    Job Summary

    The City of Greenville seeks an experienced individual to fill the position of Financial Analyst. The purpose of this position is to monitor and perform financial and budget analysis as well as accounting functions for the City of Greenville. This is accomplished by preparing reports; providing assistance with the annual operating budget; assisting with the preparation of cost allocation, trend analysis, statistical and variance reports; and assisting with ad hoc projects.

    FLSA Status: Exempt

    Hiring Salary Range: $65,561.60 - $83,595.20/annually, depending on qualifications
    Full Salary Range: $65,561.60 - $101,608.00/annually

    Examples of Duties

    • Report financial and statistical analysis of data by preparing monthly vital statistics, executive summary reports, and budget reports;
    • Update cost allocation models and financial forecasting, analyzing the City's revenues and expenses.
    • Analyze and research revenues and expenses City-wide;
    • Provide financial data for internal and external inquiries and conduct peer group trend analyses.
    • Develop, review, and analyze the biennial operating budget by extracting detailed budget data;
    • Develop spreadsheets to calculate complex adjustments;
    • Format budget worksheets for publication;
    • Coordinate the budget preparation process with all department heads and support staff;
    • Prepare detailed revenue and expenditure analysis general ledger accounts for prior, current, and forecast years to be used in budget development;
    • Assist with budget presentations to City Council and complete necessary documentation for reports.
    • Perform additional duties as assigned by assisting with both the Comprehensive Annual Financial Report and the Annual Financial Information Reports;
    • Prepare cost allocation trend analysis, statistical and variance reports as needed;
    • Serve as the Budget Office liaison with Information Technology regarding MUNIS ERP;
    • Serve as the City representative to the North Carolina Budget Officer’s Association;
    • Manage the Capital Improvement Program (CIP) by developing request forms and sending them to City departments;
    • Compile departmental data and check for accuracy;
    • Ensure approved capital requests are entered into the budget;
    • Consolidate requests and spreadsheets into Capital Improvement Plan document for publishing;
    • Update the program as needed in the off-budget year, before formal Council adoption;
    • Manage the North Carolina Benchmarking Project by serving as a liaison between City departments and the School of Government at UNC-Chapel Hill;
    • Perform other duties as assigned.


    Minimum Qualifications

    Education and Experience:
    • Bachelor's degree in accounting, business administration, or a related field; and
    • Three years of progressively responsible experience in financial analysis, accounting, budget analysis, or a related field.
    OR
    • Master's degree in accounting, business administration, or a related field; and
    • Two years of progressively responsible experience in financial analysis, accounting, budget analysis, or a related field.

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

    Knowledge of:
    • principles and practices of accounting, finance, communication, budgeting, and budget administration.
    • report preparation techniques.
    Skilled in:
    • critical thinking, using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
    • complex problem solving, identifying complex problems, and reviewing related information to develop and evaluate options and implement solutions.
    Ability to:
    • compile data and prepare reports, charts, and graphs.
    • analyze reports and data, and formulate recommendations.
    • manage multiple priorities and multiple demands to accomplish tasks in accordance with established requirements.
    • anticipate potential problems and needs to develop and initiate appropriate recommendations.
    • produce written documents with clearly organized thought using proper English sentence construction, punctuation, and grammar.
    • operate assigned equipment, including computer equipment and various software packages.
    • work cooperatively with City officials, other employees, and the general public.
    • work safely without presenting a direct threat to self or others.
