    5.5% for continuous assignment at LAC High Desert Health Systems (Palmdale/Lancaster)

    Manpower Shortage Recruitment Rate:
    Effective September 10, 2019, The Manpower Shortage Recruitment Rate has been authorized at Step 8 ($22,870.32) for those Mental Health Psychiatrists permanently assigned to the Antelope Valley and Palmdale Mental Health Clinics.


    Should an employee who was advanced to the recruitment rate transfer out of the Antelope Valley/Palmdale Clinics, he or she will be returned to the step rate that otherwise would have been held on the basis of seniority in the Mental Health Psychiatrist position.

    DEFINITION:
    Renders professional medical services in the field of psychiatry.

    CLASSIFICATION STANDARDS:
    Positions allocable to this class provide specialized medical services, the nature of which requires completion of an approved residency in psychiatry.

    Essential Job Functions

    Performs medical work in the medical field of psychiatry.

    Conducts training or assists in the training of interns and resident physicians.

    Consults with staff physicians and para-medical personnel regarding care of patients and medical and diagnostic work performed.

    Performs or assists in carrying out administrative responsibilities which may include such duties as budget preparation for the section, determining equipment and supply needs, carrying out personnel functions, or developing revising work procedures to expedite work load or improve level of service.

    Assists in the planning and direction of health programs in the field of psychiatry.

    Requirements

    SELECTION REQUIREMENTS:

    TRAINING AND EXPERIENCE:
    Completion of a residency approved by an American Specialty Board in psychiatry.

    LICENSE:
    *California State Physician and Surgeon's license authorized by the Board of Medical Examiners of the State of California.
    A valid California Class "C" Driver License or the ability to utilize an alternate method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS:
    2 - Light - Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

    Special Requirement Information:
    *To compete in this examination process, applicants must have a current active California State Physician and Surgeon's license issued by the Board of Medical Examiners of the State of California. A copy of this required license must be submitted at the time of filing.

    NOTE: Candidates who are within six months of completion of residency may compete in the examination process; however, final appointment cannot be made until the completion of residency is completed and proof of the required documentation is submitted to the Department of Mental Health, Exams Unit.

    EXAMINATION CONTENT
    This is a noncompetitive examination. This examination is intended to merely qualify applicants. Applicants will be placed on an eligible register without indication of relative standing in the examination.

    Special Information:
    All County workforce members must be fully vaccinated against COVID-19 as a condition of employment. Successful candidates for this position will be required to submit proof of vaccination against COVID-19 or request an exemption for qualifying medical or religious reasons during the onboarding process. Candidates should not present proof of vaccination until instructed to do so by the hiring department.

    Appointees may be required to work any shift, including evenings, nights, holidays or weekends.

    Vacancy Information: The resulting eligible register will be used to fill vacancies throughout the Department of Mental Health as they occur.

    Eligibility Information:
    Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.
    The names of applicants receiving a passing score in the examination will be added to the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.

    Applicants will be placed on an eligible list/register without indication of relative standing in the examination. The appointing power may appoint any one of the names on the appropriate list/register, except a person without Veterans credit may not be appointed if there are three or more names on the list/register of persons entitled to Veteran's credit.

    NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.

    The acceptance of your application will depend on whether you have clearly shown that you meet the Selection Requirements. Your online application must show complete license, education and work experience information necessary to evaluate your qualifications. License information section must show title of license, license number, original date of issue, and expiration date. Education information section must include name and address of school attended, complete dates attended, name of course/s taken, number of units earned, and degree/s earned. Work experience section must include job title, employer name and address, name of work area/facility, actual payroll title held and not the working and/or functional titles, from/to dates of employment including month, day and year, total number of months, total number of hours worked per week - not a range of hours (full or part-time), and complete and detailed description of related job duties. If range of hours is provided, experience will be prorated based on the lowest number of hours worked per week. LIST separately each job experience to be evaluated.
