    POSITION SUMMARY

    The Division Manager manages the coordination of the IT- Digital and Data Division. The role includes overseeing the daily functions and supporting the Assistant Director with a long-term strategy. The role requires close collaboration with various teams and vendors to manage, support, and implement new initiatives and support existing solutions. This includes managing both people and processes to achieve the Division’s goals, contributing to the overall success and strategic direction of the ITS - Digital and Data Assistant Director.

    Under the direction of the Information Technology Services (ITS) Department Assistant Director or designee the employee in this class is responsible for planning, budgeting, organizing, directing, and coordinating the operations of the Digital and Data Division. Responsibilities also include; supervising and overseeing activities and operations for the administrative and / or technical operations of the division along with leading major initiatives. The employee exercises extensive initiative and independent judgment. Work is reviewed through conferences, written reports, staff meetings, results achieved and user feedback.

    This job classification is in Management Category I for benefits purposes, which includes Ten (10) additional management vacation days per calendar year and a monthly vehicle allowance of $390.00.

    This is a non-classified "at-will" position and is not subject to Civil Service Rules or any collective bargaining agreement.

    ESSENTIAL JOB FUNCTIONS

    Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation.     • Support daily operations of the division to ensure efficiency and productivity, including managing pillar budgets, preparing, revising, finalizing, and submitting annual budget forecast for the Digital and Data (Applications Services) Division which may include Decisions Packages.
    • Support a team of application developers, analysts, and support staff, providing guidance, support, and mentorship. Support application deployment strategies to support the ITS-City’s business objectives.
    • Support and develop the technical expertise needed to meet long-term ITS and City needs.
    • Support and assist Application Services professionals with vendor management, including contract negotiations, licensing, maintenance contracts, and service level agreements.
    • Oversee the installation, configuration, and maintenance of software applications. Ensure the application services division runs smoothly and efficiently, while promoting professional growth within the division.
    • Support Senior Management to explore innovations and trends in technology for institutional applicability. Compile data and perform analysis; provide written oral, and proposals to senior management.
    • Assist communicating and coordinating with users and technical groups regarding applications, developing application solutions, and determining system requirements and modifications.
    • Assist with collaborating with other departments to streamline processes and improve overall performance.
    • Assist as a liaison between Digital and Data Division, third-party vendors, Procurement Division, and Business Partners.
    • Assist Chief Digital Officer/Assistant Director with special projects, including the adoption of new technologies.
    • Complete weekly reports and dashboards for senior management.
    • Responsible for the management of the division budget and makes recommendations for hiring, discipline, and general operational decisions required to effectively manage first line supervisors and professional staff.
    • Prepares and presents the division's recommended budget to the Department Director, Digital and Data Assistant Director, Office of Management and Budget, City's Budget Advisory Board and City Manager
    • Works closely with management on planning initiatives and activities, business planning and strategy development
    • Performs related duties as required and as directed.


    JOB REQUIREMENTS & WORK ENVIRONMENT

    Bachelor's Degree in Information Technology or related field.Five (5) or more years of related progressively responsible professional/managerial level experience managing professional IT services and software deployment.Previous supervisory experience required. Additional qualifying experience or completion of coursework at an accredited college or university in a job-related field, may substitute on a year-for-year basis for the required experience or education.
    Special Requirements:
    • An in-depth employment background check, will be conducted as part of the post offer onboarding process as this position is deemed security sensitive.
    PREFERENCES:
    • Experience managing an IT team of ideally at least 20-30 individuals (25+ resources).
    • Experience managing all phases of the software development cycle.
    • Experience leading development teams at a manager level.
    • Budget forecasting experience
    • Scrum/Agile Certifications highly preferred
    • Experience using ERP Cloud, UKG Cloud, and /or Infor CloudSuite
    • Prior public sector experience.

    PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:

    The position involves light physical demands, such as exerting up to 20 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects.
