    Description

    Charleston County is seeking an experienced and enthusiastic project manager to join our team to assist in managing one of the largest municipal pavement management programs in the Southeast! This is a highly challenging, yet rewarding position, and the perspective team member needs to have determination matched with a positive attitude.

    The principal function of this position is to manage the County Pavement Management & Preservation Program. Additionally, the position may manage a select number of TST Allocation and CTC transportation improvement projects from inception to completion ranging from $50,000 to $25 million.

    HIRING SALARY RANGE: $85,508 to $111,987*

    Duties and Responsibilities

    Specific duties include:

    • Management of the County Pavement Management System including the oversight and management of the pavement condition survey contract, response to inquiries from the public and municipalities on pavement rating and priorities.
    • Supervise the Database Manager and the Public Works Project Manager to manage the pavement management system that includes over 1,800 centerline miles of roadway, develop pavement management plans and construct pavement management projects.
    • Attend conferences and training to stay up to date on the latest industry practices.
    • Develop pilot projects utilizing new products or processes to find ways to maintain the road network efficiently and effectively.
    • Provide advice, recommendations, and presentations to management regarding policy and program development.
    • Reviewing and approving construction plans and specifications for road, intersection, bicycle, drainage improvement and sidewalk projects.
    • Preparation of project cost estimates and negotiation of consultant design fees and scope of work.
    • Management of project and program budgets.
    • Coordination of permit applications with various environmental and regulatory agencies.
    • Reviewing and approving consultant and contractor’s invoices.
    • Preparation of IFB documents for construction advertisement.
    • Coordination with construction inspection staff to ensure compliance with applicable specifications.
    • Communication of project status with staff, elected and appointed officials, media, citizens, municipalities, and other project stakeholders, including presentations and interviews before large and small groups.
    • Design preparation by use of AutoCAD and ArcView GIS as assigned.
    • Designated to report to work during hazardous weather or emergency conditions.


    Minimum Qualifications

    Bachelor’s Degree in Civil Engineering or Construction Management plus 5 years’ or more of experience in pavement management is preferred, or any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work. Licensure as a Registered Professional Engineer is preferred, however, candidates with applicable experience and licensure in other fields or certification as a project management professional will be considered. Salary commensurate with qualifications and experience.

    Knowledge, Skills and Abilities

    Must have ability to communicate effectively and the ability to work under pressure within critical time frames on multiple projects. The ability to maintain effective relationships with contractors, consultants, state and municipal officials, and the public is essential. Experience with pavement management software, such as AgileAssets is preferred. A valid SC driver’s license or the ability to obtain one upon acceptance of the position is required.
