The Sewer Utility Division
The Sewer Utility Division operates four sewage treatment plants and maintains 58 pump stations, 148 miles of gravity pipe, 37 miles of force mains and 3,775 manholes in Kitsap County. Other services include construction plan review and inspections, sewer utility billing, community education and outreach, GIS mapping, maintenance of sewer records and responding to public information requests. It is our goal to protect public health and the environment while providing cost effective service for our customers.

Position Information

The M&O Worker - Operations Support position is responsible primarily for completing janitorial duties at the sewer treatment plant. The position works a swing shift schedule so duties also include communicating emergency information from phone calls or plant alarms panels to the correct personnel after regular business hours. This position also includes completing plant rounds, recording data, and assisting the onsite Plant Operator.

QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

Required Education and Experience
  • Six months of practical experience in general maintenance, custodial work, or water/wastewater operations.
Driving Requirements (If applicable)
The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment. The successful incumbent must obtain a valid Washington State Driver’s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
Category 1: Driver operates County-owned vehicle.
Required Licenses, Certificates, Examinations/Tests and Other Requirements
Please note: The incumbent is responsible for obtaining and maintaining all of the following required licenses, certifications and other requirements.

Prior to employment, the successful candidate must:
  • Submit official transcripts from an accredited college or university or business school, if education is being used to meet the minimum qualifications.
  • Pass all job-related examinations/tests necessary to demonstrate required knowledge, skills and abilities, as determined by the hiring authority at time of job posting.
  • Pass a medical evaluation that includes a physical and audiometric testing.
  • Authorize and complete a criminal background check. Information received is reviewed on a case-by-case basis and will not necessarily remove a candidate from consideration.

Within six months of appointment, the successful candidate must:
  • Obtain CPR and First Aid certificate.
Required Knowledge, Skills and Abilities
Knowledge of:
  • General custodial activities, including spot cleaning carpets, mopping and waxing floors, sanitizing restrooms.
  • The principles and practices applied in the safe and efficient use of tools and equipment used in general building maintenance and custodial work.
  • The occupational hazards and safety standards applicable to the work.

Skills and/or Ability to:
  • Knowledge of general custodial activities including spot cleaning, mopping and waxing floors, sanitizing restrooms and other work areas.
  • Knowledge of the principles and practices applied in the safe and efficient use of tools and equipment used in general building maintenance and custodial work
  • Knowledge of general purpose tools, materials and chemicals
  • Knowledge of safety and security precautions necessary and applicable in area of assignment
  • Knowledge of ordinary lawn maintenance tools and equipment
  • Effectively plan and organize duties to complete tasks in prescribed time frames.
  • Provide excellent customer service and effectively enforce rules and regulations with the public (mainly septic haulers).
  • Answer the phone after business hours with proper etiquette and process information to accurately inform staff.
  • Skill in effective communication, both oral and written, sufficient to exchange or convey information, and to receive work direction
  • Basic computer skills required to enter and extract information from automated systems and related software applications
  • Skill in the operation of automotive vehicles and equipment requiring less than a commercial drivers’ license
  • Skill using two-way radios and/or traffic control techniques
  • Skill in the safe handling and proper disposal of general purpose cleaning chemicals
  • Skill in working with a variety of individuals from diverse backgrounds
  • Skill in establishing and maintaining effective working relationships
  • Ability to work and stand outdoors for extended periods, under unfavorable weather conditions.
  • Ability to learn and operate assigned equipment skillfully, safely and in conformance with applicable laws or regulations.
  • Ability to establish and maintain an effective working relationship with the public and with other County employees.
  • Ability to meet the assignment locations and travel requirements of the position.

Positions in this class typically require:
  • Perform work at a treatment plant and in the field.
  • Operate power scrubbers, buffers, waxers, power tools, and climbing on ladders.
  • Clear speaking and adequate hearing sufficient to communicate effectively and respond appropriately both in-person and on the telephone.
  • Reaching, handling/grasping tools and documents, walking for extended periods of time.
  • Work outdoors for extended periods of time in inclement weather.
  • Coordination to operate power tools.
  • Vision sufficient to observe activities and elements of the work site and read source materials.
  • Repetitive motions/manual dexterity for use of tools.
  • Bending, stooping and reaching while cleaning work sites.
  • Exertion of force of 75 pounds occasionally and/or 50 pounds frequently to lift/carry/move tools and other materials.

Incumbents may be exposed to:
  • Potentially hazardous conditions may be present when operating power and hand tools, when driving or maintaining facilities at various locations in a variety of weather conditions.
  • Toxic chemicals, noxious fumes, wastewater, dust, exhaust fumes, hazardous chemicals and fumes, herbicide, insecticides and pesticides.


ILLUSTRATIVE EXAMPLE OF DUTIES

Essential Job Functions:
  • Performs day-to-day janitorial duties at plant buildings: Emptying trash, dusting, sweeping and mopping floors, cleaning and disinfecting restrooms and break rooms, replenishing towels, tissue, soaps, and other supplies, clearing sinks and toilets to drain properly, restocking supplies, and stripping and refinishing wax on tile floors as needed.
  • Maintain building and plant grounds security after hours: Verify the doors, windows, and gates are secured, assist after hours septic haulers while on site, and set alarms before leaving the plant.
  • Perform plant rounds and routine checks: Reads meters, gauges, clocks, monitors computer supervisory control and data acquisition (SCADA) system, documents and records data, and informs supervisor of potential plant problems.
  • Assists in loading, moving, and unloading supplies, equipment, and furniture.
  • Acknowledge alarm conditions and emergency calls and follow the duty supervisor’s instructions to dispatch personnel.

Other Job Duties:
  • Perform other related duties as required.

Vacation Leave
New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

Upon completion of 3 years: 15 days per year (10.00 hours per month)
Upon completion of 5 years: 20 days per year (13.33 hours per month)
Upon completion of 10 years: 25 days per year (16.67 hours per month)
Sick Leave
All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 10 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
