    General Description and Classification Standards

    The purpose of this job is to make cost analysis (after determining the extent of deterioration) as to the value of vacant structures citywide. Additional duties include testifying and making recommendations before a public board for the disposition of such structures Supervision Received Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned. Photographs, sorts and labels structures to be used for court proceedings and/or enforcement activities. Searches courthouse records, probate court, licensing bureaus, and Secretary of State to locate addresses for property owners and/or parties in interest to serve legal documents and notices for the public. Estimates value of property, cost of repairs and determines percentage of deterioration in order to decide feasibility of demolition. Prepares various types of reports, documents, etc. in performance of duties such as official correction notice, valuation form, notice of hearing, daily and monthly reports. Files documents with the Clerk of Superior Court; removes satisfied lists pending from the court house records. Communicates orally and in writing with department personnel, City officials, and outside professionals. Testifies before the public board with recommendations for the demolition and boarding of structures; presents evidence to support testimony. Meets with property owners to discuss and address problems, conflicts or concerns. Makes property market analysis and cost estimates to determine what course of action will be taken against the property. Determines if asbestos material is contained in the structures; test as necessary; measure quantity for removal to meet EPA regulations. Inspects pre-selected substandard structures and completes official correction notice for submittal to property owners. Meets with contractors to make an on-site calculation of the square footage of the structure; calculates cubic yards of trash and debris; calculates the cubic yards of fill dirt to price the demolition cost and/or cleaning and boarding calculations. Re-inspect sites within sixty days of demolition to check for grass or ground cover. Conducts re-evaluation inspection of previously boarded vacant structures

    Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list. Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job. Knowledge of and proficient with computers. Ability to keep abreast of any changes in policy, methods, operations, budgetary and equipment needs, etc. as they pertain to departmental operations and activities. Ability to effectively communicate and interact with management, employees, members of the general public and all other groups involved in the activities of the City as they relate to the department. Ability to supervise subordinates. Ability to assemble information and make written reports and documents in a concise, clear and effective manner. Has good organizational, management, human relations, and technical skills. Ability to comprehend, interpret, and apply regulations, procedures, and related information. Ability to read, understand, and interpret inspection and demolition reports and related materials.

    Minimum Qualifications Education and Experience

    Must possess an Associates Degree in Business or real estate, (A Bachelors Degree is Preferred, but not required). Must pass a background check. Should possess a valid Georgia driver's license. A minimum 2 years experience in the appraisal of real estate,
