JOB SUMMARY JOB SUMMARY Connects and disconnects electric and water services on behalf of the San Marcos Utilities Department; field verifies, troubleshoots and replaces meters and components; troubleshoots Advanced Metering Infrastructure (AMI) communication system; assists with meter reading process; prepares various types of departmental documentation; maintains assigned departmental vehicle and equipment; and performs other related duties.
ESSENTIAL FUNCTIONS AND DECISION MAKING ESSENTIAL FUNCTIONS Processes and completes assigned service orders:
- Sorts orders on mobile field unit, plans and coordinates daily driving route.
- Performs service connects, disconnects, and meter re-reads as requested by utility customers.
- Performs meter change outs, installations, and meter box repairs as needed for both water and electric accounts.
Disconnects utility services for non-payment of customer accounts; reconnects services as instructed.
Troubleshoots Advanced Metering Infrastructure (AMI) using hand-held field computer to communicate to electric and water meter radios.
Performs meter reading duties:
- Meter reading to gap fill non-functional automated meter devices as needed (water and electric).
- Monthly reading of fire hydrant and irrigation meters.
- Annual “walkabout” program to check for and report meter tampering, water leaks or other service issues.
- Clears obstructions from meter boxes (water and electric).
Miscellaneous:
- Answer customer telephone calls and respond to customer electrical issues after hours.
- Prepares time and vehicle inspection forms weekly.
- Inspects and maintains assigned departmental vehicle and equipment.
- Provides training to new metering personnel as required.
- Captures GPS data for new meter installations using hand-held Trimble (or similar product) data collector.
DECISION MAKING - Ability to troubleshoot and diagnose meter related problems.
- Ability to troubleshoot AMI communication system.
MINIMUM QUALIFICATIONS (Salary is dependent upon qualifications) MINIMUM REQUIREMENTS - High School Diploma or equivalent is required.
- Must possess a valid Texas Class C Driver’s License with an acceptable driving record.
- One (1) year related electric or water utility experience is required.
- Basic computer skills to check emails and enter time worked are required.
- Subject to on-call duty after hours.
- Must be able to respond within 1 hour for emergency calls.
- Regular attendance is required to perform the essential functions of the job.
PREFERRED QUALIFICATIONS - One (1) year wireless communication systems experience is preferred

- Knowledge of metering requirements and theory.

- Ability to research the communications pathways and network behavior to troubleshoot the AMI.
- Ability to read/comprehend maps and manuals.
PHYSICAL DEMANDS AND WORKING CONDITIONS Physical requirements include lifting up to 80 pounds frequently. Subject to vision and hearing constantly; standing, walking, lifting, carrying, pushing/pulling, reaching and handling frequently; sitting, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing, balancing, talking and foot controls occasionally.
Working conditions involves exposure to variable and/or extreme weather conditions, uneven terrain, vehicle traffic, general construction hazards, electrical currents, infectious diseases, stray/vicious animals, wildlife, and potentially irate members of the public. Protective equipment to include eye/face protection, protective gloves, hearing protection, hard hat, fire retardant clothing, and steel-toed boots.
