    Overview:

    The Supervising Program Administrator (SPA) works under the general direction of the Civic Engagement Manager and manages the following programs: Water Supply Outreach, Water 101 Academy and Water Ambassador Programs, and the Public Art Program. This SPA position is also a utility player and may be called on to assist the Civic Engagement Manager and/or other SPAs, when needed, with any of the full portfolio of community education and awareness campaigns and projects in the Office of Civic Engagement.

     

    This position directly supervises two full-time staff and at times, temporary employees and interns and works with all levels of staff throughout the organization, as well as external partners and stakeholders. Sound judgment, strong project management, and an understanding of how to work effectively with diverse communities are required in order to be successful in this position.

     

    Frequent travel to the Silicon Valley Advanced Water Purification Center and other Valley Water sites and external locations, as well as periodic evening and weekend work to participate in civic engagement events, is required.

     

    Key Responsibilities include, but are not limited to:

    Water Supply Outreach

     

    • Develop, manage, and implement a multi-faceted strategic outreach plan to increase public awareness and garner support for recycled and purified water, which includes key messages, outreach materials (brochures, videos, social media, etc.), events, public perception surveys, and the tour program for the Silicon Valley Advanced Water Purification Center.
    • Communicate verbally and in writing to the community, elected officials, management, and other stakeholders.

     

    Water 101 Academy and Water Ambassadors

     

    • Manage the Water 101 Academy, including developing the annual curriculum and hosting an infrastructure bus tour, to inform community members about Valley Water as an organization and its priority projects and initiatives.
    • Lead the Water Ambassador Program, including developing strategies to engage the ambassadors year-round and support their community projects.
    • Develop strategies and tools to recruit and retain volunteers and community advocates.

     

    Public Art

     

    • Lead the development of the Public Art Strategic Plan and its implementation.
    • Research potential partnerships and collaborations with other government agencies, non-profit organizations, local artists, and students for art projects (murals, grants).
    • Plan and implement the maintenance of the completed pilot art projects.

     

    Program Management

     

    • Supervise assigned staff; perform and support administrative functions such as agenda memo content creation, budget planning, performance reporting, and strategic planning; participate and provide staff support to a variety of commissions, committees, task forces, and working groups as requested by management.
    • Assign work to team members to carry out project plans and objectives and identify goals and objectives to organize the resources required to perform the tasks.
    • Monitor and review programs to ensure accuracy and efficiency of activities.
    • Act as a utility player for the Office of Civic Engagement, assisting the Civic Engagement Manager and other SPAs, when needed, with any of the full portfolios of community education and awareness campaigns and projects.

     

    Ideal Candidate's Background Includes:

    Applicants whose experience and background best match the ideal experience, knowledge, skills, abilities, and education are considered ideal candidates for the position. To determine the top candidates, each applicant will be assessed based on the ideal candidate criteria as listed below.

     

    Ideal Experience:

     

    • Six (6) years of experience with public information, public outreach, education, volunteer coordination, communications, community outreach, and/or public relations.
    • Previous lead or supervisory experience is a plus but not required.
    • Developing and implementing public information and education campaigns, public engagement/ community outreach, policy, and/or social marketing campaigns.
    • Developing and leading presentations, both internally and externally (ideally, this includes tours, educational presentations to community groups and youth, and presentations to committees and management teams).
    • Proactively building relationships with other agencies, organizations, and the community.
    • Working with the public/ community, volunteers, and youth, and developing and implementing programming.
    • Project management including developing and managing multiple projects.
    • Developing, writing/ editing, and producing persuasive public materials, messaging, and/or educational curriculum and materials.
    • Engaging and working with diverse communities.
    • Experience and expertise in making public presentations.
    • Special events planning and coordination experience.
    • Experience with meeting facilitation and presentations in person and on virtual platforms.

    Ideal Knowledge:

     

    • Outreach and communication strategies.
    • Principles and practices of program development, project management, administration, and evaluation.
    • Advanced principles and techniques of research, investigation, and analysis.
    • Principles and practices of budget preparation and administration.

     

    Ideal Training and Education:

    Equivalent to a bachelor's degree from an accredited college or university.

     

    Required License or Certificate

    Office of Civic Engagement Unit (Position Code 97 / Kristen Yasukawa)Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
