    General Description and Classification Standards

    This role is responsible for the preparation of Design and Construction Cost Estimates ranging from conceptual to detailed estimates. Work also includes reviewing project scopes, plans and blueprints to prepare a basis of estimate report. Responsibilities also include working closely with Project Controls staff, procurement staff, consultants, and other vendors to provide accurate and comprehensive financial and budget analysis for projects.

    Essential Duties and Responsibilities

    • Analyzes project documents, blueprints, and project plans to gain a thorough understanding of the project and using this data to prepare detailed cost analysis.
    • Estimates initial program budget and project allocation based on conceptual project plans as a basis of fund allocation and project selection.
    • Provides continuous updates of construction project estimates during the preconstruction phase, estimates cost during scope and design development
    • Attends Pre-Bid Meetings and visits sites to collect information and requirements; maintain and manage bid schedules to ensure deadlines are met.
    • Reviews bids and proposals from vendors and subcontractors to identify scopes, specifications, materials, equipment, labor cost and other factors to use for negotiating prices.
    • Analyzes cost estimates provided by consultants and contractors.
    • Performs detailed quantity takeoff and summaries.
    • Resolves cost discrepancies by collecting and analyzing project information.
    • Develops and maintains relationships with company vendors and contractors
    • Presents prepared estimates for management and other stakeholders
    • Provides support during pre-construction by scheduling and facilitating hand-off meetings, preparing project budgets, assisting with job site set up and during the procurement process.
    • Ensures adherence to organizational, funding regulations and partnerships standards.
    • Performs other duties as assigned.


    Knowledge, Skills, And Abilities
    • Advanced understanding of project and estimating methods
    • MS Office (emphasis on Excel)
    • Experience in all phases of bid and proposal development
    • Understanding of CPM scheduling method


    QUALIFICATIONS AND EDUCATION REQUIREMENTS

    Minimum Requirements
    Bachelor's degree in the Civil Engineering, Construction Management, or related fieldA minimum of three (3) years of experience with the bid and proposal development for public bid-build and design build projects. Experience in highway construction, site development, utilities, and asphalt paving.Have prior experience analyzing project documents, blueprints and project plans. Valid Driver’s License with a clean driving history is required.
    Preferred Requirements
    • Prior experience working for a governmental organization.
    • Knowledge of HCSS software program and take-off software such as AGTEK or Bluebeam
