    POSITION OVERVIEW

    DESCRIPTION OF THE POSITION
    The purpose of the Badging Office throughout the Bush Intercontinental Airport, one of three airport that make up the Houston Airport System (HAS), is to use intelligence-led, risk-based operations to enhance airport security, reduce fear, and provide a safe environment to the traveling public. Monitor vendors, tenants, airline operators, fixed base operators (FBO's) and commercial business operators (CBO's), air cargo operators, and all airport business units for compliance with Federal regulations as well as the airport operating instructions.

    The Airport Operations Supervisor position ensures operational excellence by providing friendly customer service while conducting badging operations and criminal history record checks authorizing use of the access control system to the working population of the airport. Security Access and Identification media will be provided and managed in accordance with current Federal and Local regulations. This role manages the daily operations of the badging office to ensure compliance with airport, City of Houston, state and federal regulations (CFR 49, 1520 & 1542). This position supervises assigned employees, conducts customer interactions to calmly resolve issues, conducts signature authority training classes, and has operational oversight and knowledge of utilization of all technology applications. This role provides training, coaching and mentoring to employees who conduct audits, performs inspections and issues airport identification media with the goal of becoming a high-performance organization.

    The Airport Operations Supervisor duties include but are not limited to:

    • Identifies and anticipates operational, safety and security concerns by inspecting airport facilities and operating areas and monitoring radio communications. Initiates corrective actions and counsel’s airport users, tenants and employees.
    • Creates, revises and implements operating rules, regulations, standards and procedures to ensure airport safety. Monitors deviations from federal, state and airport operating rules and regulations.
    • Supervises, schedules, assigns work, trains and evaluates ID Badging/Security employees. Performs operations activities and initiates corrective action for failure to comply with 49 Code of Federal Regulations (CFR) Part 1500, the airport security program or other security directives. Reviews and monitors the results of access investigations required under CFR Part 1500.
    • Initiates corrective actions and counsel’s airport users, tenant, and airline activities not in compliance with airport leases, contracts, standards, policies and procedures.
    • Reviews and documents airport security programs and directives and security activities of airport tenants and employees to ensure compliance with airport and federal security regulations. Ensures availability of documents for review by federal agencies.
    • Supports operational activities and maintains order during aeronautical-related emergencies, follows the Airport Emergency Plan and other airport rules and regulations.
    • Identifies and anticipates operational, safety and security concerns, follows the Airport Security Plan. Performs security activities and maintains reports.
    • Represents airport management in coordinating airport emergency and disaster management plans with the TSA, law enforcement agencies, U.S. Customs, airlines and other tenants, and emergency relief organizations.
    • Acts as liaison with air carrier station managers and ground security coordinators regarding air carrier security issues.
    • Documents training and maintains records as required by CFR Part 1500.
    • Develops and provides reports for upper management regarding operations/security activities, inspection results and statistics, and violations of airport leases, contracts and standards by tenants and airlines.
    • Keeps abreast of existing and new legislation and ensures compliance to federal, state and local requirements. Advises airport management on needed action. Anticipates future legislation.
    • Establishes standards for functional area competencies, cooperation, consistency in work outputs, integrity and expected work and customer service behaviors as they related to the required job specifications.
    • Participates in developing innovative solutions to complex organizational, administrative problems related to Airport security/safety.
    • Oversees the departmental purchasing supply inventories.
    • Supervises the issuance of ID badges in accordance with the established Airport Security Program and TSA rules and regulations.
    • Resolves ID badging complaints while complying with Airport and TSA security regulations mandates.
    • Administers and maintains automated and physical security record systems for security identification media in accordance with established Airport rules and procedures and other Security Programs.
    • Contributes to the team effort by performing related duties as needed.
    WORKING CONDITIONS
    The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS
    Requires a Bachelor's degree in Aviation Management, Airway Science, Criminal Justice, Law Enforcement, Business Administration, Public Administration or a related field.

    EXPERIENCE REQUIREMENTS
    Four years of progressively responsible experience in airport operations, airport security or airport safety are required.

    Directly related professional experience involving lead or supervisory responsibilities may substitute for the above education requirement on a year-for-year basis.

    LICENSE REQUIREMENTS
    Requires a valid Class C Texas driver’s license and compliance with the City of Houston’s policy on driving (AP 2-2). Must be able to pass a criminal background check and obtain and maintain federally mandated security clearances for working at an airport.

    PREFERENCES

    Preference will be given to applicants with 1 to 3 years of experience in a Large- or Medium-Hub airport badging/credentialing office.
