    The Job

    ~ Competitive Annual Salary Range Depending on Qualifications: $105,996- $151,424 ~

    ~Anticipated 3% across the board salary increases effective February 2025* ~

    Performance, Education & Resource Centers (PERC) is recruiting for a Learning and Organizational Development Division Chief who works closely with the Chief Learning Officer and provides administrative oversight for various areas of employee and organizational development, such as employee training services; strategic organizational development services; leadership development programs; staff and organizational development event planning; County tuition reimbursement program; education partnerships; and executive coaching and support services. Incumbents will serve in a key executive leadership role responsible for facilitating and collaborating on a broad range of human resources programs and services.

    Key Duties Include, but are not limited to, the following:
    • Overseeing the administration of all division training activities; planning, organizing, and evaluating training and development operations; and assisting with overseeing the delivery of training and development services to employees, departments, and the Board.
    • Monitoring the budget for one or more divisions/units, including large-scale events and special projects; recommending budget adjustments as needed; identifying and procuring contracts with external vendors and departmental training and performance consultants.
    • Representing the director before various groups, including the Board of Supervisors and the County Administrative Office; presenting before County executives/administrators, organizations, and other authority groups/stakeholders.
    • Identifying industry trends and technological enhancements to determine applicability to current training and development programs and services; and establishing policies and procedures that enhance the department culture and support the County vision.

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Applicants must pass a background investigation, which includes fingerprinting and physical exam, prior to appointment.

    Travel: Travel throughout the County is required. Employees will be required to make provisions for transportation. Mileage reimbursement is available. A valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

    Minimum Requirements

    Candidates must meet the following requirements:

    Education: Abachelor's degree from an accredited institution in Business/Public Administration, Education, Behavioral/Social Science, Human Resources Management, Organizational Development, or a closely related field.

    Note: Qualifying degrees or coursework must be completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. D egrees or coursework completed outside of the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service indicating equivalency to degrees or coursework completed at a college or university accredited by an accrediting association recognized by the United States Department of Education.

    -AND-

    Experience (Must Meet One of the Options Below):


    Option 1 - T raining and Development Management Experience : Two (2) years of progressively responsible, professional-level experience administering an employee or organizational development program, which included primary responsibility in the following areas: 1) O verseeing training program operations and development, implementation, and evaluation of professional enrichment trainings for staff and executives ; and/or 2) Educational support for executive leadership/management staff . Qualifying experience must include one (1) year of experience overseeing programmatic or support staff (i.e., hiring, terminating, mentoring/coaching, counseling, carrying out disciplinary actions, assigning work, completing work performance evaluations, developing work schedules, and approving time off) in a human resources or other professional setting (experience may be concurrent).

    Option 2 - Human Resources Leadership Experience: Two (2) years of progressively responsible, professional-level human resources experience leading performance management and organizational/operational initiatives, which included researching/analyzing a variety of human resources related organizational issues, legislation and/or administrative regulations, and recommending appropriate action; identifying training needs and planning educational programs related to supervisory techniques, orientation and other human resources areas; and/or overseeing high-level, human resources projects/strategic initiatives that have organization-wide impact. Qualifying experience must include one (1) year of experience overseeing programmatic or support staff (i.e., hiring, terminating, mentoring/coaching, counseling, carrying out disciplinary actions, assigning work, completing work performance evaluations, developing work schedules, and approving time off) in a human resources or other professional setting (experience may be concurrent).

    Option 3 - Human Services Program Management Experience: Three (3) years of progressively responsible, professional-level management (second-level supervisory) experience in a government human services program, which included primary responsibility in the following areas: 1) overseeing program operations and development, implementation, and evaluation of programs ; and 2) overseeing the division/program budget; developing budget justification; and performing budget analysis to forecast and present recommendations to management for allocation changes . Qualifying experience must include one (1) year of experience overseeing programmatic or support staff (i.e., hiring, terminating, mentoring/coaching, counseling, carrying out disciplinary actions, assigning work, completing work performance evaluations, developing work schedules, and approving time off) in a human resources or other professional setting (experience may be concurrent).
