    Job Description and Duties

    The Department’s Division of Housing Policy Development (HPD) develops, promotes, and implements innovative housing and community development policies, practices, and partnerships to create and preserve affordable and healthy housing opportunities for all Californians. HPD identifies California’s housing needs and develops policy recommendations to meet those needs; prepares and implements various guiding housing policy documents for the state; and administers state housing element law.

    This recruitment is for a Housing and Community Development Representative II (HCDR II) position in the Planning Grants and Incentives team within HPD. the Housing and Community Development Representative I is responsible for providing technical assistance, program implementation, review of planning documents, policy analysis, and research on issues that impact housing, such as homelessness, land use and planning, public health, disaster preparedness and recovery, climate change, transportation, housing for special need populations, and government planning and financing programs based upon personal assignment. Incumbents also analyze, develop, and evaluate relevant legislation, policies, programs, and issues.

    Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

    Statement of Qualifications (SOQ)

    A Statement of Qualifications (SOQ) is required to be submitted with your State Employment Application STD Form 678 when applying for this position.     Desirable Qualifications

    In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

    • Knowledge and experience working in the fields of state housing law, housing element law, land use planning, local housing policies, research and data analysis, and/or program implementation and compliance.
    • Experience conducting stakeholder and/or public outreach.
    • Experience working in the areas of housing affordability, housing policy implementation, community development and planning, fair housing, homelessness, multifamily housing project development, and/or local and regional housing production.
    • Experience using Microsoft Office software (Word, Excel, Outlook, PowerPoint).
    • Experience working with California State government or other policy-making practices including, the legislative process.
