) year in a blood banking laboratory.
    • Microbiology: Including one (1 year in a microbiology laboratory.
    • Toxicology: Including one (1) year in a toxicology laboratory.
    DESIRABLE QUALIFICATIONS:
    A Master's degree from an accredited**** college or university in:

    Clinical Laboratory Science,

    Clinical Research Administration -or-


    Medical Technology.

    Examination Content:
    This examination will consist of an evaluation of training and experience based upon application information and desirable qualifications weighted at 100%.

    Candidates must achieve a passing score of 70% or higher on the examination in order to be added to the Eligible Register.

    The names of candidates receiving a passing score on the examination will be added to the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of eligibility.

    No person may compete for this examination more than once every twelve (12) months.

    Special Information
    Appointees may be required to work any shift including evenings, nights, weekends, and holidays.
