ABOUT THE POSITIONThe Clark County Department of Finance, Comptroller Office, is seeking qualified candidates to apply for the Manager of Accounting Services position. This position will be responsible for overseeing the accounting of revenue and grants in addition to managing various fiscal activities. In addition the Manager of Accounting Services will be developing and implementing policies and procedures ensuring compliance with Federal, State, and County ordinances and regulations, and oversee the County's Single Audit.

MINIMUM REQUIREMENTSEducation and Experience: Bachelor's Degree in Accounting, Finance, Economics or Business Administration or a field related to the work AND five (5) years of full-time professional level experience in financial planning, accounting, payroll or related field, two (2) years of which were in a supervisory or lead role. Equivalent combination of formal education and appropriate related experience may be considered. Qualifying education and experience must be clearly documented in the “Education” and “Work Experience” sections of the application. Licensing and Certification: Specified positions may require the incumbent to be a Certified Public Accountant (CPA).
Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

EXAMPLES OF DUTIES- Plans, organizes, assigns, supervises, reviews and evaluates the work of professional, technical and office support staff.
- Recommends selection of staff; trains staff and provides for their professional development; administers discipline as required.
- Develops and implements goals, objectives, policies, procedures and work standards for the division; prepares and administers the division's budget.
- Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
- Supervises financial record keeping and reporting functions; ensures compliance with County and State ordinances and regulations; analyzes and directs the distribution of finances to various funds, as provided by ordinance and funding source restrictions.
- Assists in the preparation and review of the Comprehensive Annual Report.
- Assists internal and external auditors during their reviews.
- Advises County departments regarding the interpretation of fiscal policies. Uses spreadsheet software, prepares and analyzes journal entries, and performs a variety of professional accounting work to maintain and report financial status.
- Directs the conduct of and conducts analytical studies; develops and reviews reports of findings, alternatives and recommendations; directs the maintenance of accurate records and files.
- Prepares and directs the preparation of a variety of written correspondence, reports, procedures and other written materials.
- Serves as a member of various committees and task forces related to areas of expertise.
- Reviews pending legislation for impact on the County.
- Uses standard office equipment, including a computer, in the course of the work; may drive a personal or County motor vehicle or arrange for appropriate transportation to and from various locations to attend meetings and visit off-site County departments.
