    THE DEPARTMENT

    The Community & Economic Development Department is comprised of five divisions which include Planning, Building, Code Enforcement, Housing, and Economic Development. The Department's mission is to make San Rafael a great place to live and do business by fostering collaboration between businesses, the community and the City. The Planning, Building, Housing and Code Enforcement divisions support the City's land use entitlement, construction and inspection permitting, housing policy, and community code compliance programs. The Economic Development division works to create and maintain a thriving economic environment for businesses and residents by providing resources, primarily through the one-stop-shop "San Rafael Go" Program. The Community & Economic Development Department has a total fiscal year 2023-2024 budget of $7.4 Million and 23 full-time employees.

    THE POSITION

    The Department is seeking a full-time Senior Management Analyst I/II to join the team of talented Analysts across City departments.

    This position provides advanced staff level assistance to executive or other management level staff, performing a wide variety of responsible and complex administrative and analytic duties within their Department and cross-departmentally.

    Senior Management Analyst I

    This is the entry-level classification and performs the more routine administrative analysis and research on new and current projects while learning City policies and procedures and gaining specialized knowledge.

    Senior Management Analyst II

    This is the full journey level classification and is experienced to work independently in identifying the need for and developing changes to operating practices, systems, programs, and policies. The incumbent will perform the full array of duties within the area of assignment, including complex analytical projects and providing staff support to department administration, as well as working with a high degree of independence in interacting with all levels of City employees, managers, elected officials, community groups, and other governmental agencies and the public.

    IDEAL CANDIDATE

    The successful candidate will be a self-starter, with a proactive, relationship-based and inspirational approach to work and collaboration, and an active communication style. The Senior Management Analyst I/II will be adept at analysis of current day-to-day departmental workflows and processes and bring thoughtful and well-planned strategies to innovative approaches operations, programs, and initiatives.

    A background or experience in municipal fiscal and budget administration, contract management, and project oversight is ideal, along with a proven track record of delivering results. Major attributes of a successful candidate will be:

    • Project Management:Skilled in collaborating with cross-functional teams to execute projects on time and written budget, ensuring alignment with Departmental goals.

    • Financial Acumen: Experience in budget analysis and resource allocation to optimize funding and support municipal priorities.
    • Problem-Solving Skills: Ability to identify challenges and develop innovative solutions to enhance service delivery.

    ESSENTIAL DUTIES AND RESPONSIBILITIES (view full description here)
    • Assists or leads projects, tasks, and assignments that are priorities for the Mayor and City Council and/or the senior management staff.
    • Assumes direct responsibility for managing a variety of projects and programs; oversee assigned administrative support functions including budget.
    • Supervises, plans, organizes, and reviews the work of lower level technical and clerical staff.
    • Develops and implements operational, administrative, program, and other policies and procedures; assists in contract negotiations and administration.
    • Compiles narrative, fiscal and status reports on department, division, project and fund revenues and expenditures and assists with necessary adjustments.
    • Manages department procurement; authorizes expenditures in accordance with budget; and assists in monitoring and controlling budget activities.
    • Prepares and administers various grants for the department; monitors active grants to ensure that all stipulations and regulations regarding the use of funds are met; and maintains required records to ensure compliance.
    • Creates, produces, and edits Department and/or City publications including a newsletter, annual report, and other informational publications. Suggests and implements new ideas for more effective communications.
    • Creates and produces internal organizational newsletters or other required publications
    • Serves as the Department and/or City's website content reviewer and provide guidance and direction to the City's Technology Committee.
    • Conducts community outreach and civic engagement events.
    • May provide support to the City's labor negotiating team.
    • Assists the department director in personnel related departmental issues. May act as a liaison with the Human Resources Department regarding employee performance evaluation tracking,requests for leave of absence, and progressive disciplinary processes.
    • Prepares City Council agenda reports.
    • Serves as a liaison to other organizations and entities to forward the goals of the Department or City.

    EDUCATION/EXPERIENCE

    Any combination of education and experience that demonstrates possession of the requisite

    knowledge, skill and abilities. A typical way to obtain these would be:
    • Equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field. A master's degree in public administration, public policy, or business administration is highly desirable.
    • A valid driver's license is required.

    Senior Management Analyst I - Three to four years of progressively responsible analytical experience.

    Senior Management Analyst II - in addition to the requirements for the Senior Management Analyst I, this level requires Five years or more of experience performing increasingly complex, professional, analytical work with a high degree of autonomy.

    The Senior Management Analyst I/II position is part of the San Rafael Mid-Management Employee Association (SRMMEA), whose benefits include but are not limited to:
    • City group health, with the City paying a fixed dollar amount toward the cost of the monthly insurance premium (with option to opt-out and receive $950.00 cash-in-lieu). The 2025 monthly flex dollar allowance is:
      • Employee only: $950.00
      • Employee plus one: $1,900.00
      • Family: $2,400.00
    • Dental - Premium fully paid for employee plus eligible dependents
    • Vision - Premium fully paid for employee plus eligible dependents
    • Vacation - 15 days annually (hours accrued each pay period, range increases up to 25 days)
    • Administrative leave - 10 days annually (pro-rated depending on hire date, applied in January)
    • Sick leave - 12 days annually (hours accrued each pay period)
    • City-sponsored Paid Parental Leave (as eligible) and End of Life Care leave policies. SRMMEA group members also contribute to SDI
