    About the Role:
    The Project Control Unit in the Wastewater Treatment Division is seeking a Procurement and Project Delivery Specialist III. This position will not be directly procuring contracts as King County utilizes a central procurement section (Procurement and Payables), that is responsible for the direct procurement of all County contracts. However, this position will support project managers by managing the County central procurement process of the various contract types (consultant, technical, construction and purchasing) needed to support the WTD capital program. Additionally, this position will assist procuring alternative project delivery methods.

    The primary focus of the work will be assisting Project Representative(s) with the procurement of Architectural/Engineering, Construction and Goods and Services contracts, including General Contractor/Construction Management (GC/CM) and Progressive Design Build (PDB) projects, will be working regularly with King County Procurement and Payables and other stakeholders as required.

    Job Duties
    What You Will Be Doing:
    • Manage the procurement process by collaborating with King County's central procurement and agency staff/consultants; to analyze and develop scopes of work, evaluation criteria, contract terms and conditions, technical specifications, and small business requirements for submission with each procurement.
    • Work with Division staff to develop contracts and mitigate risks in order to protect King county from being subject to litigation, criticism or unanticipated costs due to unclear, ambiguous, and non-compliant contract documents.
    • Ensure that all essential contract documentation is ready for submission to central procurement for all contract types.
    • Ensure that internal project information management database information and accessible information is updated in a timely and accurate manner.
    • Serve as a subject matter expert and technical advisor for all capital procurements, delivery methods, and purchasing for the division.
    • Provide direction and train lower staff in procurement and related tasks.

    Experience, Qualifications, Knowledge, Skills
    Qualifications You Bring:
    • A minimum of three (3) years of progressively responsible experience in public contracting to include procuring and negotiating contracts in the public sector, and reviewing contract documents for compliance with relevant procedures, laws and regulations.
    • Experience procuring and/or assisting project teams with design-build and general contractor/construction manager negotiated procurements as defined in RCW 39.10
    • Experience procuring Architectural and Engineering, Construction, Technical Services and Goods and Services Contracts
    • Experience working with multiple internal and external stakeholders, as well as other public agencies, on capital projects and contracts..
    • Experience collaborating with project teams comprised of various stakeholders on high profile, politically sensitive projects.

    It Would Be Great if You Also Bring:
    • Associate DBIA, or DBIA certification from the Design Build Institute of America.
    • Knowledge and/or experience preparing application materials for the Capital Projects Advisory Review Board (CPARB)

    Working Conditions:
    • Remote and Onsite Work Details: Employees in this role will primarily be working at a remote home location. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department's vision of Green Where We Work.
    • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
    • Work Schedule: This full-time position works a 40-hour work week with flexible schedules. This position is not covered under the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible.
    • Union Representation: This position is represented by Technical Employees' Association.
