    ABOUT THE POSITION

    The Clark County Human Resources Department is seeking qualified candidates to apply for the Eligibility Specialist position. As a member of our team, you will provide difficult, technical, and specialized eligibility support for various programs. The ideal candidate will be responsible for comprehensive eligibility determinations and caseloads and/or responsible for the coordination of preventative solutions and services through community-based programs.

    Eligibility Unit with Clark County Family Services collects demographic and financial information from caseworkers and statewide systems and analyzes and applies federal and state policies to make eligibility determinations for TANFEA, Title IVE, Medicaid, Adoptions and Social Security programs for children in contact with the agency.

    Prevention Services with Clark County Family Services assists children and families experiencing barriers to permanency and/or self-sufficiency by establishing proactive prevention solutions in collaboration with community-based programs and services. It assesses eligibility criteria and makes appropriate referrals to these various programs. It also creates services networks and fosters relationships with community partners.

    Eligibility Unit with the Clark County Detention Center collects demographic and financial information from clients. They analyze and apply federal and state policies to make eligibility determinations for community-based programs.

    Prevention Services with the Clark County Detention Center assists clients experiencing barriers to community reintegration in collaboration with community-based programs and services. It assesses eligibility criteria and makes appropriate referrals to these various programs. It also creates services networks and fosters relationships with community partners.

    Eligibility Unit with Clark County Social Service Burial and Cremation conducts comprehensive interviews to gather demographic and financial information from next of kin, community providers, and various entities while performing extensive research to identify and verify familial relationships. The role requires analyzing and applying complex policies to determine eligibility for burial and cremation assistance with particular attention to enhanced verification standards. This position demands strong investigative skills and attention to detail while managing sensitive cases that require a higher level of documentation and verification.

    THIS RECRUITMENT IS LIMITED TO THE FIRST 250 APPLICATIONS RECEIVED AND WILL CLOSE WITHOUT NOTICE ONCE THAT NUMBER IS REACHED.

    This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

    Human Resources reserves the right to call only the most qualified applicants to the selection process.

    Some positions may be used to fill term Limited-Permanent positions. The selected candidates will be hired for a special project or duties of a limited duration and be required to sign a term of employment letter specifying condition and exact dates of employment. The successful selected candidates will be eligible for benefits during the duration of employment .

    Some positions may be Grant Funded. Grant Funded positions are subject to continuation based on availability of grant funds and the employee will be terminated without right of appeal when such funds are no longer available.

    In order to work at the Department of Family Services, employees must not have any qualifying offense that violates the standards required by NRS 432B.198 and/or NRS 432B.199.

    MINIMUM REQUIREMENTS

    Education and Experience: Equivalent to graduation from high school AND three (3) years of full-time experience in interviewing clients, providing information and determining eligibility for various social, medical or related programs. Professional level experience and/or education that has provided the skills and knowledge necessary to perform all job functions at this level may be substituted on a year-for-year basis up to two (2) years.

    All qualifying education and each experience must be clearly documented in the “Education” and “Work Experience” sections of the application.     Working Conditions: May be required to visit individual client residences. May be required to be bilingual in a specified language other than English.

    Licenses and Certifications: Specified positions may require possession of a valid Nevada Class C driver's license at time of appointment.

    Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

    Citizenship: Candidates must be legally authorized to work in the United States. Please note, Clark County does not provide H1B visa sponsorships or transfers for any employment positions.

    Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

    EXAMPLES OF DUTIES

    • Reviews case notes and files and determines appropriate courses of action in such difficult, complex and specialty areas as nursing home placement, Medicaid coverage, hospital discharge, court casework, etc.; makes recommendations for appropriate coverage and referrals.
    • Provides outreach to the community or client base to which assigned; makes clients aware of services and community resources available to them.
    • Provides basic referral and casework service to clients in collaboration with professional social work staff.
    • Interviews clients to obtain information, determine eligibility for various social service programs and assess the appropriateness of referral to other community assistance or social service agencies.
    • Obtains and verifies income, asset insurance and related information; contacts employers, banks, social security, veterans' administration and other public and private sources as necessary.
    • Assists clients in completing applications; provides factual information regarding various program regulations and procedures; may act as an advocate for the client with other organizations.
    • Creates and maintains case files; maintains accurate documentation regarding all information received and actions taken.
    • Determines the need for specific types of assistance, such as transportation, medical care, appliances for the disabled, senior companion or burial services.
    • Maintains accurate logs and complies records of work performed.
    • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
    • May make home visits to obtain and verify case information; prepares case notes of such home visits.
    • Enters client information into an automated database system. Uses standard office equipment in the course of the work; may drive a personal or County motor vehicle to make home visits.


    PHYSICAL DEMANDS

    Mobility to work in a typical office setting and use standard office equipment, vision to read printed materials and a computer screen, and hearing and speech to communicate in person or over the telephone. Specified positions may require mobility to make home visits.
