    Quality Improvement Specialist (Quality Analytics - Operations)

    CalOptima Health is seeking a highly motivated an experienced Quality Improvement Specialist (Quality Analytics - Operations) to join our team. The Quality Improvement Specialist (Quality Analytics-Operations) will be responsible for supporting quality improvement initiatives through the development, implementation, monitoring and evaluation of performance metrics related to quality and improvement, including but not limited to benchmarks established by the California Department of Healthcare Services (DHCS), National Committee for Quality Assurance (NCQA), Centers for Medicare & Medicaid Services (CMS) and other entities. The incumbent will assist departmental leadership with activities to improve overall member satisfaction and timely access to care in accordance with regulatory guidelines, including issuing, overseeing and evaluating corrective action plans (CAPs) and the impact for the plan level and health network performance. The incumbent will assist with activities related to various projects in support of department goals, as well as leading smaller projects as needed.

    Duties & Responsibilities:
    • 85% - Program Support
      • Participates in a mission driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
      • Assists in reviewing, monitoring and using quality performance data, pertaining to but not limited to Timely Access Standards, program responses and surveys such as Consumer Assessment of Healthcare Providers and Systems (CAHPS), member and provider experiences, and quality measures as needed.
      • Assists in preparing and quality checking data files for surveys, including but not limited to Timely Access Standards, interim access and in-office wait times.
      • Collaborates with participants intra- and interdepartmentally to establish goals, create interventions, and implement and evaluate priorities.
      • Reviews quality performance data against internal and external benchmarks and assists in all phases of coordinating, planning, implementing and monitoring CAPs or improvement projects.
      • Assists with completing root cause and impact analyses to determine the success of initiatives, projects and pilots to quality measure performance.
      • Develops run charts, control charts and other graphical representations of continuous quality improvement (CQI) project metrics as appropriate.
      • Assists with improvement projects using quality improvement methodologies.
      • Assists in monitoring and communicating health plan and health network performance on established quality metrics to health networks.
      • Assists health networks with understanding actions that should be considered to improve performance.
      • Supports the development and management of quality improvement plans and/or CAPs issued to underperforming entities.
      • Supports departmental leadership as requested with regulatory audit deliverables.
      • Completes first drafts of the annual data and barrier analysis and prepares related quality reports required to meet regulatory and NCQA accreditation standards.
      • Assists with preparation of notices of underperformance to providers and health networks and assists with communicating quality performance reports to health networks which substantiate under performance or at-risk performance.
      • Reviews and updates reports, data files and presentations for accuracy.
      • Stays current on DHCS, NCQA and CMS regulation changes that impact quality metrics and performance expectations.

    • 10% - Administrative Support
      • Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
      • Assists in preparing for recurring meetings with health plan networks, tracks health network initiatives and shares best practices as needed.

    • 5% - Completes other duties and projects as assigned.

    Minimum Qualifications:
    • Bachelor's degree in health care, health care data informatics or a related field PLUS 2 years of experience in quality metrics analysis and improvement required; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.

    Preferred Qualifications:
    • 3 years of experience in a managed care health plan.
    • Experience in a capitated environment and highly delegated model.

    • Develop rapport and establish and maintain effective working relationships with CalOptima Health's leadership and staff and external contacts at all levels and with diverse backgrounds.
    • Work independently and exercise sound judgment.
    • Communicate clearly and concisely, both orally and in writing.
    • Work a flexible schedule; available to participate in evening and weekend events.
    • Organize, be analytical, problem-solve and possess project management skills.
    • Work in a fast-paced environment and in an efficient manner.
    • Manage multiple projects and identify opportunities for internal and external collaboration.
    • Motivate and lead multi-program teams and external committees/coalitions.
    • Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.

    • Ability to speak (enunciate) clearly in conversation and general communication.
    • Hearing ability for verbal communication/conversation/responses via telephone, telephone systems, and face-to-face interactions.
    • Manual dexterity for typing, writing, standing and reaching, flexibility, body movement for bending, crouching, walking, kneeling and prolonged sitting.
    • Lifting and moving objects, patients and/or equipment 10 to 25 pounds

    • Work is typically indoors and sedentary and is subject to schedule changes and/or variable work hours, with travel as needed.

    • Work is typically indoors in a clinical setting serving the frail and elderly.
    • There may be harmful or hazardous environmental conditions present for this job.
    • The noise level in this work environment is usually moderate to loud.

    If located in the Community:
    • Work is typically indoors and sedentary and is subject to schedule changes and/or variable work hours, with travel as needed.
    • Employee will occasionally work outdoors in varied temperatures.
    • There may be harmful or hazardous environmental conditions present for this job.
    • The noise level in this work environment is usually moderate to loud.
