ABOUT THE POSITIONThere is currently one (1) Senior Child Welfare Worker vacancy in Children & Family Services. The assignment area will be Case Review and Policy.
Under the guidance of the Case Review and Policy Unit Supervisor this Senior Child Welfare Worker will have responsibilities including completing Federal Case Reviews on randomly selected cases. This is a process that involves reviewing case files as well as interviewing children, families, child welfare workers and others involved in the provision of child welfare services. All information gathered is then analyzed in order to answer 18 questions related to the agency’s performance.
The position is also responsible for the development of written protocols, policies, and procedures in partnership with the various subject matter experts within the Department, or by researching relevant regulations, the Welfare and Institutions Code, CDSS All County Letters, Penal Code, Health and Safety Code or consulting other county child welfare agency policies. The role identifies gaps in current policies in order to assist in determining agency policy priorities. The position is also responsible for assisting to maintain the CFS Online Practice Guide and CFS Resources Database.
BILINGUAL TESTING/CERTIFICATION : The successful candidate must possess bilingual skills and must demonstrate proficiency in both Spanish and English prior to appointment. A bilingual proficiency exam will be administered to ensure the candidates possess the appropriate skill level to meet the requirements.
Hybrid Schedule:The Health and Human Services Department has embraced a
hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
ABOUT YOUOur Highly Qualified Candidate Successful candidates for this position will have significant experience in and an understanding of the child welfare system. They will need to be flexible and agile to move between their dual responsibilities. This person should be organized, have strong attention to detail, and be able to cultivate strong relationships with supervisors, peers, management, county counsel, and other partners. Strong interviewing, assessment, and research skills are all equally important in this role. The ability to interpret regulations and turn them into written policy also requires them to possess strong writing and editing skills. The candidate will have some experience and skill with technology in order to navigate both the case review software and to publish content on the CFS Online Practice Guide and CFS Resources Database. The ideal candidate will be able to analyze policies with an equity lens to ensure that they conform to the Department’s ethical standards and commitment to Racial Equity, Accessibility, Diversity, and Inclusion (READI). They should be a self-starter who enjoys working both independently and as part of a team.

Minimum Qualifications Any combination of education and experience that would provide the knowledge and skills listed. Typically,
either possession of a Master's Degree in Social Work
or a Master's degree in a two year counseling program by the time of appointment and two years of experience in child protective or child placement services at a level comparable to the County's classes of Child Welfare Worker II or Child Welfare Worker II - Bilingual;
or possession of a Bachelor's Degree or equivalent with coursework related to the field and six years of journey level social casework experience of which two years were in child protective or child placement services at a level comparable to the County's classes of Child Welfare Worker II or Child Welfare Worker II - Bilingual.
