    We currently have one vacancy in the Parks and Recreation Department in which hiring will begin immediately following the close of this recruitment. This recruitment will also establish a list for future vacancies, which will be filled as they occur.

    Examples of Essential Functions

    • Plan, prioritize, assign, supervise, and review the work of assigned staff responsible for the repair and maintenance of assigned park grounds and facilities, inspection of new construction projects, and development of new landscape or construction ideas.
    • Establish schedules and methods for providing park maintenance and repair services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
    • Participate in the development of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures.
    • Participate in the selection, motivation, and evaluation of park maintenance personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
    • Participate in the preparation and administration of assigned program budget; submit budget recommendations; monitor expenditures.
    • Oversee the installation and maintenance of parks landscaping including flower beds, turf, ground cover, shrubs and trees; assess and correct horticultural problems; identify turf and plant diseases, weeds and pests; instruct staff in proper pest and disease abatement and control procedures.
    • Determine needs for the application of agricultural chemicals, pesticides, and fertilizers; select proper chemical agents and application techniques according to established procedures.
    • Estimate water needs of landscaped areas based on soil and climactic factors; schedule irrigation within appropriate parameters.
    • Review park development, construction, and landscape plans for compliance with established standards and specifications; advise, consult, and monitor the work of contractors; inspect and evaluate completion of projects.
    • Participate in the evaluation of designs from architects; recommend changes and modifications as appropriate; attend bid openings and work closely with architects, engineers, and park planners in the design of new parks facilities.
    • Conduct inspections of assigned park areas; ensure adherence to established maintenance procedures, safety of playground and recreational equipment, and identify needed facilities repairs; assess and correct hazardous situations.
    • Select, install and inspect park amenities including playground equipment, exercise stations, picnic tables and benches, and barbecue pits.
    • Operate a computer for communication and data compilation; maintain accurate and detailed records and files of maintenance work performed; prepare loss statements and estimates, monthly parks and recreation reports, and progress reports on new construction.
    • Locate and establish vendor and product manufacturer contacts; research and prepare purchase requisitions; prepare formal and informal bid specifications; coordinate the purchase of parks maintenance supplies with appropriate City departments.
    • Coordinate various City sponsored special events with staff from other divisions and other City departments; respond to questions and inquiries from the general public.
    • Participate in overseeing and administering park maintenance contracts; ensure adherence to specifications.
    • Prepare specifications for and meet with contractors to collect bids for park facility renovations, repairs, and/or improvements.
    • Coordinate and oversee the maintenance of City-owned open space including wildland weed abatement, fire fuels reduction, erosion control, litter and trash removal, and other safety related issues.
    • Respond to service requests generated by the public or City personnel for items needing or viewed to need service or attention.
    • Coordinate and implement various park clean-ups with community groups and other agencies.
    • Estimate time, materials, and equipment required for jobs assigned; requisition or purchase materials as required.
    • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of park maintenance and landscaping; incorporate new developments as appropriate into programs.
    • Perform related duties as required.


    Minimum Qualifications

    The following minimum qualifications are required to be met at the time of application.

    Education:
    • A Bachelor's degree from an accredited college or university with major course work in horticulture, agriculture, turf/plant science, or a related field.
    Experience:
    • Four years of responsible park maintenance, landscaping or horticultural design experience including one year of administrative and/or lead supervisory experience.
    License:
    • Possession of an appropriate, valid driver's license.

    Examination Process:
    Applicants must meet the minimum qualifications and pass the examination for this position to be eligible for hire. The examination will consist of online assessments which include a Written Skills Test, a Cognitive Abilities Test, and an Employee Personality Profile; along with a Training and Experience evaluation (T&E) weighted as follows:

    • Written test = 50%
    • Training & Experience Evaluation (T&E) = 30%
    • Cognitive Abilities Test =20%
    • Employee Personality Profile = Informational purposes only


    Online Assessment Details:
    Qualified applicants will be invited to participate in the online cognitive abilities assessment once the recruitment has closed. This test will be self-administered with no proctor, which means candidates will be able to complete it online at their convenience during the designated testing window.The instructions and guidelines will be emailed to qualified applicants after the recruitment closes on November 24, 2024.     Training and Experience Evaluation (T&E) Details:
    The T&E examination consists of a Supplemental Questionnaire. The questions may be viewed online under the tab marked "QUESTIONS" on the job announcement page. The T&E must be submitted online at the time of application.

    Appointment and Certification:
    Appointments to positions in the City's Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a person's rank on an eligible register. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs, for as long as that register is viable.
