    The Monterey County Water Resources Agency (MCWRA) is recruiting for the position of Water Maintenance Superintendent

    Agency Summary
    The Monterey County Water Resources Agency (MCWRA) is an independent, special purpose public agency staffed with dedicated employees and focused on flood control and water resources management in Monterey County. The Agency was created via a California Water Code Appendix in a statute known as the Monterey County Water Resources Agency Act. The Agency provides the following services: control of flood and storm waters in the County, water conservation, protection of water quality, reclamation of water and the exchange of water. Fundamental to the agency’s mission to sustainably manage water resources while minimizing impacts from flooding, the MCWRA owns and operates the Nacimiento and San Antonio reservoirs and dams, a hydroelectric facility at Nacimiento Reservoir, and numerous other facilities.

    The Position
    Under general direction, the Water Maintenance Superintendent is responsible for the overall management and daily coordination of the South County Operations and Maintenance Division of the Water Resources Agency, including facilities, infrastructure, and equipment operations and maintenance; compliance with applicable federal, state, and local laws and safety regulations; and personnel management; and performs other related work as required.

    The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

    Examples of Duties

    Significant Duties:
    • Manages the maintenance and repairs of facility infrastructure and equipment, including prioritizing work projects; estimating equipment/materials required to complete projects; performing inspections to monitor work progress, process, and quality, and ensure uninterrupted safe, reliable operation of essential facilities and equipment
    • Plans, organizes, coordinates, and manages Water Maintenance crews in the operation and maintenance of large earth-filled dams, drainage structures, and related flood-control facilities
    • Performs the full complement of personnel oversight, including selection, training and development, supervision, and performance management, as appropriate
    • Implements established goals, policies, and procedures to ensure safety and environmental compliance with all Federal, State, and County laws, regulations, codes, and ordinances
    • Conducts staff meetings and training sessions relative to division work progress, goals, and strategies; provides instruction on current maintenance and operations work methods, procedures, and protocols
    • Participates directly in the performance of difficult/complex projects and tasks requiring specialized, advanced-skill maintenance work, as needed, especially those involving certification and licensure, e.g., Qualified Applicator’s Certificate-Vegetation Management .
    • Utilizes specialized knowledge as a qualified applicator in vegetation management in monitoring the application of herbicides
    • Reviews, responds, updates, and completes final disposition of service maintenance request activities in area of responsibility
    • Performs other related duties as assigned

    THE SUCCESSFUL CANDIDATE
    Will have a proven track record demonstrating the following knowledge, skills, and abilities:
    Thorough knowledge of:
    • Theory and advanced principles and practices of water installations and infrastructure; facilities design, construction, and operations; and management of maintenance requirements;
    • Methods, practices, and techniques of improvement design, construction, inspection, funding, and long-term maintenance, servicing, and repair of tools, facilities, and equipment.
    • Federal, state, and local codes, ordinances, and regulations pertinent to operations and maintenance of water facilities and equipment, and health and safety reporting requirements and practices, including OSHA and MSDS requirements, and proper techniques for handling and storing hazardous chemicals and agents
    • Safe, effective operation of light, medium, and heavy maintenance and construction equipment and vehicles, including specialized skill and certification in Qualified Applicator’s Certificate Vegetation Management
    Working knowledge of:
    • Computer applications and software related to performance of the essential functions of the position
    • Human resources management practices including staff development, supervision, interviewing, selecting, training, evaluation, and performance management
    Skill and Ability to:
    • Plan, organize, administer, coordinate, monitor, review and evaluate facilities and equipment for construction and maintenance operations
    • Implement Agency goals, objectives, policies, plans, procedures, and programs to accomplish maintenance projects
    • Select, plan, organize, assign, and review all levels and facets of facility and equipment maintenance and division crew activities; estimate resources needed to perform/complete projects
    • Identify and assess safety concerns and ensure job safety and regulatory compliance (OSHA etc.)
    • Organize workload, set priorities, meet critical deadlines, and follow-up on assignments with minimum direction;
    • Motivate staff, support and provide for training and professional development;
    • Establish and maintain effective working relationships at all organization levels as well as with all encountered during work characterized by a high level of acceptance, cooperation, and mutual respect inclusive of position and diverse cultural, ethnic, gender, demographics, and individual uniqueness;
    • Understand, interpret, and explain complicated policies, procedures, laws, regulations, and/or specifications/protocols pertaining to program areas
    • Comply with the materials, methods, handling, storage, and disposal practices associated with hazardous materials and hazardous waste in accordance with all federal, state, local, and County regulations, policies, and procedures;
    • Use tact, initiative, and sound judgment within general policy and legal guidelines;
    • Maintain valid Qualified Applicator’s Certificate - Vegetation Management
    • Communicate effectively, both orally and in writing, including correct English usage and syntax; Prepare clear and concise reports with recommendations and justifications, correspondence, policies, procedures, and other written materials; make effective public presentations
    • Operate a computer and utilize pertinent software applications including Microsoft Office Suite to perform word processing, spreadsheet, and database

    Any combination of training, education, and/or experience which provides for the knowledge, skills, and abilities required to perform the duties listed above is qualifying. An example of a way these requirements might be acquired is:
    Experience:
    Five (5) years’ experience in facilities and field infrastructure maintenance relating to the distribution of water to include three (3) years’ increasingly responsible supervisorial experience or any combination of education, training, and experience that provides the required knowledge, skills, supervisory experience, and abilities to perform the essential functions of the position.

    CONDITIONS OF EMPLOYMENT
    The required conditions of employment include, but are not limited to the following:
    • Possess and a maintain valid licenses/certification:
      • a) California Class “A” Driver’s License (might need certificates for some heavy equipment)
      • b) In accordance with Title 3 of the California Code of Regulation: Qualified Applicator’s Certificate-Vegetation Management
    Be available to work rotating or irregular shifts including evenings, weekends, and holidays during special projects and/or in emergency or disaster situations caused by storms, flooding, traffic, accidents or other natural/manmade disasters AND be on-call 24/7 (twenty-four hours/seven days a week). Work outdoors in adverse climatic and inclement weather conditions (temperature and humidity extremes/variations), in dangerous worksites/environments or hazardous conditions, including in/around extreme noise, vibrations, fire, electricity, confined space, uneven terrain and wet ground surfaces/footings, at elevations, in closed ventilation systems and areas not well ventilated, amidst moving vehicles, heavy equipment, power/hand tools, exposed to dust/silica dust or contact with water, petroleum products, lubricants, cleaning solutions or solvents, toxic fumes, liquids or gases, allergens, chemicals products requiring MSDS sheets, infectious organisms, plant, animal, or food materials/waste.BENEFITS
