    Minimum Qualifications

    • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Business Administration, Real Estate, or in a field related to the job, plus six (6) years’ experience in real estate activities such as buying, selling, appraising, mortgage lending, property management, land management, or title conveyance, one (1) year of which were in a lead or supervisory capacity.
    • Experience may substitute for education up to four (4) years.


    Licenses or Certifications:
    • State Certified General Appraiser, if overseeing Appraisal Division

    Position Overview:
    This position will supervise the Public Involvement & Real Estate Services ( PIRES ) team assigned to Electric Utility Support - Transmission, Substation and Capital Improvement Projects ( CIP ). The Real Estate Supervisor works closely with transmission system planning, engineering and design, survey, Planning Officers, project teams, attorneys and construction personnel. Prepares information for presentation to leadership team, internal and external customers, boards and commissions and City Council. Includes full range of supervisory responsibilities including hiring, training, coaching, mentoring and performance measurement. Responsible for developing work processes, policies and procedures. This position will focus on customer service, develop positive relationships and educate stakeholders on real estate requirements for electric infrastructure, safety clearances and access. Onboards and manages contract personnel to assemble project teams to complete CIPs. Responsible for contractor billing verification/approval and contract compliance. Oversees communications with all related parties and entities, landowners, government agencies. Attends public meetings, regulatory hearings, presentations and condemnation hearings.

    Travel:

    Pay Range
    $37.63 - $47.98

    Monday - Friday; 8:00 a.m. to 5:00 p.m.

    1) Demonstrated experience as a lead or supervisor of three or more real estate or right of way employees or reports, including training, coaching, assigning work, monitoring workflows, quality management and mentoring.

    2) Experience contributing to project teams developing and designing electric utility infrastructure projects.

    3) Knowledge of regulatory requirements affecting utilities at the local, state and federal level.

    4) Technical to advanced knowledge of land title research, real property law, eminent domain process, and direct experience preparing and reviewing legal documents necessary for acquisition of real property rights.

    5) Working knowledge and skill in Microsoft Office, ArcGIS, Google Earth, SharePoint and land records databases or equivalent software systems.

    6) Strong skills in interpreting field notes, site plans, survey illustrations and legal descriptions, blueprints, and construction plans.

    7) Demonstrated experience using written and verbal communication to develop and facilitate community and public outreach.

    8) Ability to travel to multiple work locations.

    Duties, Functions and Responsibilities
    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

    Manages major functions of Real Estate Rights to include appraisals, acquisitions, leasing, property management, street vacations, license agreements, easement releases, real estate closings, and/or consultant management. Pursues and establishes working relationships with all stakeholders including, but not limited to local political entities, special interests, constituencies, customer segments, employees and consultants. Facilitates 150-200 Real Estate acquisitions per year valuing $1,000,000 to $2,000,000. Meets internal customer satisfaction targets including on time and within budget. Reviews and evaluates contracts, surveys, title commitments, title policies, and other related documents. Ensures compliance with all federal/city regulations. Conducts meetings with employees, other divisions/departments and property owners/agents. Performs on-site investigation of proposed locations. Monitors work production of subordinates and develop procedures for improvements. Consults with Law Department on legal issues, eminent domain, contracts, deeds, and releases. Prepares documents and reports, oversees the design of presentation materials, including power point presentations, charts and graphs. Provides Real Estate expertise to other departments. Answers citizen inquiries.

    City Government
