    ABOUT THE JOB
    This position is characterized by the ability to solve technical problems by analyzing assessment and appraisal-related data, using GIS and ESRI applications. The Applications Analyst II will manage projects; create GIS maps and provide mapping solutions, research new technology, testing, validation, and deployment of such technology. This position is responsible for designing and implementing forward-thinking solutions that make the end-users experience better and more efficient while providing experienced technical support, training, and assistance to office staff.

    This position will analyze problems and implement solutions according to procedures; and identify and resolve problems within scope of authority and training while performing other duties as business needs necessitate and vary according to job assignment.

    This is a Monday through Friday, 8:00 a.m. to 5:00 p.m. position, with a flexible schedule offered January to October each year. Work is performed in the office.

    Key Responsibilities:
    • Compiles data, performs statistical modeling and analysis of structured and unstructured datasets, provides analysis, develops metrics, identifies trends and patterns, and presents analysis through reports and presentations.
    • Works with end-users to understand data and analysis needs and develop technical requirements.
    • Provides written and verbal recommendations to management to provide ongoing insight into strategy and operations.
    • Interfaces with other County IT employees to coordinate deployment and implementation of shared resources.
    • Designs, programs, and maintains applications and databases, as well as plans application development projects.
    • Resolves technical issues and develops customized GIS systems that meet evolving business needs.
    • Assists the office with planning for new technology needs; defines hardware, software, communications, and network access requirements; researches technology options and recommends solutions.
    What You Will Bring:
    Knowledge of or experience with:
    • Networked computer system environments and peripheral device capabilities.
    • Hardware, software, and peripheral equipment troubleshooting techniques.
    • Technical support principles, processes, and standards.
    • Workstation applications, operating systems, ESRI, Windows and special software applications used in Deschutes County.
    • Local/Wide/Storage Area Network (LAN/WAN/SAN) operating principles.
    Skill in:
    • Administration of network and server systems and infrastructure.
    • Assessing customer support needs and implementing effective solutions.
    • Solving technical problems involving integrated operating systems and hardware platforms.
    • Installing and maintaining computer software, in a multiple operating system environment.
    • The ability to appropriately interact with customers and a scertain needs, develop solutions, give training, and foster positive working relationships with all staff members within the County.

    Compensation

    $6,451.83 to $8,646.07 per month for a 172.67 hour work month. Excellent County benefit package when eligible. This union-represented position is available immediately.

    Minimum Qualifications

    • Associate’s degree in Computer Science, or related field;
    • AND two (2) years of database administration and technical support experience;
    • OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the job.
    Preferred Qualifications :
    • Knowledge of administrative procedures associated with GIS or Cadastral Cartography.
    • Experience working in the public sector or in a customer service capacity.
    • Principles and practices of technology management, system development and systems integration in a government environment.


    Necessary Special Requirements

    The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.
