Metro’s Waste Prevention and Environmental Services plans and oversees the region's garbage and recycling system – working with local communities, government and industry partners to protect the environment, conserve resources, and ensure that our garbage and recycling system works for everyone.

We are seeking a strong, human-centered, self-aware leader who is transparent, authentic and adaptable to serve as our Analytics Manager. The person selected for this position will play a key role in advancing the 2030 Regional Waste Plan, which is focused on promoting racial equity, reducing the environmental and health impacts of products, and maintaining and improving our regional garbage and recycling system.
 
In this role, you will lead a team of talented planners, data scientists, and analysts who support the department’s many programs and services. Our Analytics team builds information literacy, streamlines data analysis and management, develops evaluation tools and metrics, applies racial equity analysis and makes data accessible and actionable. Some of our products include the Annual Progress Report for the Regional Waste Plan (Download PDF reader)Regional Illegal Dumping dashboard, and Multifamily Garbage and Recycling Service Study (Download PDF reader). This position will report to the department Strategic Initiatives Manager.

Job Description

As the Analytics Manager you will:

  • Lead a team that designs and provides research, analysis, performance metrics and evaluation, data infrastructure, reports, dashboards and other self-service tools.
  • Promote respect for diversity, equity, and inclusion as a key organizational value through leadership and decision-making processes.
  • Direct and supervise technical and professional staff in their daily work, providing coaching and helping staff grow professionally. 
  • Oversee, assign, and coordinate the work of the team including collect and use data to monitor, interpret, forecast and tell the story of the regional garbage and recycling system.
  • Research and recommend new procedures and technologies to improve workflows.  
  • Liaise and strategize with other Metro departments on related work including climate indicators, GIS, transportation modeling, and economic forecasting. 
  • Develop policy and strategic recommendations for department to improve programs, services, operations, compliance and oversight of the garbage and recycling system.

 
Attributes for success: 

  • Strong racial equity and social justice lens and analysis experience. 
  • Track record of coaching people in analytical approaches and methods for applied research.
  • Proven ability to think and lead strategically and manage effectively in a political environment.
  • Experience data modeling, analysis and reporting, including qualitative and quantitative methods.
  • Skill in cultivating and maintaining positive and effective working relationships with diverse stakeholders.
  • Ability to communicate effectively and appropriately, both orally and in writing, with individuals and groups.
  • Knowledge of waste systems or commitment to gaining expertise in garbage and recycling services to effectively support the team. 
  • Commitment to cultivating leadership skills in team members throughout the department through messages and actions.
  • Demonstrated ability to support an overall department vision and guide a department through change management and supporting policy and procedure development, refinement and accountability.
  • Knowledge and interest in data-driven-decision-making program implementation and policy implementation.  

Job Requirements

Minimum qualifications: 

  • Bachelor's degree in the area of assignment or a related field, and
  • Five years leading or supervising people, and
  • Two years of project management experience in area of responsibility, or
  • Any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the job  

Like to have qualifications:

  • Certifications in data science or analytics 
  • Master’s degree in the area of assignment or related field
  • Advanced math, statistics, and modeling skills 
  • Experience developing and performance measures in the public sector 
  • Demonstrated process improvement experience 
  • Proven track record leading analytical work with a racial equity lens 
  • Demonstrated experience leading analytical teams in public utilities, public health, or environmental health 
  • Experience with data governance policies and data-focused centers of excellence

Additional Information

Hybrid Telework 
At this time, this position is designated as “hybrid telework.” You will have the option to work away from the office, although there may be times that coming into the office will be required. The manager will work with you to identify a schedule that balances the operational needs of the department and your needs. Employees must reside in Oregon or Washington to work at Metro.
