    Description

    Performs complex engineering work and oversees engineers through the review of project submittals with the goal of achieving compliance with Metro standards, directives, and project objectives.

    Examples of Duties

    • Plans, organizes, assigns, implements, and manages engineering projects in accordance with budget and schedule requirements
    • Interacts with user departments in response to service requests; researches and gathers all necessary details to determine engineering functional requirements to meet project user needs
    • Provides engineering design services and design support during construction; provides support for project bid and award phase, construction management, closeout, activation, and startup activities for bus and rail transit projects
    • Supports development of workplans, safety guidelines, maintenance requirements, and operational needs for design projects
    • Reviews contract documents, shop drawings, specifications, RFI (request for information), and DDR (detailed design review) for compliance with codes, project specifications, and Metro criteria
    • Reviews designs for quality, constructability, and cost effectiveness; recommends design changes
    • Assures project compliance with design criteria and standards, workplans, safety guidelines, maintenance requirements, and operational needs
    • Manages Contract Document Required Receivables and project budget for assigned projects
    • Updates and enforces the Metro Design Standards and Criteria
    • Prepares preliminary design documents for future projects
    • Coordinates projects with utility companies, railroad, and city, county, and state agencies when required
    • Makes field visits for research and inventory
    • Participates in the engineering configuration management process to maintain current engineering records for bus and rail facilities and systems
    • Works with in-house engineering and construction disciplines, consultants, and/or contractors to identify and resolve problems which may impact the progress of the project or users existing or planned operational performance
    • Provides resident engineer and quality control inspection services
    • Provides guidance, coaching, training, and oversees the work product of employees in area of expertise
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Engineering or other related field; Master's Degree in a related field preferred
    Experience
    • Six years of relevant experience or 3 years of supervisory-level experience in appropriate engineering discipline, including design and construction of public transit projects or major public agency projects; some positions in this class may require specialized experience in area of assignment
    Certifications/Licenses/Special Requirements
    • State of California registration as a Professional Engineer in the appropriate discipline desirable
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
    • Microsoft Office Word 2010 and Excel 2010 Specialist preferred

    Preferred Qualifications

    Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.
    • Experience managing railcar procurement and/or midlife overhaul project(s)
    • Experience working in all assembly production phases to ensure compliance with project scope and schedule
    • Experience providing engineering assessments to support rail vehicle projects


    Essential Knowledge

    Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)
    • Theories, principles, and current practices of engineering analysis, design, and construction in appropriate discipline
    • Fundamentals of architectural, civil, structural, mechanical, electrical, vehicle, systems design and environmental engineering as they relate to assigned engineering discipline
    • Software applications as they relate to assigned engineering discipline, e.g., AutoCAD (Computer-Aided Design), MicroStation, Revit, and EnergyPro
    • Engineering design codes
    • Applicable federal, state (Title 24), and local codes, standards, policies, procedures, and regulations
    • Engineering mathematics, e.g., heat load, ducting, and piping pressure loss calculations
    • Local and state-wide governmental authorities
    • Microsoft Office Suite applications, including Word, Excel, and PowerPoint
    • Contract administration and budgeting
    • Project management and control practices
    Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)
    • Performing complex engineering analysis and design work in assigned discipline
    • Using computer-aided tools and products
    • Reading and understanding plans, specifications, mechanical drawings, and diagrams
    • Communicating effectively orally and in writing
    • Understanding and solving challenges
    • Interacting professionally with various levels of Metro employees and outside representatives
    • Time management
    • Implementing guidelines and policies
    Ability to (defined as a present competence to perform an observable behavior or produce an observable result)
    • Serve as lead for in-house specialized engineering activities for bus and rail transit engineering projects from conception to completion
    • Review plans and calculations to find errors and omissions
    • Monitor and evaluate work by consultants and construction contractors
    • Compile, analyze, and interpret complex data in order to prepare comprehensive reports and correspondence
    • Analyze situations, identify problems, and recommend solutions
    • Exercise sound judgment and creativity in making engineering decisions
    • Understand, interpret, and apply codes, regulations, specifications, and project contract agreements
    • Update and revise Metro criteria and baseline specifications
    • Meet tight constraints and deadlines
    • Work on several tasks simultaneously
    • Read, write, speak, and understand English
