The Agency Instructor I is responsible for providing training for the EMS/PH Program with specific focus in the Pediatric Disaster Response and Emergency Preparedness (MGT 439) program. This position is funded through the Homeland Security National Training Program Cooperative Agreement. The Agency Instructor I will conduct course topic presentations to include demonstrations with course teaching aids. The Instructor will utilize their knowledge of adult learning theories and learning styles to present and maximize learner success to a variety of audiences (Public Safety, Public Health, Health Care, Emergency Management, Federal, State, Local and Tribal Disaster support personnel) in a manner to ensure effectiveness of course instruction.

This position reports to the Agency Training Manager.

Required Qualifications:
  • High School Diploma or GED
  • Four years of related experience in Clinical Patient Care, or Emergency Management, or Public Health
  • One year of adult education and/or training


Required Licenses/Certifications:
  • Valid Driver’s License
  • Current passport or ability to obtain within 180 days of hire


Preferred Qualifications:
  • Bachelor’s degree from an accredited college or university
  • Active certification or licensure as a Paramedic, Nurse, Physician, Physician Assistant, Certified Emergency Manager (CEM) or Certified Healthcare Emergency Professional (CHEP)
  • Five or more years of experience in a leadership role in any combination of the following fields: federal, state, or local emergency response discipline to include fire, law enforcement, hazardous materials, healthcare or public health, military, emergency management, American Red Cross, VOAD or NGO based disaster service or other designated area
  • Five or more years of experience in training or adult education
  • Two or more years of experience and/or completion of prior training in CBRNE, MCI, anti-terrorism, community disaster preparedness planning and/or response


Physical Requirements:
  • Regular use of computer/keyboard
  • Ability to communicate orally and in writing
  • Ability to support training delivery for up to 8-10 hours/day (standing)
  • Physical conditioning consistent with setting up classrooms, wearing/movement of personal protective equipment, movement of training equipment and instructional materials up to 50 lbs.
  • Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines


Knowledge, Skills, and Abilities:
  • Advanced working knowledge in fire, law enforcement, hazardous materials, healthcare or public health, military, emergency management, American Red Cross, VOAD or NGO based disaster service
  • Ability to lead instruction and provide effective demonstration hands-on training activities
  • Excellent communication (oral/written) and presentation skills
  • Knowledge of principals and methods for teaching and instructing individuals and groups
  • Skilled in utilizing various learning and active listening strategies
  • Strong interpersonal, organizational, and classroom management skills
  • Ability to multitask and work cooperatively with others
  • Ability to work effectively with customers, co-workers, and staff of all levels
  • Ability to interact respectfully and professionally with customers, co-workers, and staff of all levels
  • Working knowledge of basic office software, computers and instructional programs
  • Excellent small group facilitation and team building skills
  • Ability to orally comprehend and express information and use inductive and deductive reasoning

Notifications:
  • This position is security-sensitive.
  • This is a wage position established to accommodate a temporary organizational need. As such, TEEX does not guarantee any set number of hours or length of employment in this role.
  • This position requires up to 50% or more travel to include air travel, and when assigned driving to class locations within a given City, State, or US Territory.
  • This position is funded from grant and/or contract funding, which is renewed through provisions of the grantor of the contract. Therefore, this position is contingent upon continuation of funding from these grants and/or contracts, as well as satisfactory job performance.
  • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.
  • This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.


Essential Duties, Tasks, and Percentages:

Serve as a member of the instructional team for the Pediatric Disaster Response and Emergency Preparedness (MGT 439) program - 80%:
  • Serves as a member of the instructional team to ensure that the course is effectively and efficiently presented in accordance with DHS and TEEX certified curricula
  • Ensures classrooms/exercise locations are ready for participants
  • Prepares training/exercise materials, training aids, and/or equipment prior to course deliveries
  • Develops instructional techniques to accommodate different learning styles
  • Initiates and maintains collaborative classroom discussionsand monitors learner performance
  • Ensures participants have achieved terminal objectives of the course
  • Ensures training/exercise materials, training aids, and classrooms/exercise locations are secured and accounted for upon completion of the course
  • Develops and maintains subject matter expertise in pediatric disaster preparedness to include current and emerging issues


Training Documentation - 15%:
  • Ensures class documentation is completed in an accurate and timely manner in accordance with Division Guidance, Agency, and contractual requirements (if applicable)


Administrative/Fiscal Responsibility - 5%:
  • Submits administrative paperwork to include timesheets and travel expenses/receipts within the required time frame per agency and division policy


Other Duties:
  • Participates in Texas Division of Emergency Management responses as directed by TEEX/ESTI
  • Maintains a clean and professional appearance
  • Completes TAMUS/Agency required training within the requested due dates
  • Represent TEEX in a professional and positive light during travel and classroom instruction
  • Maintains and safeguards assigned divisional equipment and property
  • Performs additional work duties as assigned
