    Become a part of our team! The City of San Clemente is seeking a qualified and motivated Associate Civil Engineer to join our Capital Improvement Projects team.

    Scheduled Salary Increases:

    Effective July 2025 - 3.0%
    Effective July 2026 - 3.0%
    Effective July 2027 - 2.5%


    Under direction the Associate Civil Engineer will perform a variety of professional engineering tasks involving public projects and Capital Improvement Program (CIP) projects; will prepare designs and specifications for assigned projects; will collaborate and confer with CIP Stakeholders, developers, contractors, other engineers and other city departments as well as the general public.

    DISTINGUISHING CHARACTERISTICS
    This is the full journey level class within the Engineering series. Associate Civil Engineer is distinguished from the lower level class, Assistant Engineer, by the performance of the full range of duties as assigned including managing complex engineering projects which requires a license as a Registered Civil Engineer. Associate Civil Engineers receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Associate Civil Engineer is distinguished from the next higher level, Senior Civil Engineer, in that the latter assumes responsibility for managing large and complex engineering projects.

    Essential Functions

    Essential and other important responsibilities and duties may include, but are not limited to, the following:

    • Assist in managing and administering capital improvement projects from design to completion; prepare designs and specifications; review the work of consultants and contractors; ensure compliance with specifications; recommend modifications; recommend processing of payments.
    • Perform engineering design work, including researching data and determining design criteria in accordance with required standards and codes; prepare calculations, sketches, plans, specifications and estimates; develop designs either manually or using computer equipment.
    • Conduct engineering studies on assigned projects; perform civil engineering cost analyses; prepare and/or review the adequacy and accuracy of computations, preliminary layouts and design work from field and survey data.
    • Collaborate and confer with developers, engineers, architects and contracts; provide information on City policies and procedures related to engineering.


    Typical Qualifications

    Knowledge of:
    • Principles and practices of civil engineering or traffic engineering and road design.
    • Water, recycled water, sewer and storm drain design and grading techniques.
    • Pertinent Federal, State and local codes, laws and regulations.
    • Principles of mathematics as applied to engineering work.
    • Engineering design principles and practices.
    • Construction and construction management principles and practices in the public works industry.
    • Modern office procedures, methods, and computer equipment.
    • Terminology, methods, practices, and techniques used in technical civil and wet utilities report preparation or traffic engineering report preparation.
    • Recent developments, new technology and trends, current literature, and sources of information regarding civil or traffic engineering.


    Ability to:
    • Develop, review and modify civil engineering/CIP project plans, designs, and specifications.
    • Maintain technical civil engineering records and prepare reports.
    • Develop, review and modify civil engineering plans, designs, and specifications.
    • Interpret and apply pertinent Federal, state, and local laws, codes, and regulations related to Public Works and CIP projects.
    • Perform technical research and solve engineering problems.
    • Operate computer engineering systems.
    • Communicate clearly and concisely, both orally and in writing.
    • Establish and maintain cooperative working relationships with those contacted in the course of work.

    Experience and Education/Training Guidelines
    Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Experience:
    Three years of responsible Civil Engineering and CIP projects experience.

    Education/Training:
    Possession of a Bachelors degree from and accredited college or university with major course work in Civil Engineering, Traffic Engineering or a related field.

    Certifications/Licenses/Credentials:
    • Possession of an appropriate, valid Certificate of Registration as a professional civil engineer in the State of California at the time of appointment.
    • Possession of, or ability to obtain, a valid Class C California Driver License within six months of appointment.

    WORKING CONDITIONS

    Work Environment:

    The work environment takes place indoors within an office environment and outdoors in the field. May be exposed to varying weather conditions when working outdoors in the field.

    Physical Requirements :
    • While working within the office, work may require extensive sitting and some standing and walking; while working outdoors in field or construction sites, work may require frequent standing and walking for prolonged periods of time.
    • Some degree of lifting, carrying, pushing, and/or pulling of plans, blueprints, boxes and files.
    • Bending, stooping, and climbing when conduction inspections or performing other related tasks.
    • Manual dexterity to operate a computer keyboard and other office equipment, handle plans, files and documents.
    • Hearing and speaking to exchange information in person or on the telephone.
    • Visual acuity to see/read documents and computer screen.
    • Operate motorized vehicles.

    FLEXIBLE WORK SCHEDULE -Most positionswork a 9/80 work schedule.

    HOLIDAYS - The City presently recognizes 12 regular holidays, plustwo floating holidays.

    VACATION - Employees accumulate vacation at the rate of 120 hours per year increasing to a maximum of 180 hours based on years of service.

    ADMINISTRATIVE LEAVE - Employees in this position are granted 64 hours per year.

    SICK LEAVE - Accrual of 8 hours per month.

    INSURANCE - The City provides a comprehensive benefit package including employee medical, dental, vision, short-term,and long-term disability insurance.

    LIFE INSURANCE - Value equal to two times annual earnings up to a maximum of $200,000.

    DEFERRED COMPENSATION - Employees may defer up to a maximum of $23,000 annually.

    FLEXIBLE SPENDING ACCOUNT - Employees may participate in either or both of the Health Care or Dependent Care programs.

    EMPLOYEE ASSISTANCE PROGRAM - The City offers full-time employees and their dependents an EAP program which provides a variety of professional services.

    RETIREMENT - The City of San Clemente is a member of the California Public Employees' Retirement System (CalPERS), and is subject to the Public Employees' Pension Reform Act (PEPRA).The retirement formula for new employees is based on the category below that the new employee falls under. Employee contribution rates will be determined by the employee's classification and requirements under PEPRA.
    NOTE: The City is also a member of the Social Security system. As such, Full Time employees make contributions to Social Security in addition to their CalPERS contributions.

    Classic Member:

    Retirement Formula: 2% @ 55

    Definition:

    CalPERS refers to all members that do not fit within the PEPRA definition of a "new member" as "classic members" who are subject to the Public Employees' Retirement Law (PERL). PEPRA allows a member after January 1, 2013, to retain his/her classic member retirement benefit status if the member continues his/her membership in all previous California Public Retirement System(s) by leaving his/her service credit and contributions (if any) on deposit, and the member enters into employment that results in CalPERS membership within six months of separating from the most recent California Public Retirement System. Classic member status also requires the membership date to be on or before December 31, 2012, in a California Public Retirement System in which reciprocity is established.

    New Member:

    Retirement Formula: 2% @ 62

    Definition: A new member is defined in PEPRA as any of the following:

    • A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, who has no prior membership in any California Public Retirement System.

    • A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, who has a break in service of greater than six months with another California Public Retirement System that is subject to Reciprocity.

    • A member who first established CalPERS membership prior to January 1, 2013, who is rehired by a different CalPERS employer after a break in service of greater than six months.
