    PLANNING AND BUILDING
    The mission of the Planning and Building Department is to guide land use and development consistent with the General Plan, Building Codes, and related regulations, by providing accurate, timely, and courteous professional and technical services to our customers, to maintain the County's unique quality of life, protect public safety and the environment and to promote economic vitality for current and future generations.

    THE OPPORTUNITY
    Under general supervision, perform skilled building and related health and safety inspection work in the interpretation and enforcement of structural, mechanical, electrical, plumbing, and related codes and regulations related to new building construction, remodeling, repair, and use; performs professional work in checking plans, calculations, specifications, technical reports, and other submittal documents for compliance with federal, state, and local building codes, ordinances, and regulations; ensures conformance with approved plans, specifications, standards, permits, licensing, and safety standards; assists contractors, design professionals, and the public regarding construction code requirements; and performs related duties as assigned.

    The selected candidate will have the opportunity to:
    • Review and approve plans and conduct complex commercial grading inspections for compliance to the El Dorado County Grading Ordinance and other applicable regulations.
    • Review and approve plans for requirements compliance related to erosion control, accessibility requirements, TRPA land coverage requirements, and complex residential and non-residential permit applications.
    • Act as a liaison between the County, property owners, contractors, and other agencies on code requirement matters relevant to construction and repair methods and materials; maintain communication among parties involved; investigate and resolve complaints and problems.
    • Represent the County in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.
    • Provide input into selection decisions, disciplinary matters, and other personnel decisions.
    • Interpret codes and regulations.
    • Intake permit applications, calculates and collects fees, and issues permits.
    • Prepare and maintain a variety of correspondence, reports, correction notices, and other written material related to permits and inspections.
    • Conduct field inspections for non-residential and industrial permits, such as shell buildings, and tenant improvements for compliance with building, electrical, mechanical plumbing, and other related codes and regulations; inspects construction framing, foundations, grading, and for erosion control on new construction and alterations to verify code compliance.
    • Inspect setbacks from property lines and boundary determinations to ensure compliance with approved plans, construction codes, and zoning ordinances.
    • Conduct disaster inspections (fire, flood, accident, etc.) to ensure public safety.
    • Conduct site inspections for compliance to accessibility requirements.


    In addition to these great opportunities, Building Inspectors are eligible for the following:
    • $325/year boot allowance
    • Up to $250 per month for possession of Building Inspector Certificates depending on position
    • Full-time employees in classifications in the Trades and Crafts bargaining unit can select an individual or family Health Plan with $0.00 in insurance premium cost to the employee.

    Our Ideal Candidate:

    The ideal candidate for this vacancy would possess the ability to conduct plan evaluations independently under minimal supervision, demonstrate proficiency in interpreting policies and procedures related to complex building and construction plan review activities, and exhibit skill in enforcing a wide range of building and accessibility codes. Additionally, this candidate would have an extensive technical background and robust capabilities in coordinating work with the public, other departments, and regulatory agencies. Secondary characteristics would include the capability to conduct a diverse range of field inspections as required.

    MINIMUM QUALIFICATIONS:
    Human Resources will assess your application to determine if you are minimally qualified using the following recommendations. Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university. Courses from non-accredited institutions will not be evaluated for this requirement.

    Education & Experience Requirements:
    Any combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying.

    Building Inspector III:

    Equivalent to graduation from high school. Completion of an accredited technical school or college-level program for building inspection, plan review, or a closely related field is desirable;

    AND

    Two (2) years of journey-level building inspection experience at a level equivalent to the County's class of Building Inspector II.

    Building Inspector III:
    • Possession of, or ability to obtain and maintain, a valid California Driver’s License by time of appointment and a satisfactory driving record.
    • Possession of a valid California Residential Building Inspector (J1) or Residential Building Inspector (B1) certificate issued by the International Code Council (I.C.C.).

This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
