    The Tulare County Health & Human Services Agency (HHSA) is recruiting multiple Public Health Managers to oversee the Environmental Health Division or Tulare County Healthcare Centers. The Public Health Branch is nationally accredited by the Public Health Accreditation Board and protects and promotes the health status of Tulare County residents through the development and implementation of public health and primary care programs that use best-practice interventions.

    The incumbent will work closely with other County departments and local, state, and federal agencies in addition to business and community partners to improve health equity, identify health disparities, and assess and prevent environmental factors that can potentially affect health. and promote optimal health for the community. The successful candidate must have a clear understanding of the social determinants of health and how they impact the community when services are implemented or changed. The goal of improving the quality of life of a population by detecting and preventing disease, environmental hazards, and other physical and mental health conditions must be kept at the forefront

    The Public Health Manager will oversee public health programs as well as administrative functions for the Branch. The successful candidate will coordinate assigned programs by collaborating with other County departments and the community. The Public Health Manager will provide the management and oversight of a set of public health programs, which may include Children’s Medical Services, health and prevention programs, and environmental health. The incumbent will represent Public Health’s interests in program meetings and committees and will help establish and maintain relationships with neighboring counties to promote goals and objectives. The ideal candidate will demonstrate high emotional intelligence and political acumen. Excellent verbal and written communication skills are, therefore, a must. This position plays an integral role in the coordination of Public Health’s accreditation initiatives.

    Typical Duties

    Key Responsibilities
    • Develop, implement, interpret, analyze and evaluate programs, operating procedures, and policies of the program.
    • Act as advisor to the Health and Human Services Agency upper management on environmental health, prevention services, maternal child health, and nursing matters.
    • Assist in the implementation plans for professional development within public health, prevention services, maternal child adolescent health, and environmental health services.

    • Develop, manage, and review the program budget development and grant opportunities.

    • Attend and conduct a variety of public meetings representing the program and explain the goals and objectives.
    • Directs and oversees a quality management process that includes establishing goals and objectives, enhancing staff, and resource and development.
    • Correct problems by modifying and implementing procedural changes with input and approval of department administration when appropriate.
    • Work closely and collaboratively with internal and external units and programs within the agency and community.


    Minimum Qualifications

    Required Qualifications

    Candidates must meet the qualifications listed below by the application deadline .
    • Bachelor’s degree from an accredited college or university with major coursework in social services, public health, environmental health, health administration, behavioral health, business or public administration, or a closely related field
    • Three years of experience in a combination of supervision, direction, and oversight of programs, business practices, policies and procedures, and budget management in a health and human services, community-based, and/or public-service setting

    Desirable Qualifications
    • Master's degree in health, Human Services, Business, or Public Administration
    • Possession of a California State Public Health Nursing Certificate
    • Possession of a Registered Environmental Health Specialist

    Conditions of Employment
    • Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.     • If in a driving position candidates must be able to obtain and retain a valid California driver's license.

    Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.
