    This recruitment will establish an employment list to fill current and any future vacancies within the Resource Management Agency. The anticipated life of the employment list is six months.     Current vacancy is with the Resource Management Agency located in Visalia. The anticipated life of the list is six months.

    Typical Duties

    Plan, monitor, coordinate and perform staff work in the development and implementation of county construction, capital, space planning, major maintenance projects; act as liaison with contracted architects, engineers, contractors, and county department staff; and to review construction bids and contracts; to develop, review and administer professional services and construction contracts; review cost estimates of construction and maintenance projects; participates in the preparation, review, and recommendation of utility liability determination packages for complex projects, ensuring quality control, accurate determination of prior rights, and effective negotiations with utility owners; monitor Division purchase orders, contracts, expenditures, and related functions; assist with the preparation and management of the annual budgets for the agency’s various divisions; monitor inventory supply and control; coordinates any land acquisitions and appraisal reviews for public works projects to ensure state and federal regulations are being followed; prepare and make presentations to the Board of Supervisors and other groups; prepare a variety of status reports on capital projects and major maintenance activities; perform related duties as assigned. Level II: Prepare, disseminate, and review documents for construction projects or major maintenance projects for bids and cost estimates; coordinate program work schedules and the management of individual projects.

    Minimum Qualifications

    MINIMUM QUALIFICATIONS

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education: Graduation from an accredited college or university with a bachelor’s degree and major coursework in facilities management or construction management or related field.

    Experience: One (1) year experience in facilities transit management, water and sewer systems management or construction management, architecture, engineering, space planning or related field. Level II: Two (2) years of experience in transit management, water and sewer systems management or construction management, architecture, engineering, space or planning related field.

    Equivalencies: A combination of education, training, and experience equivalent to six (6) years in the areas of transit management, construction management, water and sewer systems management, design, construction inspection, facilities management, including at least one (1) year in a supervisory or lead position. Level II: A combination of education, training, and experience equivalent to seven (7) years in the areas of transit management, construction management, water and sewer systems management, design, construction inspection, facilities management, including two (2) years in a supervisory or lead position.

    Knowledge of : Contract and budget administration; major maintenance project cost estimation; Federal, State, and local regulations and other pertinent codes regarding construction, maintenance and repair of resources; principles of resource design, plans, elevations, and perspective drawings; purposes and procedures for resource inspections; safe work practices and safety standards; knowledge of project management software; intermediate personal computer, word processing and spreadsheet functions.

    Skill/Ability to: Prepare requests for proposal and bid documents; read, understand, and analyze plans and specifications; collect and analyze information, draw conclusions, make, and present recommendations; consult with and coordinate work of other County personnel, contractors, subcontractors, consultants, architects and engineers regarding resource projects, plans, specifications, and cost estimates; write reports, agenda items, letters, and correspondence for internal and external publics; organize and prioritize work to meet deadlines utilizing automated project management systems; maintain cooperative working relationships with department personnel, other agencies, and outside contractors; verbally communicate information in a clear and concise manner including making presentations to departments, elected officials, and other groups.

    License or Certificate

    Possession of, or ability to obtain, an appropriate, valid California driver's license.

    DESIRABLE EMPLOYMENT STANDARDS

    Knowledge of: Public Contract Code; practices, procedures, and techniques involved in the planning, development and implementation of construction and renovation projects and related architectural function.

    Conditions of Employment:
    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.     Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.
