    Salary range is the entire compensation range for the position classification

    Hiring range is an estimate of the compensation amount for the selected candidate. The actual salary offer will carefully consider a wide range of factors, including skills, qualifications, experience, education, licenses, training, and equity amongst other City employees in a similar position.


    GENERAL PURPOSE:
    Under general supervision of the Engineering Manager, this position will act as a technical reviewer within the engineering plan review section. The incumbent will be a technical expert for all varieties of incoming development projects. This classification is distinguished from the Engineering Plans Examiner position by additional technical knowledge/experience needed for more difficult and complex projects, and Engineer-In-Training (EIT) certification.

    Primary Duties and Responsibilities

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
    • Reviews entitlement documents and associated engineering documents for development projects, for compliance with City requirements. These documents include, but are not limited to, Community Master Plans (CMPs), site plans, preplats, final plats, minor subdivisions, and maps of dedication.
    • Reviews final construction documents and associated engineering reports for development projects for compliance with City requirements and industry standards. These documents include, but are not limited to, grading and drainage, water, sewer, storm drain systems, street improvements, signing and marking, traffic signals, street lighting, site improvements, landscaping, dry utilities, and CLOMRS and LOMRS.
    • Coordinates projects with staff and developers by attending meetings, explaining the City’s position to developers, and evaluating other party’s needs and requests. Prepares letters, memos, and reports with clearly organized thoughts to communicate technical and controversial issues. Communicates with the general public; other city, state, and federal employees; consultants and contractors regarding the city’s design and plan approval process.
    • Participates in a culture of continuous improvement by providing ideas to management, and taking part in Kaizens.
    • Assists in resolving issues during construction by coordination with the construction inspectors, visiting sites to understand scope of problem, interpreting construction drawings or specifications, analyzing issues and implications of resolution, and conveying solutions to contractors, engineers, and inspectors.
    • Provides technical information, assistance, and expertise to staff, management, City Council, and others.
    • Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
    • Performs other related duties as required.


    Minimum Qualifications & Position Requirements

    Education And Experience:
    A bachelor's degree in Civil Engineering from an accredited college or university and a broad knowledge of civil plan review, civil engineering design, construction or related fields. Three (3) years of professional experience is required. Must possess an Engineer-In-Training (EIT) certification in the State of Arizona or have the ability to obtain an Arizona EIT within one (1) year. An equivalent combination of education and experience will be considered.
    Necessary Knowledge, Skill and Ability:
    Knowledge of:
    • Principles and practices of civil engineering design and engineering plan presentation.
    • Methods, materials, and techniques used in the construction of civil engineering projects.
    • Land/urban development practices.
    • Methods and materials used in civil construction.
    • Typical municipal stages for development review and approval.
    • Computer applications such as Bluebeam Revu, and Microsoft Office products.
    • Lean Six Sigma and process improvement.
    • Industry design standards and guidelines such as MAG, MUTCD, AASHTO, ADA, PROWAG, and FCDMC Manuals.
    Skill and Ability to:
    • Review and interpret engineering reports, construction documents, and technical specifications.
    • Review, interpret, and apply City standards, codes, and standard operating procedures.
    • Handle reviews and tasks for multiple projects simultaneously and use good judgement to prioritize work assignments.
    • Successfully meet deadlines and target metrics.
    • Exercise sound engineering judgement.
    • Communicate effectively and professionally, in written and verbal form, with other city employees, city management, applicants, and the general public.
    • Attend and facilitate internal and external meetings with a variety of stakeholders and participants.
    • Adapt to changes and thrive in an environment of continuous improvement.

    12 MONTH GOALS:
    Within the first month:
    • Review and become familiar with the City’s Engineering Design Standards, Standard Details, MAG Standard Details and Specifications, and other documents used in the typical engineering and entitlement reviews
    • Become familiar with Bluebeam Revu Software and the typical tools used to provide comments on engineering reviews
    • Become familiar with Microsoft Teams, network directories, and typical file locations
    • Attend and participate in internal coordination meetings
    • Attend and observe Pre-Application Conferences and other external project related meetings
    Within the first 3 months:
    • Become familiar with flow path of development projects through the City
    • Complete multiple engineering and entitlement reviews with assistance from a Senior Project Engineer or Engineering Manager
    Within the first 6 months:
    • Represent the Department on engineering matters at multiple Pre-Application Conferences
    • Attend and participate in external project related meetings
    Within the first 12 months:
    • Complete multiple engineering and entitlement reviews with minimal direction
    • Suggest ideas for improvements and assist in implementation
    • Provide general assistance as needed to the Senior Project Engineers and the Engineering Manager


    Additional Information

    Special Requirements and/or Certifications:
    • Must possess an Engineer-In-Training (EIT) certification in the State of Arizona or have the ability to obtain an Arizona EIT within one (1) year.
    • Possession of a valid Arizona driver’s license.

    Physical Demands / Work Environment: Standard office environment and exposure to outside elements with possible exposure to hazardous conditions when performing on-site inspections or visits. May be required to lift and carry materials weighing up to 20 pounds.
