    INVESTMENT OFFICER (FISCAL MANAGER)

    SALARY INFORMATION

    This position is scheduled to receive salary range increases on the following date:

    Effective June 27, 2025: 4.00% increase

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization and is generally hired at mid-range.

    OPEN TO THE PUBLIC

    This recruitment will establish an eligible list open to the public that will be used to fill current/future vacancies in the Office of the Treasurer-Tax Collector and/or any other departments within the County of Orange. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    TREASURER-TAX COLLECTOR

    The mission of the Treasurer-Tax Collector (TTC) is to ensure safe and timely receipt, deposit, collection, investment and payment of public funds. Our vision is to implement best business practices which maximize value, minimize costs and provide timely, accurate and courteous service to our internal and external customers. To accomplish our mission and vision, we will invest public funds in a manner that provides maximum security of principal and maintains the public trust; maintain sufficient liquidity to enable participants to meet their operating cash requirements; obtain a stable market rate of return throughout budgetary and economic cycles; provide timely, cost-effective, accurate and courteous customer service; invest resources to develop and maintain knowledgeable and competent staff; act in an ethical and professional manner while maintaining honest, respectful and open communications; and, streamline cashiering and collection processes to increase timely collection of public revenues for the benefit of Orange County citizens. The Treasurer-Tax Collector has an annual operating budget of $18 million with approximately 70 employees. The Treasurer also is an ex-officio trustee on the Orange County Employees Retirement System managing over $23 billion and the banker for the community and school districts in Orange County.

    THE OPPORTUNITY

    The Treasurer-Tax Collector is seeking an experienced and innovative Investment Officer (Fiscal Manager) to support the Treasury Division. Under the direction of the Division Director of Treasury, the Investment Officer assists in the management of the County's $14 billion fixed income investment portfolio. The Investment Officer is responsible for the following:
    • Assist with the development and implementation of the investment strategy, including, but not limited to, analyzing different fixed income securities and purchase types, and maintaining liquidity to comply with liquidity policies, and analyzing new security types for possible inclusion in portfolios.
    • Execute investment strategies as approved by the Treasurer and the Division Director of Treasury for the pooled funds and specific investments.
    • Manage portfolio to comply with approved policies and procedures, with Government Code, Investment Policy Statement, and internal policies, with a goal of zero compliance exceptions.
    • Review current procedures and recommend changes to streamline investment processes.
    • Prepare analysis of various investment related statistics, including trending of investment yields, liquidity needs and other related analysis.
    • Maintain, as needed, the Bloomberg AIM trading system and the Bloomberg Pre-Trade Compliance rules; provide recommendations to usage of the trading software.
    • Analyze historical financial information business, industry, or economic conditions for use in investment strategy.
    • Work with approved brokers and dealers to purchase at competitive rates and comply with the policy of three competitive bids.
    • Assists developing cash forecasts for investment purposes.
    • Assists develop interest rate forecasts and monitor current interest rate forecasts by analyzing short- and longer-term markets and macroeconomic cycles.
    • Assist in the School and Community College Districts municipal bond offering process by reviewing official documents, analyzing proposed debt pricing, structure, including assessed valuations and other bond analysis and coordinating with other various bond financing team members, including the District professionals as the Treasurer is the banker for these Districts.
    • Enter trades in the Treasury Management System, preferably using automated feed, to ensure investment detail of trade is properly entered.
    • May draft, prepare, and update analysis on various investment sections of the monthly investment report.
    • Other duties as assigned.


    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

    The ideal candidate will possess a combined five (5) years of professional work experience and must include one (1) year of lead/supervisory experience as an:
    • Investment officer in a high-quality fixed income trading environment managing a liquidity or working capital pool, such as money market mutual funds

    AND/OR
    • Fixed Income Investment Officer trading high quality fixed income investments


    The ideal candidate should have working knowledge of Bloomberg, a strong background in debt financing, and experience in Treasury Management Software.

    One (1) year of experience as a Fiscal Administrator or two (2) years of experience as a Fiscal Analyst or its equivalent with the County of Orange will meet the required experience.

    A Bachelor’s degree in accounting, finance, business administration, or economics may substitute for one (1) year of the required experience.

    A Master’s degree or higher in accounting, finance, business administration, or economics may substitute for two (2) year of the required experience.

    In addition, the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:

    • Perform accounting, investment analysis, treasury analysis, market analysis, investment reporting, or investment performance measurement.
    • Understand and apply California Government Code on Investment Guidelines and Policies.
    • Knowledge of the Capital Markets, including the issuance and management of debt.

    Leadership| Supervisory Skills
    • Clarify performance expectations (e.g. roles, responsibilities, standards, and goals) collaboratively with others.
    • Tailor developmental suggestions (e.g. training, learning opportunities, and key experiences) to fit individual, team, and organizational needs.
    • Manage all aspects of performance management systems within established time frames.
    • Demonstrate a diligent work ethic as well as working independently and as part of a team.

    • Accurately identify issues, impacts, and provide solutions.
    • Research, organize, interpret, and apply relevant data.

    Oral & Written Communication
    • Produce and present forecasts and reports on investment related information to committees and upper management.
    • Work effectively with various members of the organization, including staff, supervisors, and upper-level management.
    • Demonstrate strong verbal and written communications skills; excellent grammar skills and the ability to articulate ideas in an organized and effective manner.

    Eligible List

    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
