    RESEARCH, POLICY, AND QUALITY ASSURANCE ADMINISTRATOR

    This position is scheduled to receive salary range increases on the following dates:

    Effective June 27, 2025 - 4.00% increase

    Salary may be negotiable within the range listed above, based on position requirements and the successful candidate's qualifications, subject to appropriate authorization.

    This recruitment will establish an open eligible list that will be used to fill current and future Research, Policy and Quality Assurance Administrator positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    CHILD SUPPORT SERVICES
    Child Support Services (CSS) is an award-winning, forward-thinking agency of over 330 professionals, dedicated to helping parents financially support their children. The core mission is assisting parents in establishing paternity, establishing financial and medical child support orders, and facilitating the payment of that support through various means, including court action. Under the direction of the Department Director, CSS delivers human services to the community based on a balanced approach emphasizing Customers, Staff, Business Efficiencies, and Performance. CSS also works in close partnership with the Orange County Superior Court, California Department of Child Support Services, and other local child support agencies throughout California.

    THE OPPORTUNITY

    Child Support Services (CSS) is seeking a Research, Policy, and Quality Assurance Administrator (RPQA) with strong supervisory experience, for the Program Support Services, Research Unit. The RPQA will oversee the coordination, design, and planning of research projects aimed at supporting CSS initiatives. Responsibilities include leading research projects focused on performance improvement, selecting appropriate methodologies for data management and analysis, and presenting insightful reports with findings and recommendations to CSS stakeholders and executive management.

    In this role, the RPQA will manage a team comprising of four Research Analysts III and one Research Analyst IV. Their tasks will involve data collection and analysis, implementing new forms and database updates, generating reports, creating new data elements, resolving database inconsistencies, training staff on data collection and reporting practices, collaborating with operational teams, troubleshooting database issues, and presenting findings in various formats. Additionally, the RPQA is expected to engage in hands-on work alongside supervisory responsibilities as needed.

    • Lead and inspire a team in executing advanced data analytics projects to support child support programs and initiatives, fostering a collaborative and productive work environment
    • Oversee the execution of research initiatives, providing guidance and support to team members while ensuring alignment with organizational goals
    • Facilitate training sessions and consultations on research methodologies and data analytics best practices, leveraging strong supervisory principles to enhance staff skills and knowledge
    • Cultivate a positive work environment that promotes open communication and teamwork, ensuring staff feel valued and empowered
    • Monitor team performance regularly, providing constructive feedback and facilitating performance management processes to ensure accountability and continuous improvement
    • Effectively manage competing priorities and deadlines within the team, utilizing strong organizational skills to optimize productivity and meet project goals
    • Collaborate with various agencies to ensure adherence to best practices for data reliability and validity in child support cases, using interpersonal skills to build effective partnerships
    • Identify and address challenges related to team dynamics and project execution, applying knowledge of supervisory principles to guide resolution and maintain team morale

    DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
    The ideal candidate will possess four (4) years of professional experience in data analysis, applied research, quality assurance, research and reporting, and/or data modeling and forecasting. Additionally, the ideal candidate will possess two (2) years or more of formal supervisory and/or leadership experience.

    • Proficient in methods for data extraction, quality assurance, and management, ensuring accurate and reliable data
    • Skilled in gathering, analyzing, interpreting, and applying relevant data to achieve measurable outcomes and drive program effectiveness
    • Experienced in qualitative and quantitative data collection, analysis, and management techniques to provide comprehensive insights
    • Knowledgeable in complex statistical analysis and research design, including descriptive and inferential statistics, probability theory, sampling techniques, and regression analysis
    • Capable of effectively organizing information using tables, charts, and graphs to facilitate data presentation and understanding
    • Familiar with best practices, emerging trends, and methodologies, with the ability to apply them effectively to enhance data-driven decision-making
    • Implementing strategies to gather stakeholder input through various methods, such as focus groups and key informant interviews, while integrating program evaluation into quality improvement efforts
    • Proficient in statistical software, such as SAS or Tableau, for conducting data collection, data analysis, data visualization, and data interpretation.
    • Competent in software applications included in Microsoft Suite (Word, Excel, PowerPoint, Publisher, Access)
    • Strong understanding of database management systems and their application in optimizing data storage and retrieval processes
    • Experienced in creating and maintaining dashboards for real-time monitoring of key performance indicators
    • Skilled in developing training materials and conducting workshops to enhance team members' technical knowledge and data handling capabilities

    • Strong analytical skills with the ability to gather, analyze, interpret, and apply relevant data to achieve measurable outcomes
    • Proficient in conducting complex statistical analyses, including descriptive and inferential statistics, regression analysis, and data modeling to inform decision-making

    RECRUITMENT PROCESS
