    The Sixteenth Judicial Circuit Solicitor's Office for York & Union Counties: General Sessions, the criminal division of the South Carolina's Circuit Courts, is sometimes referred to as the "high" court for criminal offenses because all felony criminal charges and most misdemeanor criminal charges that carry more than 30 days and/or a fine of more than $500 are heard in General Sessions. In addition to traditional criminal prosecution, they manage a number of diversion programs that offer non-criminal outcomes, focusing on rehabilitation and reducing recidivism, provides victim and witness assistance, and prosecutes juvenile offenders in York County's Family Court.

    We invite you to apply to join our team as a full-time, exempt Captain of Investigations within the Sixteenth Judicial Circuit for York and Union Counties Solicitor’s Office. The purpose of this position is to Manage, supervise and oversee the agents and activities of the York County Multijurisdictional Drug Enforcement Unit, officers and clerical staff. This position also plans, organizes, and implements programs within major organizational policies, coordinates internal investigations, plans, and conducts major criminal operations enforcing criminal laws and reporting the program progress to executive-level administration. This position reports directly to the Governing Board of Directors of the Drug Enforcement Unit and is responsible for the formulation and execution of operational policy for the unit. Additionally, position manages, coordinates and supervises the York County Alcohol Enforcement Team.

    Work Schedule: Monday - Friday, 8:00 am -5:00 pm; hours may vary based on operational needs.

    Projected Hiring Range: $87,274.78 - $109,093.48 depending on qualifications.

    Duties and Responsibilities:
    • Implements all directives given by the DEU Governing Board. Commands, manages, supervises overall operations of the drug enforcement unit and the Alcohol Enforcement Team, which includes supervising Lieutenants, Sergeants, Detectives, Investigators and clerical staff. Directs and evaluates assigned staff, processing employee concerns and problems, disciplining, and completing employee performance appraisals.
    • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed. Unit operates as a department, responsible for all narcotics and vice investigations within the county and municipalities, as well as all property and currency seizures related to these crimes.
    • Assists in ensuring the department's compliance with applicable federal, state, and local laws and regulations, policies and procedures, and standards of safety. Serves as liaison to local, state, and federal law enforcement agencies.
    • Assists the DEU Governing Board in researching, developing, and implementing programs, policies, and procedures as necessary to promote and ensure the effectiveness of operations as well as the safety and welfare of the public; ensures that new and amended policies and procedures are disseminated to personnel with appropriate instructions and training.
    • Manages criminal investigation activities, functions and personnel; assists the Solicitor’s Office with the prosecution and adjudication of criminal cases by providing completed case files in a timely manner. Assists in collecting evidence, documents, witnesses, casework, investigative technique, case management and prosecution with attorneys of the Solicitor’s Office, magistrates, judges and investigators.
    • Directs law enforcement response to major incidents. Supervises all aspects of investigations for criminal activity involving narcotics, gambling, prostitution, alcohol, fugitives, interviewing suspects, witnesses, and victims.
    • Assists in preparing and administering assigned budget. Approve expenditures including investigative expenses, equipment purchases and repairs. Maintain assigned equipment and supplies for the unit. Oversees the proper handing and custody of seized money and property.
    • Compiles, analyzes, and presents data and information to the DEU Governing Board for decision-making purposes. Prepare reports for and attend meetings with Board members as well local partners, attorneys, media and public meetings providing accountability and transparency of unit operations as well as preserving relationships with community partners.
    • Remains on call twenty-four hours a day, seven days a week, for emergency response using County vehicle as needed.


    About you

    Experience and Education Requirements:
    • Bachelor’s Degree in Criminal Justice, Police Science or related discipline.
    • Ten (10) of law enforcement experience or an equivalent combination of education, training and experience.
    • Experience must include narcotics investigations and supervisory responsibilities.
    Certifications and Licenses:
    • Valid State Driver’s License required.
    • Must possess South Carolina Law Enforcement Academy Class I Law Enforcement Officer Certification.
    • FBI National Academy completion is preferred.
    • Certified in firearms proficiency.

    Longevity Allowance
    Full-time regular county employees, elected officials, appointed officials, and judges with ten or more years of full time continuous governmental service are eligible to receive a monthly longevity allowance in addition to their regular compensation. Continuous service transferred from employment with another county, municipality, state or a political entity created by the State may contribute toward eligibility for the longevity allowance. Longevity allowances are paid according to the following schedule.

    Annual Leave
    Probationary and regular full-time county employees that work at least twenty (20) hours per week accrue annual leave with pay. Employees in their new hire six (6) month probationary period shall not be able to use annual leave until they become regular county employees. Employees who are separating from county service shall be paid for all accrued, unused annual leave up to 360 hours provided they give York County as the employer the proper notice as required. Employees in their six (6) month New Hire probationary period who are terminated or separated from employment shall not be paid for accrued annual leave. The maximum amount of annual leave carried into each calendar year is 360 hours.

    Earning Rate for Full-Time Employees
    Full-time employees with less than ten years of continuous service earn at the rate of eight hours of paid annual leave for each month of service during a twelve months period. Full-time employees with at least ten years, but less than twenty years of continuous service will earn at the rate of ten (10) hours of paid annual leave for each month of service during a twelve month period. Full-time employees with twenty or more years of service will earn at the rate of twelve (12) hours of paid annual leave for each month of service during a twelve (12) months period.

    Sick Leave
    Full-time county employees may be entitled to earn sick leave with pay. Employees may accrue up to 1,440 hours of sick leave. Upon termination of employment with the County, employees may not be reimbursed for any unused sick leave. When a paid holiday occurs while an employee is on sick leave with pay, the day may not be charged as sick leave.

    Earning Rate of Sick Leave
    Full time employees will earn eight hours of sick leave per month of service during a twelve month period.

    Quality training and educational programs are available at various times for county employees in order to support workforce development that is consistent with organizational objectives.
