    The Position

    This recruitment is being conducted to fill one full-time vacancy for the Paralegal classification for the Office of the County Counsel at Napa County. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

    About the Position & Department:
    The Office of the County Counsel is responsible for providing civil legal services to the Board of Supervisors, County Executive Office and departments, commissions, special districts, and various joint powers authorities, and it represents the Napa County Superior Court and its judges on certain matters. The core tenets of the Office are to provide accessible and timely services, accurate, objective and direct legal advice, thoughtful and practical solutions, zealous and effective advocacy and collaborative working relationships. The Office also defends and prosecutes civil actions on behalf of the County and its officers, acts as the attorney for the Public Administrator, represents the Public Guardian in conservatorship matters, and represents the County in mental health, human services, and child welfare cases, as well as other duties as assigned.

    • Hourly Pay Range: ($35.25/hour - $41.85/hour)
      • This is a Confidential classification for the Office of the County Counsel. The selected incumbent is entitled to receive $300 per month confidential premium pay.

    Position Requirements:
    To qualify for the Paralegal classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
    • Experience : Three years of significant, directly-related and progressive legal clerical or legal secretarial experience, preferably to include experience in preparing legal documents and in performing legal research and analysis.
    • Education : Equivalent to the completion of the twelfth grade, plus completion of a recognized paralegal program at a university, college or other educational institutional.
    License or Certificate:* A position assigned to this class may require possession of a valid California Driver's License.* Additionally, must have p ossession of at least one of the following: A certificate of completion of a paralegal program approved by the American Bar Association. A certificate of completion of a paralegal program at, or a degree from, a postsecondary institution that requires the successful completion of a minimum of 24 semester, or equivalent, units in law-related courses and that has been accredited by a national or regional accrediting organization or approved by the Bureau for Private Postsecondary and Vocational Education. A baccalaureate degree or an advanced degree in any subject, a minimum of one year of law-related experience under the supervision of an attorney who has been an active member of the State Bar of California for at least the preceding three years or who has practiced in the federal courts of this state for at least the preceding three years, and a written declaration from this attorney stating that the person is qualified to perform paralegal tasks. A high school diploma or general equivalency diploma, a minimum of three years of law-related experience under the supervision of an attorney who has been an active member of the State Bar of California for at least the preceding three years or who has practiced in the federal courts of this state for at least the preceding three years, and a written declaration from this attorney stating that the person is qualified to perform paralegal tasks. This experience and training shall be completed no later than December 31, 2003.
    *Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

    SALARY -
    Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
