    Job Description and Duties

    Under the general direction of the Deputy District Director (DDD) of Transportation Planning & Local Assistance (TPLA), the incumbent serves as the District Division Chief for Transportation Planning. The incumbent provides strategic direction and plans and directs the activities of the following offices: Multimodal & System Planning, Regional & Community Planning, Sustainability, and Transit & Active Transportation. The incumbent is responsible for planning, organizing, budgeting, reviewing, and directing the work of his/her assigned functions, and for advising the DDD on the full range of issues relating to these functions. The incumbent may serve as chief spokesperson for projects at meetings and act as the contact person within the Department and various outside agency groups, including federal, other State, regional and local transportation and regulatory agencies.

    Working Conditions

    This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

    Pursuant to California Code of Regulations § 549.90, this position will be filled via the California Department of Transportation Managerial Selection Program (MSP) process.

    This process provides for examination and job-selection specific to each position and consistent with the knowledge, skills, and abilities of the classification.

    This is a Caltrans Open examination.

    All applicants must meet the minimum qualifications by the final filing date to participate in the examination.

    Minimum Qualifications:


    Either I


    One year of experience in the California state service performing transportation or environmental planning duties in a class comparable in level of responsibility to Supervising Transportation Planner or Supervising Environmental Planner.

    Or II


    Five years of supervisory or administrative transportation or environmental management experience with regional or statewide impact. (At least one year must have been comparable in level of responsibility to work performed by a Supervising Transportation Planner or a Supervising Environmental Planner in the California state service.) and

    Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on the basis of one year of experience equal to one year of education.)

    Examination Information:



    This examination will utilize an evaluation of each candidate’s experience and education (E&E) compared to a standard developed from the Class Specification. For this reason, it is especially important that each candidate take special care in accurately and completely filling out his or her State application (STD. 678). List all experience relevant to the “Minimum Qualifications”.

    This examination will not establish a civil service list; therefore, candidates will not have the ability to transfer their eligibility to other departments. Candidates will be notified of their examination results.

    Note: If using Out of Class (OOC) experience, you must submit a copy of your signed and approved OOC documentation. Failure to do so may result in your OOC experience not being considered during the evaluation process of this examination.

    Education: If using your college education to meet the minimum qualifications, college transcripts must be submitted with your application and SOQ. Unofficial transcripts will be accepted for entrance into the examination, however, official transcripts may be required prior to appointment.

SROA and Surplus candidates are given priority; therefore, individuals with other eligibility may be considered in the event no SROA or Surplus candidates apply.
