    Description

    The County of Yuba is recruiting for the position of IT Project Manager in the Information Technology Division of the Administrative Services Department. Under general direction, provides related application configuration and support, and oversees the implementation, maintenance, and optimization of systems and technology solutions. This role concentrates on County strategies and department goals using a combination of business and technical knowledge; the position also involves planning, directing, and coordinating activities related to project implementation or administration; participates in the conceptual development of projects, and oversees their organization, scheduling, budgeting, and implementation. Additionally, the role coordinates project activities with other County staff, associated agencies, and contractors as appropriate, and may oversee the work of staff assigned to project. This broad classification manages mid- to large-scale projects that are largely analytical, programmatic, and/or financial in nature, ensuring that business partners' technological and strategic needs are effectively met and aligned and performs related work as assigned. This is the project management classification in the Information Technology series.

    EXAMPLES OF DUTIES :

    Essential :
    • Consult with department management to identify and document business needs, objectives, procedures, problems, and requirements; discuss departmental goals with executive management; supervise and participate in project design, implementation, integration, and installation; schedule timelines and budget time to meet deadlines.
    • Coordinate, conduct and review a variety of complex analytical and support activities, including policy and procedure development and implementation; assist in the development and implementation of project goals, objectives, procedures, and work standards.
    • Develop bid proposals and cost projections; review and assess bid submissions; advise on vendor selection and procurement strategies; integrate technical factors into design plans, including budgets, equipment specifications, performance criteria, and legal concerns like accessibility and privacy; conduct research, document findings, evaluate, and select alternatives.
    • Work with Purchasing Agent to manage the consultant and contractor selection RFQ/RFP/IFB process and participate as a member of the consultant committee; manage resulting contracts; monitor projects, and documents related steps and procedures to ensure compliance with contract provisions.

    Ideal Candidate

    The IT Project Manager position seeks an individual focused on providing outstanding service to colleagues and community partners. The ideal candidate should demonstrate the following qualities:
    • Knowledgeable in project management principles, including the software development lifecycle and business process improvement methodologies.
    • Possesses strong skills in analytical problem-solving, vendor management, and contract administration.
    • Able to produce clear and concise documentation, including project reports, budgets, and training materials.
    • Establishes and maintains effective interpersonal relationships with team members, stakeholders, and external partners.
    • Demonstrates composure in high-pressure situations, managing emotions and maintaining professionalism.
    • Capable of effectively addressing challenges and conflicts, including working with individuals exhibiting difficult or aggressive behavior.
    • Skilled in translating technical information into accessible language for diverse audiences.

    Education and Experience:

    MINIMUM: Bachelor’s Degree from an accredited college or university with major coursework in Computer Science, Information Technology, or a related field and two years of recent project management or systems implementation and administration experience.

    Relevant experience involving systems implementation and administration that demonstrate the ability to perform project management may be substituted for the required education on a year-for-year basis. Possession of one or more approved information technology certification, or completion of other approved information technology training may be substituted for some or all of the required education.

    PREFERRED: In addition to the minimum, a Master’s degree from an accredited college or university in Computer Science or Information Technology, a Project Management Professional (PMP) Certification, and additional experience as previously defined.

    Licenses and Certification :
    • The ability to obtain a valid California Class C driver’s license within ten (10) days of employment; maintain throughout employment.
    • Depending upon assignment, certification pertaining to the information technology used by the appointing authority may be required.
    • Prior to completion of probationary period possess a Project Management Institute (PMI) Certificate for Project Management Professional (PMP), or equivalent as determined by the appointing authority; or six college units of project management coursework; or 20 hours of continuing education in project management in the last five years and every five year period on an ongoing basis.
    • Maintain professional development and continuing education to keep up-to-date with emerging technology.

    Special Requirements:
    • Must successfully complete an extensive and thorough background investigation which may include Live Scan fingerprinting and credit check prior to hire.
    • DMV printout prior to hire.
    • Will be required to perform disaster service activities pursuant to Government Code 3100-3109.

    SOCIAL SECURITY: Yuba County does not participate in the Social Security Program

    MEDICARE: Yuba County does participate in the Medicare Program.

    STATE DISABILITY INSURANCE: Employees in this group do NOT participate in SDI.

    DISABILITY INSURANCE: The County provides a self-funded disability insurance in-lieu of SDI. Disability rates are paid at 75% of salary up to the current maximum weekly rate established by the State SDI program for up to a maximum of 90 days while on leave for a limited or total disability.

    MEDICAL: Yuba County offers several medical plan options (HMO and PPO plans available based on eligibility) through CalPERS. To reference the current Rate Sheet, please visit Health Insurance and select General Resources.

    DENTAL/VISION INSURANCE: The County pays 100% of the Basic plan premiums for employee or 80% for employee and eligible dependent(s). Requires participation in Health Insurance benefits.

    *Health Waiver Opt-out of $250/monthly available with proof of other Non-Covered CA, employer sponsored health care coverage.

    LIFE INSURANCE: The County provides a $50,000 life insurance policy to employees in this unit. An additional $50,000 in coverage is funded by the employee's contribution to the STD program. A total of $100,000 in coverage. Employees may purchase supplemental coverage for themselves and dependents.

    EMPLOYEE ASSISTANCE PROGRAM: County paid confidential counseling program for up to 5 visits per incident per eligible family member.

    DEFERRED COMP: One Voluntary Deferred Compensation plan is available.

    EMPLOYER CONTRIBUTION TO DEFERRED COMPENSATION 401(A) PLAN: The County will provide a deferred compensation plan match to Unrepresented Safety Management employees within the Sheriff's Department and the Probation Department with open 457 deferred compensation accounts , after the completion of 2 years of service.

    SUPPLEMENTAL QUESTIONNAIRE:

    A completed supplemental questionnaire is an essential part of the examination process for this position. The responses will be reviewed for sufficient detail and will be rated according to pre-determined guidelines.     INTERVIEW SCREENING:

    Interview screening is an extension of the application process. Used as a secondary method of screening large applicant pools.

    ONE-WAY VIDEO INTERVIEW:

    One-way interviews may be used as an extension of the application process, as a secondary method of screening large applicant pools or as an oral examination. A panel may be comprised of one individual, typically the hiring authority, or a small group of subject matter experts. Oral examinations can be used to assist in the establishment of an employment list or as part of the hiring decision. The goal of a one-way interview is to simulate an actual in-person interview environment. If one-way video interviewing is utilized in the recruitment process, applicants are provided detailed information including instructions, interview practice options and 24-hour direct support from the County's vendor, Spark Hire.

    IN-BOX WRITTEN EXERCISE:

    Qualified applicants may be required to participate in a proctored in-box exercise, which will take place on County computers. This exercise will be scored and weighted using pre-established criteria. This exercise will be used in establishing the rank order of the employment list.

    QUALIFICATIONS APPRAISAL PANEL: (Delete this paragraph if it does not apply)

    This is an oral examination process. Applicants who successfully completed the screening processes and meet the minimum qualifications for the position will be invited to participate in a qualifications appraisal panel. The process consists of three or four panel members along with a subject matter expert who will ask individuals questions related to the essential functions and/or attributes required for the position.

    TESTING ACCOMMODATION:

    VETERAN’S CREDIT:

    All applicants who have successfully completed the application/selection procedures and examination process may be eligible for veteran’s credit. Applicants must have served on active duty for a period of not less than 90 days in the armed forces in time of war or national emergency, or in time of peace in a campaign or expedition for service in which a medal has been authorized by the government of the United States and who has been discharged or released under honorable conditions, and widows of such persons shall be allowed credit. Military Records Form DD214 must be submitted for further review and determination of appropriate credits.

    WAIVER OF SELECTION PROCEDURES:

    When selection procedures have been publicly announced and the number of applicants meeting the minimum qualifications for the position is five or less, the Human Resources Director may, at her/his discretion; a) Waive the competition entirely and submit the names of the applicants meeting the minimum qualifications to the appointing department, b) Revise the conditions of competition to a more practical basis under the circumstances.

    EMPLOYMENT ELIGIBILITY LIST:

    An employment eligibility list is established for those applicants who successfully pass all phases of the examination process. This list will be held for a minimum of six (6) months from the date the list is certified. For each vacancy the top five (5) ranks on the list will be certified to the department for final selection, which will include a departmental interview.

    DEPARTMENT INTERVIEW:

    The Information Technology Division/Administrative Services Department will notify the applicant of the date and time of his/her interview. The applicant will be asked a series of questions about his/herself and his/her related experience, education and training that exhibit the knowledge, skills, and abilities essential to the job. The applicant may also be asked questions about hypothetical situations to test his/her ability to make decisions and use sound judgment and common sense.
